RFP Question and Answer (Q&A)
This Question and Answer (Q&A) does not supplement or take place of the Request for Proposal (RFP). Answers to questions, RFP clarifications, requirements, and other pertinent documents are subject to change without written notice to potential offerors. Please refer to the final RFP (when posted) for all C2SES III requirements.
Q7: Can the Government confirm that the Program Total in Table L1.0 is the maximum budget for Task Order 0001, not the total awarded amount listed in CLIN 0001, Section B?
A7: CLIN 0001 includes the not to exceed (NTE) pre-populated value of $60.70M for all CPIF efforts that may be exected under this contract. NPES, FSR/GADSS, and FSAM are CPIF type efforts. Task Order 0001 will also include Travel and ODCs. The Government has updated the pre-populated values for CLINs 0001-0006 and 1001-1006 to reflect the program total of $98M (Table L1.0).
Q8: In Section B CLIN 1002 contains a pre-populated amount of $18 Million which would cause the total program value to exceed the $98 Million ceiling, please clarify.
A8: The Government has updated the pre-populated values for CLINs 0001-0006 and 1001- 1006 to reflect the program total of $98M (Table L1.0).
Q9: Section M, regarding the “total price for the future FFP Task Order” (reference M.3.3.1), is it the Government’s intent to evaluate the offeror’s proposed firm-fixed price rates for determining price reasonableness only.
A9: Yes.
Q10: Section L1.3.1 Budget Profile, as written the Transition costs and Base Period fall under the same column. The subtotal row totals the CPIF efforts and does not include the transition budget. Does the transition budget fall within another line item/CLIN. Please confirm.
A10: “The subtotal row totals the CPIF efforts and does not include the transition budget” assumes that these totals are using CPIF CLINS – it is not. The budget profile is what the government is tentatively budgeting for the entire program, regardless of CLIN. The transition will utilize CLIN 0002, FFP (Reference L5.6, M2.0, M3.3.1). It is up to the contractor to propose transition costs, regardless of what the government has estimated in the budget. Furthermore, the dollar amounts in section B are pre-populated as a not to exceed for that CLIN for the life of the contract. Also, see L5.6.
Q11: Section L1.3.1 Budget Profile, when totaling up all values there appears to be an approximate $30,000 delta.
A11: This has been corrected.
Q12: Section L1.3.1 Budget Profile, The date for Period 6, the 6-month extension states 1 September 2022 - 31 March 2023 which is 7 months vs. 6. Please clarify.

A12: This should read: “Period 6 (FY23 funding) is for the 6-month extension period of 1 September 2022 – 28 February 2023,” this has been corrected.
Q13: Section L6.3 Contracts Documents, MISSION-ESSENTIAL CONTRACTOR SERVICES PLAN – the DFARs clause 252.237-7024 appears to be dated. Additionally the RFP has not indicated mission essential staff. Please confirm if this plan is required and the applicable DFARs.
A13: The plan is required per DFARS clause 252.237-7023, see L3.3.3.1, L6.3, M3.1.4.3.1, M4.1.10 and M4.1.11. Reference to DFARS 252.237-7024 has been removed.
Q14: Incentive Fee Plan, Section J, Attachment 18. In section 2.2 of the plan, the Rework rate percentages skip from 5.6% to 6.1% - please advise.
A14: The Government has updated Section 2.2 of the Incentive Fee Plan, Section J, Attachment 18.
