SECTION 01010

GENERAL REQUIREMENTS

May 2009

DESCRIPTION OF WORK: The work consists of furnishing all labor, materials, equipment, services and supervision for: Construction of EOD addition to existing building 504. The principal items of work shall include, but are not limited to, the following: Site work, general construction, mechanical, plumbing, electrical and fire suppression systems.

The principal items of work shall include, but are not limited to, the following: All work required by the Design/Build plans and specifications shall be accomplished by the contractor even though minor items required may not be specifically mentioned in the above listing.

LOCATION: The work is located at Scott Air Force Base, Illinois. The Base is located approximately 20 miles east of St. Louis, Missouri, south of Interstate Highway 64.

STANDARD WORKDAY/WEEK: Work shall normally be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30 A.M. and 4:30 P.M.

local time, excluding Federal Legal holidays and non-work days resulting from holidays occurring on weekends. If desiring to work other than the standard 8-hr day, submit a written request at least three work days prior to the proposed performance of work to the Contracting

Officer (CO). State the proposed performance of work, day/days, time/amount of work, and reason why permission should be granted to perform work during non-standard hours.

BASE AND SAFETY REGULATIONS: Comply with all applicable provisions of the Corps of

Engineers Manual, EM 385-1-1, entitled "General Safety Requirements," and Air Force regulations and directives pertaining to security, safety, occupational health, fire, traffic, and personnel clearances while on Scott Air Force Base.

SAFETY BRIEFING: Primary contractors will brief subcontractors on safety, occupational health, and fire prevention regulations, emphasizing the requirement to obtain a welding permit, when welding, cutting and brazing operations are required, and obtain authorization from the

Base Fire Chief when open burning is intended. Maintain documentation that all subcontractors have been briefed.

FORCE PROTECTION/ANTI-TERRORISM STANDARDS: All construction shall use UFC 4-

010-01, DoD Minimum AT Standards for Buildings issued under the authority of DoD

Instruction Number 2000.16, DoD Antiterrorism Standards which requires DoD Components to adopt and adhere to common criteria and minimum construction standards to mitigate antiterrorism vulnerabilities and terrorist threats.

SUBMITTAL REQUIREMENTS

1. SCHEDULE OF MATERIAL SUBMITTALS: Complete and submit the Schedule of

Material Submittals provided by the contract. You may add items deemed necessary to the schedule. Identify all planned submittals dates on the schedule. Submit the schedule to the Contracting Officer within 30 calendar days or government agreed calendar days per project requirement after contract award.

2. SUBMITTALS: Submit to the CO for approval all items as required by other parts of these specifications. The Contracting Officer may request submittals in addition to those required by the other parts of these specifications when deemed necessary to adequately describe the work. Each submittal shall include an original AF Form 3000, Material

Approval Submittal, and five (5) copies of supporting documentation. In general, submittals shall be provided a minimum of 14 calendar days in advance of scheduled purchase to allow satisfactory time for government review. Additionally, unless stated otherwise, submissions on test results and other submissions of that nature shall be made within 14 days, after the work or test is performed. Each submittal shall be complete and in sufficient detail for ready determination of compliance with the Contract requirements.

Submittals shall include such items as Contractor’s or manufacturer’s shop drawings, descriptive literature, catalog cuts, diagrams, operation charts or curves, samples, Scott AFB General Requirements (May 2009) Page 3 certifications, test reports, test cylinders, operating manuals, installation procedures and recommendations, templates, and other descriptive literature. Catalog cuts and other descriptive data which may have more than one model or type shall be clearly marked to show the model, type, size, and all optional accessory equipment the Contractor proposes to install. Submittals on component items forming a system or interrelated items shall be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit. Submittal items that are disapproved will be promptly corrected and resubmitted within 10 calendar days by the

Contractor. No materials shall be installed until submittals are approved by the

Contracting Officer. The approved submittals shall be available at the job site for inspection by the Contracting Officer at all times. All submittals involving color selections, patterns and other decorative architectural features shall be submitted at the same time for both interior and exterior materials.

WATER UTILITY SUBMITTALS:

Contact American Water for all submittal requirements related to the water utility work. Water work submittals shall be submitted to American Water (AW) as indicated on the AW Water

Work Permit and the AW submittal schedule.

