Replacement of Mechanical Systems

JOINT BASE CHARLESTON, SOUTH CAROLINA

SECTION 1

GENERAL INFORMATION

1.1 SCOPE OF WORK.

1.1.1 Location. All work will be accomplished at Joint Base Charleston which includes but is not limited to Joint Base Charleston Air Base, North Charleston, SC, Joint Base Charleston Weapons Station, Goose Creek, SC, North Axillary Air Field, North, SC, Short Stay Recreational Facility, Moncks Corner, SC.

1.1.2 Services. The contractor shall perform miscellaneous repair services and provide general electrical, mechanical, plumbing, and building trades services for specified locations. Where replacement of mechanical systems is needed, all replacements will be “like-in-kind” items.

1.1.3 Materials. The contractor shall provide all labor, materials, equipment, tools, transportation, and storage as required to perform repairs and/or replacement of identified deficient mechanical systems.

1.1.4 Regulations. All work shall be in accordance with applicable federal, state, and local regulations, specifications, commercial practices, manufacture specifications, and industry standards.

1.1.5 Type of Work. Work includes but is not limited to:

1.1.6 Identifying and Troubleshooting. Identify and troubleshoot deficiencies of mechanical systems such as: Heating, Ventilation and Air Conditioning systems (HVAC), Boilers, Water Heaters, and Fixtures (lighting/plumbing/electrical).

1.1.7 Removal. Removal & proper disposal of mechanical system to be replaced and any materials associated.

1.1.8 Install. Install “like-in-kind” new equipment by certified technician in accordance with manufacturer’s specifications.

1.1.9 Complete. Upon completion, ensure new system is operating properly and restore work area to original state.

SECTION 2

SPECIFIC TASKS

2.1 Task Order Processing. The contractor shall provide the services described below:

2.1.1 Task Order POCs. The contractor shall have a single point of contact (POC) with one designated alternate for receiving all task orders via email. The contractor shall only accept task orders and cost proposal requests from the Government’s Contracting Officer.

2.1.2 Task Order Scope of Work. Task Orders will consist of a brief Statement of Work describing the required work items. Work will generally consist of direct replacement of chillers, boilers, pumps, direct expansion systems, piping, plumbing items, electrical items, etc.

2.1.3 Scope Validation. Upon receipt of a task order, a visit to the proposed work site will be scheduled to validate and develop a mutual understanding of the work to be performed. The contractor shall be required to examine drawings and/or equipment, note any site conditions that may affect the work, and review the SOW. In the absence of existing drawings, the contractor will be provided a detailed description of the proposed work and must identify model, series, size, measurements, etc. to complete the work as described. Any difference between the contractor’s collected data and the COR data will be discussed and agreed upon at the site visit.

2.1.4 Agreed Upon Work. A revised task order, if needed, will be issued following the site visit. The contractor will then have 10 days to provide a cost proposal. The basis of pricing shall be the latest available version of RSMeans. The proposal shall be developed using Means raw cost data, the overall weighted city cost factor for Charleston, and an allowance for overhead and profit. Contractor shall provide the Line and Description Numbers from RSMeans for each item in the proposal. Negotiations will then be conducted to agree on a final task order price and completion time. No changes to the agreed items/work will be made, and no additional line items will be added unless differing site conditions are encountered and the original task order is revised. The contractor is responsible for notifying the COR immediately upon encountering a differing site condition(s).

2.1.5 Work Status. The contractor shall provide information on the status of any task order when required by the CO/COR.

2.1.6 Outages and Dig Permit Work Clearances. Contractor shall follow established JBC procedures for any work affecting utility services or that requires digging. A 21-day notice is required for any utility or road outages. Coordinate these activities with the COR assigned to each task order.

2.1.7 Timeliness. Work shall be completed within the time allowed for each task order.

2.1.9 Occupied Areas. The work to be performed in this contract will include work in occupied facilities. The contractor shall coordinate the work of all activities whereby both the government and the contractor can continue operations with the least possible interference and inconvenience. The contractor shall coordinate the entry and exit from any facility in which work is being accomplished. The contractor shall be responsible for furnishing, installing, and maintaining: approved barricades, roped barriers, signage, and fencing to warn occupants of hazardous areas at the jobsite for the duration of the work.

2.1.10 Work Area Preparation. Prior to work beginning, the contractor will coordinate with the COR and the facility manager about specific areas to be worked in.

2.1.11 Building and Fixture Protection. The contractor shall take all necessary actions and precautions to protect the building and fixtures from damage during execution of all associated work. If the building or any portion thereof is damaged due to the contractor's operations or negligence, the contractor shall replace or repair such to its condition prior to the start of the project, at no additional cost to the government.

2.1.12 Out of Scope. Should the contractor receive a work request which requires work beyond the scope of this contract or is not clear on any aspect of the work to be accomplished, the contractor will request clarification from the Contracting Officer. In the event the work is deemed by the contracting officer to be within the scope of the contract, the contractor will then accomplish the work. Failure to identify any such problems to the contracting officer shall constitute acceptance of the work request as correct and shall eliminate the basis for a future claim.

