1. How many contractors will be awarded on this solicitation? Does the Government intend to award multiple prime contractors to handle the $16.5 million yearly workload?
From Section M of Solicitation FA441820R0004: “The procurement consists of one solicitation with the intent to award a target of two (2) IDIQ Construction Contracts to the responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value, price and non-price factors considered. The Government also intends to evaluate up to three offerors for inclusion in an on- ramp pool. The Government reserves the right to evaluate and/or award more than or fewer than the target number of contracts.”
The Government intends to award IDIQ contracts to two responsible offerors. The $16.5M not-to-exceed price covers both contracts combined, for the length of the contracts (Base Year + 4 Option Years + 6 Month Extension). The annual not-to-exceed value is approximately $3M/year.
2. How will this contract be awarded? Will it be strictly based on lowest bidder as it relates to cost of line items on Schedule B?
Basis of contract award will be Technical on a pass/fail basis, followed by Price and Past-Performance Trade-off. The evaluation and award decision process is covered in detail in section M of Solicitation

3. How will the Government expect the contractor to bid the mechanical maintenance/replacement line item both on the schedule B and for the seed project?
Mechanical Maintenance/Replacement line item on the Schedule B will be removed.
4. Will the Schedule B be added on to in relation to the Mechanical Systems Line item to include more components associated with general HVAC System installations?
Refer to Question 3.
5. Will there be a requirement to use RSMeans or other estimating software for estimating purposes at any time on this solicitation?

6. Will Prime Contractor awarded be granted escort privileges for the duration of this contract? This would be extremely helpful in getting work done in a reasonable time particularly for subcontractors that aren’t used often.
No. Any contractor performing reoccurring work on Joint Base Charleston must complete a Form 74: Joint Base Charleston (JH CHS) Worksheet for Base Access.
7. What are the current COVID – 19 guidelines that will be applicable to this contract regarding execution of task orders?

8. Will there be a design requirement on this solicitation, particularly associated with any mechanical maintenance work orders?
Refer to SOW - Miscellaneous Repairs and Replacement of Mechanical Systems -Section 2: Specific Tasks, para. 2.1.3 Scope Validation.
9. Is there a percentage of work that is mandated to be self-performed by in house Prime contractor labor on this contract?
No.
10. Is it mandated that the Prime contractor use Trane HVAC equipment or Trane HVAC controls for the duration of this contract?
Each task order that includes miscellaneous repairs and replacement of mechanical systems will identify any mandatory requirements.
11. Is there a requirement to update any HVAC controls on this solicitation?
Refer to Question 8.
12. Will the Government entertain using/accessing a construction software product such as ProCore or TimberLine in order to streamline the submittal/daily report/estimating process? In these software formats, the Government would be able to access in real time all documentation for any given Task Order.
No.
13. Will Prime contractor have the ability to create a master submittal database in line with the Government/Joint Base Architectural Compatibility Plan that captures any heavily used product in an effort to not have to submit generic and heavily used products on every Task Order? Examples of these products are: drywall/paint types (color will still be chosen)/fasteners/concrete/lumber/etc.
No.
14. Just to be clear, please explain what is expected to be included in proposal package as there was some confusion at the site visit as to which seed project is to be included as part of the proposal. Please clarify.
Solicitation Amendment contains most updated proposal instructions. Three sample projects are included.
15. The original solicitation references “Miscellaneous Repairs” as a part of the SOW in the Requirements paragraph of Section C, can you elaborate on what types of Miscellaneous Repairs” a subcontractor may encounter? Are there line items on the Schedule B that cover these items?

Mechanical Maintenance/Replacement line item on the Schedule B will be removed.
16. Under the Lead Base Paint removal line item on the schedule B, it states 0 (zero) Square feet, is this accurate? If so, can it be removed?
Yes, this is accurate. In the past 3 years, (historical data) JBC has not had Lead Base Paint mitigation, however we will need 1 unit priced.
17. Will Government be moving all electronic equipment on each TO?
Yes.

