Task Order Statement of Work
Joint Base Charleston – Air Base
22 May 2020
Section I – General Information
1. Mission Impact: The equipment designated in this Statement of Work (SOW) is approaching the end of its useful life. The facility supports flight line operations.
1.1. Mission Partner(s): B548 – 437th Air Wing
The Work: The work to be performed by this task order consists of providing all tools, qualified labor, materials, equipment, supplies, and supervision necessary to replace HVAC equipment to include, but not limited to, the chiller, pumps, associated piping, valves, and insulation. All project components and materials shall be installed in accordance with the manufacturer’s technical installation instructions and specifications. All work shall be accomplished in accordance with all Federal, State, Local Regulations, and the FEM IDIQ Attachment 3 - Maintenance and Repairs SOW. Compliance with the current editions of the following code documents is also required:

1.1.1. National Electrical Code (NFPA 70)
National Fire Code (NFPA 1) LOCATIONS: B548, Joint Base Charleston – Air Base
SCOPE OF WORK: The project requirements include, but are not limited to, the following major items of work:
NOTE: In accordance with 29 CFR 1926.1101 (OSHA’s Asbestos Standard for the Construction Industry) Building Owners are required to inform potential contractors bidding for work of the presence, location, type and amount of asbestos containing building materials (ACBM) that may be impacted by this project scope of work. The following is applicable:
1. B548 – Originally constructed in 1953 - Building has undergone numerous changes and requires limited inspection in relation to HVAC equipment/materials demolition.
ASBESTOS/LEAD PAINT SURVEY/ABATEMENT:
1. Contractor shall conduct a limited building asbestos and lead survey and provide the Government the original report prior to start of construction. Asbestos and lead found in the immediate work area disturbed by construction, shall be abated and disposed of properly.
Material will be disposed of at an approved, offsite landfill.
2. Contractor shall coordinate the transportation and disposal of hazardous materials with the 628 Civil Engineer Hazardous Waste Program Manager at (843) 963-1470. Transportation and disposal services shall be at the Contractor’s cost.
3. Contractor shall prepare a Hazardous Waste Profile Sheet in accordance with the Joint Base Charleston Hazardous Waste Management Plan.
HVAC EQUIPMENT GENERAL:
1. Installation shall include all electrical connections and seismic supports. Install new equipment in the current locations as a one for one replacement and tie into the existing electrical circuits. Contractor can reuse existing wires and conduit on equipment if they are NEC compliant. The contractor shall remove, replace, and secure all exterior and interior electrical service to all equipment contained within this statement of work. Contractor shall abide by proper lock-out/tag-out procedures.
2. Contractor shall match all existing equipment voltages and electrical characteristics.
3. Contractor shall protect all government property in and around the job site. Perform cleanup on a daily basis with final cleanup immediately after all work is completed.
DEMOLITION:
1. Contractor shall provide selective demolition and disposal of one (1) existing 40-ton York air-cooled chiller and two (2), base-mounted chilled water pumps. Demolition shall include all electrical connections, equipment disconnect, chilled water supply and return connections, pipe insulation, valves, removal and replacement of exterior butterfly valves, approximately ten feet (10’) of copper chiller piping from butterfly valves to existing chiller, thermometers, pressure gauges, and flow sensors. Demolition at chilled water pumps shall include removal of triple duty valve and piping between the valve and pump. Contractor shall disconnect current equipment from existing equipment controls.
2. Contractor shall reclaim refrigerant in approved cylinders and turnover to government personnel.
NEW WORK:
1. Contractor shall provide and install one (1) 40-ton Trane air-cooled scroll chiller to include all required electrical connections, equipment disconnect, chilled water supply and return connections, and valves. Installation shall include pressure and temperature gauges on supply and return piping at the chiller and a flow switch. Chiller must be provided with powder-coated coils option or baked phenolic coil coating to minimize corrosion. Coatings must be factory applied. Field applied coatings are not acceptable. Provide two (2) new, base-mounted chilled water pumps sized for 70 gpm at 60 feet of head in the Mechanical Room adjacent to the new chiller. One pump shall be redundant and the pumps shall be configured for automatic alternation. Provide a new triple duty valve, and new piping/insulation between the pump and valve. Provide new pressure gauges at each pump to read suction and discharge pressures.
Contractor shall connect new controls for all new equipment to provide a fully functional system.
2. Contractor shall provide a standard lift plan for exterior unit demolition and installation in accordance with EM-385-1-1 and OSHA 1926.
3. Contractor shall verify that the current concrete equipment pads are sufficient to accommodate new equipment. If pad re-sizing is needed, the contractor shall dowel into the existing pads, supply and install rebar, form and expand as necessary. Contractor shall use a concrete mix, minimum 3000 psi. Contractor shall provide the extended housekeeping pads with chamfered edge.
4. New chilled water piping insulation shall be cellular glass. Provide aluminum-clad cover over insulation on piping located outside the building.
5. A factory-authorized technician shall perform start-up. Start-up logs shall be provided in the project closeout documents.
6. Contractor shall perform a TAB waterside balance of the new chiller and pumps. Contractor shall provide the TAB report to the Government.
D. ENVIRONMENTAL: All materials used in the performance of this contract shall be applied in strict accordance with manufacturer’s printed label instructions and all applicable standards.
The use of Class I ozone depleting substances, asbestos containing materials, and lead paints are strictly prohibited. Contact the 628 Civil Engineer Squadron Environmental Office at (843)-963- 1473 for any asbestos or lead paint related questions.
E. WASTE DISPOSAL/RECYCLING: The contractor shall recycle all recyclable materials resulting from demolition. All waste materials generated by all work under this contract shall be handled, transported, stored and disposed of off-site at no additional cost to the government. The contractor and or sub-contractors shall follow all applicable federal, state or local laws, ordinances, regulations.
F. SUBMITTALS: Minimum submittal requirements for this delivery order:
1. Proposed Construction Schedule
2. Asbestos/LBP Survey Report
3. Product Data – Chiller, Pumps, Piping, Insulation, Triple Duty Valve, Controls
4. HVAC Equipment Start-Up logs to include all TAB test results
5. Closeout Documents (Warranty Letters, Operation and Maintenance Manuals)
G. SAFETY: The Contractor shall comply with all OSHA safety regulations and the latest edition of EM-385-1 and 29 CFR 1910. If discrepancies occur, the more stringent requirements shall govern.
