- Proposals SHALL be submitted electronically; preferably through PIEE (Section L, paragraph 2.1.1) or submitted on disk (CD or DVD) ONLY. Proposals may also be hand delivered (on disk) or mail via FedEx or UPS. Disks that are hand carried or mailed must use FedEx or UPS and send to 350 Tully Street, Building 90339, Hurlburt Field, FL 32544. Packages shall be marked with PKB Attention: Miranda Wiygul, Richard Beaty, & Erica Eberle. Copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 365, MS Office Excel 365, MS Office Project 365, MS Office Power Point 365 or in pdf versions, as applicable.
- It is the offeror's responsibility to check SAM.gov for any amendments or changes to the solicitation.
- HARD COPIES OF PROPOSALS WILL NOT BE ACCEPTED. Paper copies of proposals will not be evaluated, will be rejected, and will not be considered for award. Proposals shall be submitted in the following ways identified in Section L, paragraph 2.1.1 of the solicitation.
Reminder: One minute late is still late.
- Please review solicitation documents to include amendments carefully, especially Sections Land M of the solicitation to ensure compliance with all proposal submission requirements. Section L and M contain the proposal preparation instructions and evaluation factors for award. Failure to ensure compliance with all submission requirements could potentially make an offer non-responsive and ineligible for award consideration.
A complete proposal shall consist of the following THREE (3) sections:
(a) Volume I, Technical Proposal, Sub-factor 1, Sub-factor 2, and Sub-factor 3
(b) Volume II, A) Past Performance, B) Signed Teaming Agreement or Joint Venture
(JV) Agreement (if applicable); and
(c) Volume III, Cost/Price Proposal and Contractor Responsibility
Regarding Past Performance, it is your responsibility to mail out past performance questionnaires to your previous customer contacts, and ensure they are completed and returned to the contracting POC no later than the closing date of the solicitation.
- In lieu of a Past/Present Performance Questionnaire, if a project is currently available in the Contractor Performance Assessment Reporting System (CPARS) the contractor should attach the evaluation to the questionnaire with the relevant solicitation number and submit directly to the 1st Special Operations Contracting Squadron office before the official closing date and time.
- Attendees are advised of the requirement to submit all questions in writing to the Contracting office NLT 1:00 PM, CDT, five (5) business days following the site visit, currently 14 July 2025. All questions must be submitted in Word format. Only those questions asked and answered in writing will be considered binding to the Government. Email all questions to:
