A technical library has been established for the C2SES III Contract. The library contains program and technical information (up to and including TOP SECRET) pertaining to the existing systems and contract activities for C2SES III. This information will be available for all interested contractors with proper clearance.
ALL TOP SECRET INFORMATION MUST BE VIEWED AT USSTRATCOM BY APPOINTMENT AND IS NOT
AVAILABLE BY CD.
The unclassified and secret information will be available in the following forms: 1) by appointment at USSTRATCOM, 2) classified CD pickup and 3) classified CD mail.
A completed and signed Non-Disclosure Agreement (NDA) must be completed by the person viewing the library at USSTRATCOM and/or receiving/picking up the CD (see attached ITCC II technical library NDA).
The NDA must be returned to 55 CONS either prior to or provided at the visit, pickup date/time arranged with 55 CONS, or shipment of the CD. If multiple people in the Contractor’s organization/team have a need to know or require access to the Technical Library Data, each person must sign the NDA and return it to 55 CONS.
The following rules apply to gain access to the library:
1) To view the Technical Library at USSTRATCOM:
a. The library is located in the LeMay Building (Building 500, USSTRATCOM) on Offutt Air Force Base, NE. The library will be open Monday through Friday, from 0800-1200 and 1300-1500, excluding U.S. Government holidays.
b. To have access to the library and the LeMay Building (USSTRATCOM), corporate security offices must fax a Visit Authorization Request (VAR) as specified in DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) to the USSTRATCOM Personnel Security Manager (FAX 402-294-6868), and the C2SES Program Office (FAX 402-294-3025). The purpose of the visit request should state "Visit the C2SES III Technical Library". The VAR must arrive five (5) business days prior to the time of the scheduled visit. This lead-time is required to conduct security checks and verifications necessary to allow access to Offutt Air Force Base. Corporate security offices should call the J050 Security Manager (402-294-6868) to confirm receipt of the
VAR.
c. Persons viewing the bidder’s library will require the appropriate clearance. A security clearance of TOP SECRET is required to view the entire library. Visits to the library will be by appointment ONLY and on a first come-first served basis. Bidders will be permitted to schedule up to four (4) hours per day, subject to availability. Appointments should be made prior to sending a visit request to confirm availability of requested date and time. Appointments must be made at least five (5) business days in advance of the requested date/time. Appointments will be made by calling or emailing amy.elizondo-williams.3@us.af.mil and john.d.jordan88.civ@mail.mil.
Contractors who fail to show within 30 minutes following the scheduled start time, without prior notification, will have to reschedule.
d. No more than three (3) individuals will be allowed in the library at any one time. All visitors are required to sign in/out on each visit and must be escorted at all times. Visitors will not be allowed to bring computers, storage media, cell phones, or personal data assistants into the LeMay Building. Visitors will not be allowed to remove originals of any documents from the library. Library material shall not be photocopied. Contractors will not be allowed to take mailto:Melissa.hergenrader@us.af.mil mailto:john.d.jordan88.civ@mail.mil handwritten unclassified notes. Visitors will be expected to abide by all other general rules of the reference library, which will be briefed at the beginning of the appointment. Contractors may ask questions by using question forms that are available in the library. The Government will answer questions in a timely manner and post on FedBizOpps (for unclassified questions).
Unclassified questions must be submitted by email to amy.elizondo-williams.3@us.af.mil.
e. Directions to the LeMay Building are as follows: For entrance to the SAC gate of Offutt AFB, stop at the Visitor Control Center, on Capehart Road, to obtain a temporary contractor ID for unescorted entry on Base. After leaving the Visitor's Center, enter the SAC gate and veer left onto SAC Boulevard. Turn right onto Looking Glass Avenue and park in the parking lot on the left side of the street. Contractors should proceed to the USSTRATCOM Visitor Center (Building
591) located on the north side of the LeMay Building next to the Mercury Avenue entrance into the STRACOM compound. A telephone is available in the Visitor's Center to contact the Program Office (294-4944 or 232-6003) to arrange an escort to the library.
2) To pickup a CD:

Only one copy of the CD will be released to each company, and only one person may come to perform CD pickup. You will be notified when the CD is available to schedule pickup. Reminder, Classified Media shall be accessed on an CSA Accredited Information System only.
b. Have your security manager turn in the completed NDA(s) to amy.elizondo-williams.3@us.af.mil and theresa.bryant@us.af.mil and send a visit request for the day of pickup via JPAS. Use SMO code STRATJ8 and SSO STRAT. IAW DoD 5220.22-M, 5-410.b. couriers will possess an identification card or badge which contains the contractor's name and the name and photograph of the employee. The courier will also present an ISFD Facility Clearance Verification form at the time of their visit to confirm the company's ability to safeguard.
c. If you do not have access to Offutt AFB, send a visit request (attached Excel spreadsheet) to amy.elizondo-williams.3@us.af.mil and theresa.bryant@us.af.mil. The spreadsheet must be received at least 10 days prior to your desired pickup date. The time, date, and location of the pickup will be arranged at this time.
d. Bring a courier letter (memorandum) signed by your security manager. The letter must explicitly authorize you to carry SECRET material from Offutt AFB to your office (location must be specified). 3) Should neither of the above methods for accessing the Technical Library be suitable, the Contractor may request that a CD be mailed to them. You will be notified when the final CD is ready to be mailed.
