FA4427-13-R-0102 Demolition of Base Buildings Questions and Answers #2 15 May 2013

FA4427-13-R-0102

Demolition of Base Buildings QUESTIONS and ANSWERS #2

15 May 2013

1. Question: Page 1 - Section 02 82 16.00 20 Code of reference - there is still references to the asbestos codes of Virginia versus California. Please correct and revise specifications accordingly.

Answer: This question only pertains to codes of Virginia. If not located in Virginia, Section 02 82 16.0020 does not apply.

2. Question: Page 21 - Section 02 82 16.00 20; Para 3.2.7 - Sampling after Final Cleanup - The revised asbestos specifications calls out that the contractor must provide for final TEM/aggressive sampling which is above the asbestos demolition standards, regulations and laws. - Please advise and clarify if the USAF is requesting for an increased specification and standards and that the pricing on the unit rates should include this increased requirement which is above and beyond the asbestos demolition standards, regulations and laws. Yes or No? As the Building will be demolished the only sampling required after completion of the asbestos materials should be worker re-occupancy sampling which would be by PCM method not TEM.

Answer: This question was previously answered and posted on FBO 07 May 2013.

Contractor must comply with the requirements of the referenced Sections.

3. Question: The asbestos specifications calls out that the contractor must provide for Cleaning all dust and debris from non-contaminated materials- Please advise and clarify if the USAF is requesting for an increased specification and standards and that the pricing on the unit rates should include this increased requirement which is above and beyond the asbestos demolition standards, regulations and laws. NESHAPS states to removal all asbestos and all residual debris. As residual debris is the residue or remainder of the asbestos being removed, cleaning any dust anywhere on a total demolition project is far in excess of the requirements.

Answer: This question was previously answered and posted on FBO 07 May 2013.

Contractor must comply with the requirements of the referenced Sections.

QUESTIONS and ANSWERS #2

15 May 2013

4. Question: The revised asbestos specifications now calls out that the contractor must provide for Pre-demolishing all non-contaminated interior materials prior to performing asbestos removal - Please advise and clarify if the USAF is requesting for an increased specification and standards and that the pricing on the unit rates should include this increased requirement which is above and beyond the asbestos demolition standards, regulations and laws. This is not a requirement of the EPA NESHAPS standards. This spec requirement does not make sense and could dramatically increase the unit rate cost for ACM. As an example, if there is 160 SF of ACM insulation on a tank in a mechanical room of a building to be demolished, the specs are asking to remove all ducts and equipment from the mechanical room prior to removal of the ACM. In a large mechanical room which could be demolished with excavators the incremental cost to perform the demolition and the asbestos would be radically higher. This does not seem to be Travis AFB's intent.

While the specs state that the contractor can propose items that differ from the asbestos specs, it does not mean the contractor will not be required to do exactly what is in the asbestos specifications.

Answer: This question was previously answered and posted on FBO 07 May 2013.

Contractor must comply with the requirements of the referenced Sections.

5 Question: Page 19 - Section 02 82 16.00 20; Para 3.2.5- The revised asbestos specifications still calls out that the contractor must provide for Continuously wetting the materials both prior to and during removal – Please advise and clarify if the USAF is requesting for an increased specification and standards and that the pricing on the unit rates should include this increased requirement which is above and beyond the asbestos demolition standards, regulations and laws. It is a requirement to thoroughly wet the materials prior to abatement but not during removal.

Answer: This question was previously answered and posted on FBO 07 May 2013.

Contractor must comply with the requirements of the referenced Sections.

6. Question: Page 18 - Section 02 82 16.00 20; Para 3.2.4.1 - - The revised asbestos

FA4427-13-R-0102 Demolition of Base Buildings Questions and Answers #2

QUESTIONS and ANSWERS #2

15 May 2013 specifications still calls out that the contractor must provide installing of 2 layers of 6 mil plastic on walls, floors and ceilings that will be demolished and could be encapsulated - Please advise and clarify if the USAF is requesting for an increased specification and standards and that the pricing on the unit rates should include this increased requirement which is above and beyond the asbestos demolition standards, regulations and laws. This is not a requirement of the EPA NESHAPS standards. As an example if the area has floor tile and mastic, NESHAPS states to seal all openings or ducts leading to outside of the enclosure for removal of asbestos on a demolition project.

Answer: This question was previously answered and posted on FBO 07 May 2013.

Contractor must comply with the requirements of the referenced Sections.

7. Question: Section 1.3.1.1 seems to be in the Section 02 82 16.00 20 by mistake and should be deleted as it appears to be random and has no bearing of this IDIQ.

Answer: Section 1.3.1.1. in Section 02 82 16.00 20. This information is part of this Section related to Wallboard/Joint Compound that may contain asbestos which provides notification that those components have not been tested.

8. Question: With regard to the above-mentioned solicitation at Travis AFB, can you tell me the area and thickness for the 3012AE Asphalt Cement paving 300 ton and the 3012AF Portland cement concrete paving 300cy?

Answer: The paving area and thickness or building foundation thickness varies. Unit price is based on the industry standard for estimating each category.