2.1.13 Installation. The Contractor shall install equipment, products, accessories and materials in accordance with industry standards and specific manufacture recommendations. All necessary manufacture recommendations and regulations that will maintain the longest warranty for specific equipment shall be followed.

2.1.14 Work Area Cleanup. The work area shall be left as clean as or cleaner than it was upon contractor personnel arrival. Prior to acceptance by the government, the contractor shall thoroughly clean the installation area including flooring, base, walls, stairs, landings and the surrounding area.

2.1.15 Contractor Protection and Repairs Pre-Acceptance. From the time of installation until acceptance, equipment shall be protected from damage as recommended by manufacturer.

Equipment which becomes damaged, shall be removed and replaced at the contractor’s expense.

2.1.16 Substitutions. The contractor shall provide equipment, products and materials that are “like-in-kind.” If the equipment being replaced is obsolete then "close as possible" shall be determined by the COR. Do not assume that the equipment or products submitted will be approved. Costs for materials that are purchased prior to approval will not be compensated upon disapproval.

2.1.17 Warranty. Contractor is responsible for providing a one (1) year warranty on all workmanship from the completion date. Manufacture warranties will be given with the submittals of the new equipment or products.

2.1.18 Completion. The COR and contractor will certify that the required work was satisfactorily accomplished by signing and dating the completed work request form in the space provided.

SECTION 3

HAZARDOUS MATERIALS

3.1 Hazardous Materials Restrictions. Absolutely no hazard materials shall be brought onto Joint Base Charleston until that material is registered with Bio Environmental Engineers, Safety and Environmental per the Joint Base Charleston Hazardous Materials Management System in the Enterprise Environmental Safety and Occupational Health Management Information System (EESOH-MIS). This requirement shall apply for all hazard materials that the contractor intends to bring onto government property for any/all processes or applications. The contractor shall submit a complete hazardous material inventory list including Safety Data Sheets (SDS) and any other supporting documentation for each hazard material used prior to contract start or introduction of that material to Joint Base Charleston. The hazard materials inventory shall include the contract number, delivery period, and a contractor point of contact for hazardous materials matters. All excess material and empty containers are the responsibility of the contractor and shall be removed accordingly before the end of each work request.

3.1.1 Flammable Materials Storage. Material approved for use that is classified as “Flammable” will not be stored on Joint Base Charleston. No Flammable Materials locker will be provided. Only day use of an approved material is accepted.

3.1.2 Asbestos Testing. All asbestos sampling and testing must be completed in accordance with South Carolina Department of Health and Environmental Control (SCDHEC) and the United States Environmental Protection Agency (USEPA) regulations and guidelines. Sampling and testing must be accomplished by a trained and accredited asbestos professional (the Inspector).

Current certification documents of all accredited personnel shall be on file with the COR before any sampling will be allowed. The Inspector hired to accomplish sampling, testing, reporting and suggested removal procedures shall not be connected with the asbestos professional that does the actual repair or removal of materials. When testing is required, each test will include a complete visual examination and the careful collection and laboratory analysis of samples. If asbestos is present, the Inspector shall provide a written evaluation describing its location and level of contamination and give recommendations for removal. After the work is complete, the Inspector shall perform air monitoring to make sure there is no increase of asbestos fibers in the air which may be necessary to assure that the contractor's job was done properly.

3.1.3 Asbestos Removal. All asbestos removal must be completed in accordance with South Carolina Department of Health and Environmental Control (SCDHEC) and the United States Environmental Protection Agency (USEPA) regulations and guidelines. In the event asbestos removal is necessary, a certified removal team provided by the contractor shall perform all removal. Before work begins, a written statement of work specifying the work plan, cleanup, and the applicable federal, state, and local regulations which the contractor must follow (such as notification requirements, removal, handling and disposal procedures) will be presented and accepted by Bio Environmental Engineers, Safety and Environmental. The following procedures must be followed:

Ensure the work site is clearly marked as a hazard area. Do not allow unprotected personnel into the area until work is completed.

Seal the work area from the rest of the facility using plastic sheeting and duct tape, and turn off the heating and air conditioning system.

Apply a wetting agent to the asbestos material with a hand sprayer that creates a fine mist before removal. Wet fibers do not float in the air as easily as dry fibers and will be easier to clean up.

Do not break removed material into small pieces. This could release asbestos fibers into the air.

Avoid spreading or tracking asbestos dust into other areas of the facility.

Dispose of all materials, disposable equipment and clothing used on the job in sealed, leak-proof, and labeled heavy-duty plastic bags. The work site should be visually free of dust and debris.

Upon completion, clean the entire area thoroughly with wet mops, wet rags, sponges, or HEPA (high-efficiency particulate air) vacuum cleaners. A regular vacuum cleaner should never be used.

After the work is complete, the Inspector shall perform air monitoring to make sure there is no increase of asbestos fibers in the air, which is necessary to assure that the contractor's job was done properly.
