RFP Question and Answer (Q&A)
This Question and Answer (Q&A) does not supplement or take place of the Request for
Proposal (RFP). Answers to questions, RFP clarifications, requirements, and other pertinent documents are subject to change without written notice to potential offerors. Please refer to the final RFP (when posted) for all C2SES III requirements.
Q16: RFP paragraph 4.8 states that the move to a new headquarters building is scheduled during the life of the contract. With this said, the contractor assumed that this would be a separate task order since it was not mentioned in Section L or Section M nor specific details given to scope the entire effort. We assumed that the details and actual timeline of this move would come to light during program execution and would be scope and added as a future task order on the contract. Will this transition task be a future task order or can the Government provide the specific dates, durations, roles and responsibilities of all stakeholders, and technical details of the transition at this time?
A16: It is not the intent of the Government to award via separate Task Order. This requirement is incorporated within the C2SESIII baseline requirement.
Q17: The contractor is prepared to provide a description of the processes and overview of the types of resources required to support the transition to the new headquarters while maintaining the current systems at the old headquarters location. More information is needed to estimate this effort which include but may not be limited to:
a. The exact dates of the transition
b. Duration and schedule for the equipment move
c. Details and durations for dual operations for each application
d. The specific roles and responsibilities between SPAWAR, ITCC, C2DA, and the contractor, for each task required
e. Additional technical details on the target environment
A17a: The C2F transition will begin at the start of the contract and is anticipated to last for approximately 2 years.
A17b: To clarify, the Government does not require the contractor to physically move any equipment. The Government expects the Contractor to reconfigure, re-establish, and test and validate hardware/software that will be in place in the C2F. The Government requires the C2F
NPES development environment to be operational, and then supported at the conclusion of the transition.
A17c: Dual operations will only be necessary for the NPES development environment. Both environments needs to be supported concurrently with the understanding that there will be no network connectivity between both locations. In other words, do no assume that the C2F can be managed remotely from the old building. The duration is dependent on the IOC/FOC of the C2F
NPES development environment, which falls under the approximate 2-year timeframe.
