About this file

This is an antiterrorism awareness pamphlet developed by the JB McGuire-Dix-Lakehurst Antiterrorism Office for contractors working on the joint base. The document outlines the role of contractors as force multipliers in maintaining security vigilance and reporting suspicious activity that affects the base community and surrounding areas. Contractors are instructed to remain alert to their surroundings by identifying what is different or out of place, knowing personnel who belong in their work areas, and recognizing names and insignia of official organizations. Key indicators to monitor include surveillance activities (unfamiliar people or vehicles), vehicles with expired tags or illegally parked for extended periods, and the same vehicle repeatedly passing a location.

The pamphlet details nine specific threat indicators: surveillance, elicitation, tests of security, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, terrorism financing, and other concerning activities. It provides definitions and examples of terrorism as defined by the Department of Defense, categorizes threat levels using the Force Protection Condition (FPCON) system ranging from Normal through Delta with corresponding protective measures, and explains what constitutes each threat level. For reporting purposes, contractors must provide their name and company, location with building details, and a callback phone number, then remain at their location until contacted by Security Forces. Emergency contacts include dialing 91-1 from landlines on base or (609) 754-6001 from cell phones, with suspicious activity reported to the 87th Security Forces Squadron at the same number. The document was updated April 22, 2024.