ROOF SUBMITTALS:

1. Project Design submittals:

A. Prior to design completion (65% latest)

B. Provide roof system description and cut sheets of visible parts of roof system

(membrane) including color, seam configuration on a SSM roof, gauge, and thickness of material as well as any information pertaining to the roof system accessories including gutters , DS, snow and ice guards, copings and flashings.

2. Construction/Pre Construction submittals:

A. Refer to specifications, division 7 for specific components of roof system required by this submittal section. Before ordering materials and Prior to beginning project construction, provide cut sheets and samples for approval of all roof system components, to include decking, roof membrane, each insulation type, vapor barriers, ice and snow guards, and sheet metal. This submittal shall include samples of each of the roof components showing actual gauge, thickness, color and material of each component to be used.

B. Submitttal form no 1, ROOFING SYSTEM MANUFACTURER

CERTIFICATION: Before the construction contract is awarded, the apparent selected roof installer must submit and receive approval of the system manufacturer certification, form No1.

C. Submittal form no 2. APPOINTMENT OF QUALITY CONTROLLER (QC): On all roofs other than SSM, before the construction contract is awarded, the General contractor shall submit the Appointment of the Quality Controller, form no 2,

3. Construction completion submittals:

A. Submittal form no 3. AS BUILT ROOF SUMMARY: Before final acceptance submit the as- built roof summary form. 3 and an 8 ½ x11 or 11 x 17 roof plan.

The roof summary shall indicate the bldg membrane, insulation etc as shown on the submittal form. Along with the roof summary, Provide an 8 ½ x 11 or 11 x 17 roof plan showing, direction of slope, ridge, pent houses, parapets, vents, fans, roof top units and all pertinent roof info.

B. Submittal form no 4. PERFORMANCE AGREEMENT FOR BUILDING: Before final acceptance the contractor shall submit the performance agreement signed by the roofing contractor

C. Provide Roof manufacturers/contractor’s printed and filled out warranty signed by roofing company to be signed by the CES representative (roof engineer).

D. Provide copy of warranty sign to be installed at visible access points i.e., mech room access ladder location, or entry into mech room, install warranty sign at roof access point per Div 7 of specifications. .

AS-BUILT DRAWINGS:

1. During the course of construction, keep an accurate record of as-built conditions by computer upgraded disks. Contract drawings and specifications disks will be provided by the Government for the Contractor’s use. Required computer and software material is the

Contractor’s responsibility. Drawings software is AutoCAD 2008. Specifications software is minimum Microsoft Word 2003.

2. All variations from the contract drawings, for whatever reason including those made because of the selection of optional materials, shall be clearly indicated. These variations shall be shown in the same general detail utilized in the initial contract drawings. The as-built drawings shall be maintained in a current condition during the course of construction, readily available for review by the Contracting Officer or the Construction

Management Inspector at all times. The as-built drawings shall be furnished to the

Contracting Officer not later than ten work days after the final inspection date.

3. As part of the as-built drawings a separate set of plans shall be marked-up showing areas containing existing/remaining asbestos containing materials and lead based paint and methods of encapsulation, if appropriate.

WATER UTILITY AS-BUILT DRAWINGS:

The contractor shall submit to American Water all as-builts for in-the-ground water utility work within 60 days of completed in-the-ground installation. Drawings shall indicate both horizontal and vertical alignment of all water utility features and any other utility crossings within 10 feet of such alignment.

GEOBASE REQUIREMENTS:

1. All geospatial deliverables (CADD or GIS format), whether obtained via survey or any other data collection process, shall be measured in meters. The coordinate system for all geospatial data will be the Illinois State Plane Coordinate System 1202

West. The vertical datum will be North American Vertical Datum 1988 (NAVD 88).

The horizontal datum will be NAD83. For more information see “GEOBASE” attachments.

REAL PROPERTY RECORDS: At the completion of construction and before final payment, the following information will be provided by the contractor to the Contracting Officer by building number on a completed DD form 1354 for record purposes. Use of the 1354 Work

Sheet will aid in thoroughly completing the actual form. The contractor will:

1. 45 days prior to the contract completion date the contractor will provide a draft 1354. At a reasonably scheduled time upon receipt of the draft, a representative from the real property office with the contractor will do a thorough walk through and annotate any findings or corrections required.

2. Prepare an accounting of all installed/constructed property by building number (if multiple buildings are involved in the project/deliver order.