18. In the event that something comes up that is not outlined on the Schedule B, how will that item be estimated/negotiated?

19. What are the minimum staffing requirements for each position, ex: QCM, Superintendent, safety manager, etc?

20. What are the minimum qualifications for each position since none are listed in the solicitation?
Refer to Question 19.
21. In Section M of the solicitation it states the government will compete each task order between two contractors. How will this process be conducted? Also explain the process and expectations for "on-ramping" a new contractor.
Requests for proposals will be sent to each contractor for new task orders. A pre-proposal site visit will be conducted with both contactors and the Government to examine/measure the project site and submit questions. Proposals will be submitted to the Government and a task order will be awarded on the basis stated in the Request for Proposal. Basis of most task orders is expected to be lowest price.
On-ramping provides the Government the ability to award IDIQ Construction Contracts to Contractors that have already been evaluated on the same basis as the Contractors that were originally awarded contracts. In the event an additional Contractor is needed on this IDIQ, the Government would not have to resolicit the entire requirement.
22. Floor Covering SOW - Attachment 1
-- para 1.1.2: Will any projects allow for on-base storage of materials while the projects are in progress? Or will laydown yards be provided on each base?
This will be on a case by case basis and as needed. Some facilities may be able to provide temporary storage areas for materials, however, this is not guaranteed, therefore, refer to SOW Section 1: para 1.1.2, The Work. The contractor shall provide….
-- para 3.1.1: Is the contractor required to provide pricing for carpet to be included in the pricing for CLIN 0001AA on Schedule B since the Carpet Ordering Guide, Attachment 5 will not be provided until after award?
Yes.
-- para 4.1.2.2 states the contractor and COR will visit the site to verify/finalize required quantities of pre-priced items prior to issuing the task order. How will this process occur if you're competing each task order?
This will occur at a pre-proposal site visit with COR and both Contractors. Contractors will both be given the opportunity to inspect/measure and submit questions prior to submitting task order proposals.
23. Is there a maximum number of emergency or urgent task orders that will be issued in a certain timeframe? For example, no more than 3 emergency requirements in a 10-day period. Will issuing emergency or urgent task orders allow for excusable delays in the existing routine projects already issued?
Very few Emergency or Urgent Work Request arise.
Historical Data for 2020 – 1 Urgent request for Protective Coating and 1 Urgent request for
Floorcovering, Zero Emergency work requests.
This is a case by case basis and excusable delays shall be discussed and agreed upon by government and contractor.
24. Protective Coating SOW - Attachment 2
-- para 1.1.3: What is the "average capacity requirement" per category of emergency, urgent and routine task orders? The data provided only lists average square footage.
Will be negotiated as need arises between the Government and the contractor. Refer to Question 23.
-- para 2.1.3 states moving furniture is the government's responsibility, but schedule B asks for pricing. Will furniture moving only be required for flooring and not painting?
Yes, furniture moving is required for flooring but not paint.
-- para 2.2.1 references Technical Exhibit 6, but this was not provided in the solicitation package. Will the government provide this prior to the proposal due date?

-- Attachment 5, Sign Post template was not included in the solicitation package. Will the government provide this prior to proposals being due?

