About this file

This is a Questions and Answers document from a federal contract solicitation for personal property moving (DPM) services at Dover Air Force Base.

The requirement is a recompete of previous contract FA449721D0010, awarded to Allen's Transfer & Storage Co Inc for $1,263,353.40. The contract covers local (intrastate) moves, outbound and inbound services, with vendors responsible only for the local portion while freight haulers handle interstate movements. Actual volume data from combined 2025 and 2024 shipments is provided in the Independent Government Estimate (IGE) for pricing calculation purposes, though no definitive volume projections are available as volumes depend on individual moves and whether DPM contractors operate on both ends. Pricing is based on vendor charges without discounts except when using the miscellaneous 400NG tariff line item. Units of measure are defined in the IGE, with most items measured in hundredweight (CWT) and others marked as "each." Standard USTRANSCOM fuel surcharge policies applicable to the DP3 program do not apply to this DPM contract due to all-inclusive rates and operational differences; baseline pricing must be submitted without fuel surcharge adjustments. No site visits are anticipated for this requirement. Past performance from civilian sector household goods or personal property moves may be considered relevant at the Contracting Officer's discretion based on service sector, scale, and contract type comparisons, as defined in COMBO ADDENDUM 52.212-2 Evaluation.

Q: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A: The previous contract was FA449721D0010, awarded to Allen’s Transfer & Storage Co Inc for $1,263,353.40.

Q: To develop an accurate and thorough Technical Approach, Staffing Plan, and Resourcing Plan as outlined in the solicitation's Volume II requirements, we request the opportunity to conduct a site visit for the inbound and outbound process at Dover AFB before the question submission deadline of 26 May 2026 at 12:00 PM EDT, in order to better construct the proper questions. Please let us know your available dates and times, as well as any base access requirements or visitor procedures we should be aware of in advance.

A: There is no site visit anticipated for the requirement at this time.

Q: Is there any expectation of volume? Are there any projections that we can use to calculate pricing?

Volume affects pricing, especially when it comes to warehousing. And we need to know min and max capacity expectations.

A: We cannot give any definite numbers on volume as it all depends on each pcs move and where it is going to and whether there is a DPM Contractor on both ends of the move. The IGE does provide actual volumes from the 2025 and 2024 combined for each line item.

Q: Given the conflict in Iran, and the nature of market pricing for fuel, is there consideration for fuel surcharge adjustments on the pricing to keep in line with the DOWs weekly price adjustments for fuel surcharge? Shall we submit a baseline for fuel and expect the fuel surcharge to apply if awarded? See Attached Personal Property Activity Memorandum

• Standard USTRANSCOM fuel surcharge policies are specific to the DP3 program and are not designed for the DPM program under which they operate.

• Due to your rates being all inclusive (packing, loading, unloading, unpacking and drayage), and operational differences (local moves and consolidated shipments), the standard DP3 surcharge methodology would result in inequitable overpayment by the government Standard USTRANSCOM fuel surcharge policies are specific to the DP3 program and are not designed for the DPM program under which they operate.

Q: Given how past HHG contracts are solicited and awarded via SCAC codes using a discount on the 400NG tariff, is this solicitation a break from that? Is the expectation to submit our own tariff and not use a discount on the 400NG?

A: The pricing is based on their charges and there is no discount. Only time we use 400NG with a discount is when there is no line item and we use the miscellaneous one.

Q: Given the nature of transportation tariffs, will there be a definition of what a "unit" is? Is that a per mile unit? or an hourly unit? Or should we be prepared to submit several versions of pricing based on different "units?"

A: The IGE explains what the unit of measure is for each item, but most of the items are based on CWT and if they are not it would show “each” on those items.

Q: Is this contract just for local moves, or does it also cover inter-state moves?

A: This is for local moves (intra state) and outbound and inbound services. Vendor does not perform the inter-state portion; this is done by a freight hauler. Shipments are both inter-state and international.

Q: Will past performance in the civilian sector, for instance past performance with Household Goods (HHG) or Personal Property (PPM) moves direct with the customer, apply to this acquisition?

A: The definition for relevant past performance is provided in COMBO ADDENDUM 52.212-2 Evaluation.

The definition gives the Contracting Officer discretion to determine past performance relevancy based on how the nature of previous work compares in service sector, scale, contract type, etc.