3. List Government-furnished/contractor-installed items and contractor-furnished/contractor-installed items.

4. List complete nomenclature of each item:

a. Manufacturer.

b. Model Number.

c. Serial Number.

d. Electrical rating, full nameplate data.

e. Capacity (MBTU,KVA, Tons, Sprinkler Heads, Etc.).

f. Other pertinent information (Warranty/guarantee information-start date, stop date)

g. Cost of each item (Equipment cost only)

5. List items including, but not necessarily limited to the following:

a. Electrical equipment (Special Lighting fixtures, metering equipment, overhead door operators, exterior floodlights and poles, fire alarm and burglar alarm systems, etc., including the cost of each item).

b. Mechanical equipment (commercial refrigeration equipment, heating equipment, air conditioning systems equipment, pumps, boilers, sprinklers, meters, and other items of mechanical equipment, including the cost of each item.

c. Other items that are considered to be real property installed equipment, including the cost of each item.

6. The real property office will be glad to assist with any questions comments and concerns.

The Contracting Officer will also provide an example of a completed 1354. Both the worksheet and draft copy will be available at the onset of the project.

WORK COORDINATION:

NOTIFICATION: Coordinate all work with the Contracting Officer and the designated

Construction Management Inspector. Notify the Contracting Officer or the Construction

Management Inspector five days prior to moving onto the work-site to commence work. You must provide notification the day you move back to the work-site after an interruption of work of two or more work days.

INSPECTION: Obtain the Construction Management Inspector's approval prior to accomplishing tasks such as closing walls or performing tests. The request for such approval shall be given with sufficient advance notice to permit an inspection of the area before the work or test is accomplished. You are permitted to continue the work or test, in strict conformance with the project drawings and specifications, in the event the Construction Management

Inspector fails to arrive at the project site at the designated time. The Construction Management

Inspector's approval or inspection does not relieve the contractor of compliance with the project drawings and specifications.

INSPECTION OF WATER UTILITY WORK: The contractor shall ensure that American Water personnel have inspected, at appropriate times, and have approved all materials, installation, disinfection, and pressure testing. Failure to gain American Water approval shall render the work noncompliant and connection to the existing base water system shall not be allowed.

PROJECT SUPERINTENDENT: You must employ a full-time superintendent for the project.

The superintendent’s duties shall include the overall management of the project, coordination of the sub-contractors work, and liaison with the Contracting Officer and the Inspector. No work shall be performed without the presence of the superintendent or a designated representative on the job-site.

24-HOUR POINT OF CONTACT: Provide the Contracting Officer with a 24-hour number or numbers where his authorized representative can be contacted at anytime day or night. This number should be provided at the pre-construction conference, but not later than the first day of contract work at the site or ten (10) days after the Notice to Proceed date.

CONTRACTOR’S OFFICE SPACE: Office space required for the Contractor’s operation shall be the responsibility of the Contractor. Any office space to be located on Scott AFB, must be approved by the Contracting Officer.

CONTRACTOR’S STORAGE AREA: You will be allowed to have one storage trailer at the construction site. The location must be approved by the Contracting Officer. All other trailers, storage, and equipment will be stored at a site designated by the Inspector. The government is not responsible for damages or losses.

SITE AND STORAGE AREA MAINTENANCE: You are responsible for general maintenance of your construction site and storage area(s) on a daily basis. This includes, but not limited to, lawn mowing, ice and snow removal, and disposal of trash and debris.

DUST CONTROL: Maintain all excavations, embankments, stockpiles, access roads, and all other work areas free from excess dust to such reasonable degree as to avoid causing a hazard or nuisance to base personnel or surrounding facilities. Approved temporary methods consisting of sprinkling, chemical treatment, light bituminous treatment or similar methods will be permitted to control dust. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs.

PATCHING AND REPAIRING: After the work has been completed, any contractor caused damages to Government-owned structures, facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to the complete satisfaction of the Contracting Officer.

Any holes, cuts, breakages, and damages made in finished surfaces of the area in which work has been accomplished, shall be properly repaired and the disfigured areas then painted over or otherwise repaired and resurfaced to match the existing finishes to the complete satisfaction of the Contracting Officer.

DISPOSITION OF REMOVED GOVERNMENT PROPERTY: All materials and equipment to be removed by the contractor and not reinstalled or recycled under this contract, including debris generated by this project, shall be removed at regular intervals from the site and disposed of off-base by the contractor. Off-base disposal of materials shall be in conformance with applicable

Federal, state, and local pollution regulations at the contractor’s expense.