-- para 3.1.3 says to reference "General specifications for work order process". Will the government be providing "general specifications"?
Yes, once contract has been awarded.
25. Will the government provide historical data on the average number of task orders issued for the last three years, the average value of each and the category (emergency, urgent, routine).
No.
26. Schedule B shows a zero quantity for CLINs 0006AK & 0006AP, and all option periods. Will these be removed from the schedule?
No, we will need 1 unit priced.
27. What pricing should we put in CLIN 0007AA, Mechanical Systems, since the seed project asks for a full proposal?
Refer to Question 3.
28. Please clarify how the seed project pricing is to be incorporated into the bid package.
Three sample project proposals are to be submitted as part of the proposal package. These proposals will not affect the total evaluated price of the proposal package. However, if the Contractor is awarded one of the IDIQ Construction Contracts, the pricing in the seed project proposal will be used to award the first Task Order.
29. Ref: p.55 of 63 (d); States "Format for Part II shall be as follows…" Q: do we submit all parts via DoD SAFE as one document, or split them up? Assumption is all goes in DoD SAFE. Please confirm.
If DoD SAFE supports the document size, the Government would prefer the entire proposal package be submitted as one document. If the proposal package is submitted in multiple documents, it will not negatively affect the Contractor’s evaluation rating. Please follow up proposal submission with an email to Brandon Rawlings with a list of documents submitted to confirm receipt via DoD SAFE.
30. Ref: p. 53 of 63 Part I b.; States: "Pricing Schedule: Insert proposed unit and extended prices in Section B for each CLIN." Q: do we use Section B or Schedule B (Attachment 4), or both?
Schedule B (Attachment 4). Contractor is not required to fill anything on Section B of the Solicitation document.
31. Ref: p. 55 of 63 Part III a. and b.; Part III a. states "provide any information currently available… which demonstrates customer satisfaction…" and b. asks for a list of no more than 5 past projects. Are the projects in b. the same as in a., or can different projects be in each?
No more than 5 projects are to be submitted for the entire proposal package. If more than 5 are submitted, only the first 5 will be considered during proposal evaluation.
32. Ref: Attachment 13: The complete solicitation contained Attachment 13 "Past Performance
Questionnaire (PPQ);" however, there were no instructions on what to do with the PPQ. Are Offerors required to send them to agencies and have them returned to the Offeror or to the Government directly? Are the PPQ's required for Section L Part III (a)? Are the PPQ's required for Section L Part III (b)?
Attachment 13 is a sample PPQ that can be used to satisfy the requirement in Section L Part III (b). If the Contractor already has PPQ in a different format, it can be used as long as the same information is included. Offerors can either include the completed PPQ in the proposal package, or instruct the agency to fill out the PPQ and email to brandon.rawlings@us.af.mil.
33. Ref: Amendment 0001 14. B. Questions due 17 DEC: When and how will all answers to questions from all offerors be published?

40. Ref: Attachment 4 Schedule B—How should we price Bid schedule item 0007 Mechanical systems with no scope of work to determine the basis? It seems every project would have a different scope therefore making a unit price difficult.

41. What is the percentage/amount required for bid bond.
See Clause 52.228-1 Bid Guarantee. The amount of the bid guarantee shall be 20 percent of the bid price or $600,000.00, whichever is less.
42. Are the performance and payment bonds required going to be for 100% of the base year contract amount or for the total combined amount for all five years of the contract.
Total combined amount.
43. The seed project is listed at a magnitude of less than $25K with an approximate 20K square foot of painting including moving furniture and minor repairs. Is the seed project magnitude listed on the solicitation accurate?
Seed project magnitude is accurate.
44. On the schedule B, FOR CLIN 0001AH "ceramic tile install, do we need to take into account any backer board in our pricing or will these be installed on concrete slabs?
Do not account for backer board.
45. On the schedule B, For CLIN 0001AM "epoxy poured wall base installed" will be required to form to cove base? Or will we be epoxying a cove base that has already been formed?
Form to Cove Base.
46. For the seed project will the cubicles need to be dismantled? Will the electronics be removed from each cubicle?
Contractor will determine how cubicles will be moved. Electronics will be moved by GOV.
47. Are there any special requirements for a teaming agreement on this project?
No.
48. There was some discrepancy at the site visit regarding what will be required for the sample projects at bid time.
a. Please confirm that all 3 sample projects (not only the painting seed project) will be due at bid time.
All 3 sample projects are required.
b. Please confirm that Page 54, C – Subfactor 3, element 3-1 Detailed Sample Project Proposal and element 3-2 Detailed price proposals will be due for all 3 sample projects.

c. At site visit there was mention of deleting lines 0007AA, 1007AA, 2007AA, 3007AA, 4007AA, 5007AA (Mechanical Systems) from Schedule B attachment Please confirm these lines will be deleted.

d. There was mention at site visit that only walls were to be painted per seed project. Please confirm.

