92. Question: In Section 02 82 16.00 20; Page 19: 3.2.5.1 (Sealing Contaminated Items Designated for Disposal): As this is a TOTAL DEMOLITION project a contaminated duct could be encapsulated with a Lock-Down encapsulant and then demolished with the building. In the specifications, it states that contaminated ductwork shall be removed, sprayed with lock down encapsulant and removed from the asbestos control area. Is the Air Force requesting an elevated level above and beyond the requirements for asbestos removal for TOTAL DEMOLITION (State, Federal, Local, Air Force) or can this requirement be deleted?

The asbestos regulations require that all visible asbestos residue be removed. The difference is the cleaning of non-asbestos dust or film or residues on the ducts that might have accumulated over the years which would be sprayed with a Lock Down Encapsulant versus cleaning Non-asbestos materials. An example of this would be if during the removal of asbestos floor tile and asbestos floor mastic - would the ducts and ledges from the suspended ceiling system need to be cleaned or can any invisible asbestos fibers be locked down to the substrate and demolished with the building on a TOTAL DEMOLITION project?

Question: In Section 02 82 16.00 20; Page 21: 3.3.1 (Housekeeping): Very similar to Question #7 in this section is states that the CO will visually inspect all surfaces within the enclosure for residual material or accumulated dust or debris. Can the accumulated dust or debris be encapsulated and left in place in order to be demolished or is the Air Force requesting that any dust located in an asbestos enclosure be remediated prior to the building be demolished? The same hypothetical example exists: An enclosure to remove asbestos floor tile and asbestos floor mastic with existing walls and ceilings in a building to be demolished - is the Air Force requesting that all non-asbestos materials be removed prior to demolition and asbestos; is the Air Force requesting that if any materials are left that the materials be wet wiped and made dust free; or is the Air Force asking the contractor to lock down any asbestos fibers released during abatement and not requiring a duct 8' from the source to be cleaned? Is the Air Force requesting an elevated level above and beyond the requirements for asbestos removal for TOTAL DEMOLITION (State, Federal, Local, Air Force) or can this requirement be deleted?
