About this file
This is an antiterrorism awareness pamphlet developed by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office for contractors working on the installation. The document provides contractors with a broad overview of their role in maintaining security vigilance and reporting suspicious activity affecting the base community and surrounding area.
The pamphlet outlines key awareness indicators contractors should monitor, including surveillance activities (unfamiliar people or vehicles), vehicles with expired tags, occupied or illegally parked vehicles remaining in extended locations, and same vehicles repeatedly passing specific locations. It defines three victim categories—victim by association, victim by location, and victim by opportunity—and emphasizes that no one anticipates becoming a terrorist target. The document categorizes suspicious activities requiring reporting: surveillance, elicitation, security tests, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. The pamphlet includes Force Protection Condition (FPCON) levels—Normal, Alpha, Charlie, and Delta—with corresponding security measures and protective postures. Emergency contacts include landline (91-1) and cell phone ((609) 754-6001) on JB MDL, with all suspicious activity reported to the 87th Security Forces Squadron at (609) 754-6001. The document emphasizes contractors must provide their name, company name, location with building details, callback phone number, and remain at their location until contacted by Security Forces or move to a location directed by Security Forces via the Emergency Control Center (ECC).