MATERIAL AVAILABILITY: All materials for the phase being worked shall be on hand prior to beginning construction, unless otherwise permitted by the Contracting Officer.

FINAL CLEANUP: Upon completion of the project, all construction equipment and debris will be removed from the site(s) and left in an acceptable condition approved by the CO.

PERMITS:

Contractor is required to investigate, submit for any permits necessary for the design and construction of this project. All permit applications shall be submitted to the Contracting Officer

Representative. Contractor shall pay all permit fees. The following section contains information on some of the various permits the contractor may be required to obtain for this project. This is not meant to be a complete list of all required permits. It is still the responsibility of the contractor to obtain all required permits for this construction, whether included in this RFP or not.

SPECIAL PERMITS INCLUDE:

1. EMERGENCY POWER GENERATOR PERMIT: The contractor shall contact the 375 th

CES/CEAN, Air Quality Program Manager, to find out the requirements for an emergency power generator prior to having the generator delivered to the base. The generator shall be certified by the Family Emissions Limits (FELs). The POC is Mr.

Mark McCoy at (618) 256-2167.

2. BURN PERMITS: The Base requires the contractor to obtain a USAF Welding, Cutting, and Brazing Permit from the Base Fire Department prior to conducting any operation that will create a spark or flame. Contact: Scott AFB Fire Department, Point-of-Contact is

Assistant Chief Carl Hodges (618)256-5130. If an open burn permit is required, the permit request shall be routed through the 375 CES/CEAN, Air Quality Program

3. NOTICE OF PROPOSED CONSTRUCTION OR ALTERATION TO FEDERAL

AVIATION ADMINISTRATION(FAA): Construction activities will require advance notification to the FAA prior to commencing activities when exceeding certain height restrictions as described in 14 Code of Federal Regulations, part 77 pursuant to 49

U.S.C., Section 44718. When required by regulation FAA Form 7460-1 must be completed and provided to the Regional FAA Office 30 days prior to commencing construction activities. 4. FAA NOTICE TO CONSTRUCT:

IAW with Federal Air Regulation Part 77, when building within 20,000' of an active runway a FAA Notice-To-Construct is required to be submitted 45 days prior to the start of any construction or equipment used in the construction that will penetrate a 100 to 1 slope from the nearest point of the runway. There are exceptions. The contractor is responsible for ensuring the notice is sent and approval obtained prior to the start of the project for which they have responsibility.

5. NPDES PERMIT: As part of the NPDES permitting process for the state of Illinois, the contractor will be required to submit a Storm Water Construction Permit to the Illinois

7. WATER PERMIT: An application for construction/operation must be submitted to

American Water Co. for water main installation and connection. The contractor may contact the American Water Customer Service at 1.800.422.2782 or infoaw@amwater.com with questions.

8. AMERICAN WATER WORK PERMIT: All work affecting the water utility system shall be reviewed and approved by American Water. As such, the contractor must adhere to the design and construction provisions of the AW Water Work Permit. Prior to any water-related construction work, the contractor shall submit a completed AW Water

Work Permit to American Water. Contact the office on Scott AFB at (618) 744-9631.

9. SEWER PERMIT: The extension of the existing sanitary sewer will require a permit.

Permit application shall be signed, certified and stamped by an Illinois Registered

Engineer before submitting to the 375 th

CES/CEAN Water Permits Manager for local coordination, and signatures. Final submittal of packages will then be submitted by

CEAN to the Illinois Environmental Protection Agency Division of Water Pollution

10. ABOVEGROUND/UNDERGROUND STORAGE TANK PERMITS: The contractor will complete a permit application to install any aboveground storage tank above 110 gallons to include generator sub-base tanks. A permit is required for the installation or work on an underground storage tank or associated piping. Forms can be found on at the following website http://www.state.il.us/osfm/PetroChemSaf/home.htm. Coordinate permit applications with the Environmental Office at 256-2092.

11. EXCAVATION: Contractor shall apply for and obtain a Government Excavation Permit

(AF Form 103, Base Civil Engineer Work Clearance Request) prior to any excavation.

