Please refer to the final RFP (when posted) for all C2SES III requirements.
Q1: In reviewing the revised Cost Model, we have noticed there is not a column that refers to software engineering within the various hours tabs. Should all software development activities go in the one or more of the “Other” columns instead?
A1: The Government has added an additional column for Software Engineering (PWS 3.5).
Q2: Section J, Attachment 16, Small Business Subcontracting Plan Review Checklist – Item 18, page 6 of 7 states “Plan includes assurances that the offer will require all subcontractors (except small business concerns) that receive subcontracts in excess of $650,000 ($1.5M for construction) to adopt a plan that complies with the requirements of 52.219-9.” The requirement for a small business subcontracting plan is now $700,000.
A2: The Government has updated the requirement in Section J, Attachment 16, to $700,000 in accordance with FAR 52.219-9.

A3: The Government has updated Section L6.4 to reflect the correct Attachment number.
Q4: In Section L3.3.4.2, would the commitment letters referred to in this section count against the 60 total page count for Volume 1?
A4: Yes, Commitment Letters will count against the 60 total page count.
Q5: The Budget Profile in Section L1.3.1 does not match the CLIN Values in Section B – please clarify?
A5: The Government has added a note to Section L1.3.1, see below table L1.0.
Q6: In the Cost Model, Tab 1 Directions, row 37 & 38 – “Subcontractors must submit to their PRIMES their fully burden rates by Labor Category and hours for all CLINs so that the PRIMES can fill in the TAB called SUB Labor Prime Fills in.” This tab does not appear to be in the model, should this information actually be included in each Application tab under “Subcontractor?