There are no contracted services on base for use on this contract. Contractors may contact and communicate with other contractors if they so choose, and contract award information can be found on beta.sam.
52. See Section B SUPPLIES OR SERVICES AND PRICES/COST (page 4 of 83). What is the quantity 999 in each Item represent?
Section B is for Government use to award task orders. Please complete Schedule B (Attachment 4).
Nothing is required to be filled in for Section B of the solicitation.
53. Please see solicitation page 2 of 63. What Amounts should be added in Block 17?
Block 17 is to be used if proposal expiration date is longer than 90 days. If the proposal expiration date is longer than 90 days, please specify the number of days in block 17.
54. Schedule B (The unit prices) has General Conditions, OH&P and Bond and Insurance built into the unit price. Element 3-2, The three sample estimates states …”include a detailed price breakout to include material cost, labor cost, and overhead & profit) We can’t explicitly use the line items in Schedule B and then include OH&P for the sample estimates because it would be a double count. Also should the
Sample Project Estimates include breakouts other soft costs such as General Conditions and Bond & Insurance
The sample projects for paint and carpet sample projects “shall include a detailed price breakout, using line items from Part 1: Price Proposal, showing the price to accomplish the effort.” The price breakout including material cost, labor cost, and overhead and profit only applies to the mechanical systems sample project. Costs such as General Conditions and Bond & Insurance do not need to be included.
55. Please confirm that Sherwin Williams in the only coating manufacturer allow to be use on contract.

Attachment 4 – Schedule B, CLIN 0006AR, Sign Posts:
56. Is this CLIN for supplying, painting, and installing a sign post or just supplying?
Supplying & Painting only.
57. If installing, does it include digging a hole, and mounting in concrete as a breakaway pole? Does it include mounting to a flat concrete surface with a breakaway base?
Not Installing.
58. If replacing an existing sign post, does it include removal of the existing pole, removal of sign and installation of existing sign to the new post?
No Installation of Sign Posts.
59. Please clarify who removes the appliances, computer equipment, and devices on wall prior to painting.
Government.
60. Please clarify the staging/parking area for work for the project. Will access to facilities be thought a side door or main entry.
This will be determined by Facility Managers.
61. Can we get a copy of the Bldg 112 Floor plan (not in the package)

62. Can we get a copy of the paint scheme and floor scheme that Cindy referred to (don’t think it was in the package).

63. Also, we will standby for a forthcoming Amendment. Sounds like you will clarify the mechanical portion of the FEM submittal, as well as a few other items (quote seed project only for paint, Atch 11, or also include Floor even though it is not part of the seed project, but still part of sample project…again, a little confusion with CES technical expert, if you an clarify.
Mechanical pricing has been removed from Schedule B. Proposals for all three sample projects are required in proposal package.
64. Attachment 13 – PPQ, Past Performance Questionnaire: Is it the intent of the Government for the offeror to send the questionnaires to our contract POCs for completion of items 1-5 and then they return is to us for inclusion, or will they need to send the completed forms directly to the Government, or will the Government be sending them out? It is unclear what is needed to be done with the surveys.

65. Attachment 11 Protective Coating Sample Project: Will measurements be provided for the individual items that require painting? The SOW calls for painting of approximately 20,142 square feet of wall, doors, and trim. Can the Government provide the measurements for the linear feet of trim and the square feet of gypsum, wood, metal, CMU, etc? Also, will a print of the area to be painted be provided?
Please refer to SOW provided in solicitation package. Measurements are provided in the SOW, and the floorplan has been added as part of amendment 2. In the future, the pre-proposal site visit would be the opportunity to measure any additional items/features of a project that you may need to provide a proposal.
