67. Reference Section L, Instructions, Page 59 of 75, Item L-6.9 Cost Plus Fixed Fee CLINs. L-6.9 states “…..For each Option Period, provide a table listing the labor categories, labor rates, labor burdens, rates, fixed fee and total labor burden rate for performing Task Assignments/Work and Work Requests…” What are the labor categories to be priced? Is the government going to provide a listing of labor categories?

Answer: The contractor shall propose labor categories that reflect task assignment/work request requirements. See PWS paragraph 4.1 “Contract Work Requests” and 4.2 “Task Assignment”. Reference 52.222-42”STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 1989)” which identifies “typical” government labor categories and Attachment 3,4,5,6 (Wage Determinations), Attachment 7 (Wage Determination CBA) and Attachment 8 (Davis Bacon WD) for guidance on labor category pricing.

68. Reference clause M-1 1Basis for contract award Page 71 of 75 and 52.217-5 Evaluation of Options Page 71 of 75 M-1 states “a. The evaluation process shall proceed as follows:

Step 1 – Evaluate all proposals for technical acceptability
Step 2 – Assess the performance confidence of all offerors
Step 3 – Rank by total evaluated price”

Please clarify how the evaluated price is calculated to complete step 3.

Answer: The evaluated price shall be the sum of the Phase-In CLIN price and the PTA price for each option year CLIN as stated in RFP, para. M-2.1.

69. Reference clause L-6.2 Range Support Page 58 of 75 CLIN 1001 Range support, page 3 of 75, L-6.2 indicates contractors are to enter proposed ceiling prices for each option year CLIN. Please provide guidance on ceiling prices. Does the Government require ceiling prices to be a specific percentage higher than the Target Price? If so what is the required increase above the Target Price.

Answer: In accordance with RFP, para. M-2.1, the Government will evaluate offers for award purposes using the Point of Total Assumption (PTA). Ceiling price is part of this calculation. Offeror’s proposals must demonstrate an effective and efficient cost/price approach.

70. Reference clause L-6.2 Range Support Page 58 of 75 and M-1 Page 71 of 75 Basis for contract award. L-6.2 indicates contractors are to enter proposed share ratios above target for each option year CLIN. Clause M-1 Basis for contract award does not identify a preference for share ratios above target or a plan to evaluate proposed share ratios above target. Does the Government have any expectations or preferences relating to proposed share ratios above target?

Answer: The Offeror’s proposal must demonstrate and clearly describe an effective and efficient cost/price approach for accomplishing the stated requirements. Proposed costs/price will be evaluated for reasonableness IAW with one or more of the techniques and procedures described under FAR 15.404-1(a),(b), and (c). If determined appropriate, the evaluation techniques described under FAR 15.404-1(c) for cost analysis may also be performed in further determining the reasonableness of the proposal.

71. Reference clause L-6.2 Range Support Page 58 of 75 and M-1 Basis for contract award Page 71 of 75. L-6.2 indicates contractors are to enter proposed share ratios below target for each option year CLIN. Clause M-1 Basis for contract award does not identify a preference for share ratios below target or a plan to evaluate proposed share ratios below target. Does the Government have any expectations or preferences relating to proposed share ratios below target?

Answer: No. The Offeror’s proposal must demonstrate and clearly describe an effective and efficient cost/price approach for accomplishing the stated requirements.

72. Reference clauses L-6.2 Range Support Page 58 of 75, L-6.7 Cost summaries 58 of 75 and M-2.1 Cost/Price Factor 72 of 75. L-6.2 indicates contractors are to calculate Point of Total Assumption (PTA) for each option year CLIN. Schedule B and Table 1 cost summaries required by L-6.7 have no lines for Point of Total Assumption. Clause M-2.1 Cost/Price Factor states “The government will calculate the Point of Total Assumption (PTA) of the offeror's proposal for each option year CLIN.

Does the Government intend to calculate the Point of Total Assumption (PTA) or does the Government want the Offerors to calculate the PTA? Does the Government want the contractor calculated Point of Total Assumption entered on schedule B, Table 1 cost summaries or some other part of the price proposal?

Answer: RFP software does not allow us to have the PTA added to schedule B.

Offerors should calculate the PTA and cite it in your price proposal.

73. Reference clauses L-6.2 Range Support Page 58 of 75, L-6.2 states “For this acquisition, PTA is defined as offeror ceiling price minus their target price and dividing it by the Government's Share (overrun) and then adding in the offeror's Target Cost.”

Please clarify the above statement. Did the Government intend to say multiplying not dividing? Multiplying by the government share would result in a true representation of the Governments cost if the ceiling price is reached, while dividing produces a result that can not reflect the Governments cost.

Answer: RFP, para L-6.2 is correct as written.

74. Reference clauses L-6.9 Cost plus Fixed Page 59 of 75, L-6.9 states “For each option period, provide a table listing the labor categories, labor rates, labor burden rates (labor O/H & G&A), fixed fee and total labor category burden rate for performing Task Assignments/Work Requests.” Has the Government identified the labor categories they would like to see in this table so that they can receive the desired information from all offerors?

Answer: The contractor shall propose labor categories that reflect task assignment/work request requirements. See PWS paragraph 4.1 “Contract Work Requests” and 4.2 “Task Assignment”. Also see answer to question #68.

75. Reference 2.6.4.1 Contractor Computerized Management System (CCMS) Page 17 of 47 Please confirm the Government owns the data in the current CCMS system and will make it available to the new contractor including but not limited to items such as the preventive maintenance and RCM tasks, the equipment identification, building number, PM and or RCM task frequency, PM time, performing craft

Answer: The Government owns data for the life of the contract that has been provided through CDRLs, which capture the bulk of what is being asked in this question.