There is no charge for the permit. The following are the procedures for initiating and obtaining an AF Form 103 clearance by the Contractor:

a. Five days before scheduled work, the Contractor must submit dig permit, government furnished AF Form 103, and the working site plan to the

Communications Squadron building 176, Plans Flight Office. The area of construction must be marked using white paint, flags or stakes.

b. The Communications Plans Flight will perform their own clearance review of the construction area and will comment on the AF Form 103 as to when the

Government communications lines will be marked. A maximum of three (3) duty days will be allowed for the marking.

c. The Communications Squadron notifies the Contractor to pick up the coordinated

AF Form 103, and bring it to building 343, Civil Engineer Customer Service desk.

At this point the person behind the desk will either direct you to the person in charge of the digging permit program or they will take your permit and put it in their IN box. Add an estimated time of 10 working days for the Civil

Engineering Shops to complete this process.

d. The Contractor shall notify Blue Staking for Commercial Communications lines.

Blue Staking will issue a control number that will be annotated on the AF Form

103. The Contractor shall refer to this number for any further communications with Blue Staking.

e. Once the dig permit is issued, the Contractor will be authorized to dig up to the

Dig Expiration Date, typically 30 days from issue. It is the Contractor's responsibility to maintain the markings on the construction site, i.e., only approved markings, such as "rooster tails" in landscaped areas will be allowed for

Contractor marking of construction.

f. The Contractor can obtain AF Form 103 from the CEOEP (Civil Engineering

Operations-Planning) located in Building 531 at Scott AFB.

UTILITIES AND SERVICES:

COMMERCIAL UTILITIES: You are permitted the use of the utility services such as electric, gas, sewer, and water. These temporary connections such as portable sanitary facilities are at your expense and are subject to approval by the CO. You are responsible for any relocation of existing and/or new construction of commercial utilities to include but not limited to cable, gas, telephone, electrical, etc. Contact the applicable utilities and pay for all relocation and/or new utility construction and project costs. All exterior equipment provided under the contract shall be painted Sherwin Williams product #SW4009 (“Walnut Brown”).

WATER DISTRIBUTION SYSTEM: American Water is the owner of the water distribution system at Scott Air Force Base. As such, they shall be contacted for information and requirements related to any work involving the water system, to include hydrant pressure and flow testing, permitting, submittals, as-built submissions, water connections and disconnections, Scott AFB General Requirements (May 2009) Page 11 water line rerouting and/or abandonment, and new water line installation. The contactor shall obtain and bear all costs for all required approvals and permits and shall bear any and all costs associated with work requirements related to the water utility. The contractor shall obtain and conform to American Water’s Standard Specifications for Construction of Water Facilities.

American Water is located on Scott Air Force Base at 34004 New Mexico Street and can be contacted at 618-744-9631.

TEMPORARY WATER SERVICE CONNECTIONS: Notify American Water 10 days in advance of temporary water service requirements. All temporary water connections shall be performed by the contractor at the expense of the contractor. Where appropriate, backflow devices will be used. Disconnection of temporary service lines installed and used by the contactor and any subcontractors will require complete removal of the service line at contractor’s expense

UTILITY SERVICE INTERRUPTIONS: The contractor shall submit written notification not less than 14 work days in advance for each planned interruption of a utility service. No single interruption shall exceed eight hours. Utility service interruptions shall not be permitted unless approved by the Contracting Officer. Service interruptions shall be accomplished at other than normal work hours if feasible. As a general rule, water distribution service will not be interrupted. All water connections will be made via “hot” tap on the main and shall be observed by American water personnel. American Water shall be the responsible party to determine what shall constitute sufficient reason to interrupt water service. Interruption of water service due to scheduled construction work involving water system components shall be coordinated with AW at least 10 work days in advance to allow for proper water outage planning and water outage notification to affected parties. AW Staff shall operate all valves and hydrants during any outage plan test and implementation of the scheduled water system outages and service restoration. The contractor performing work requiring the interruption of water service shall provide all material, labor, and equipment required to minimize the extent and duration of a water outage and shall ensure restoration of service in the most efficient and complete manner in accordance with accepted industry standards and practices. This may require one or more line stops to preclude an extensive outage to multiple facilities. The contractor shall coordinate water outage plans and requirements with AW staff accordingly. The contractor shall comply with all base and state environmental requirements.

ABANDONMENT OF WATER LINES: Service lines to be abandoned shall be excavated at the curb stop or corporation stop and the valve closed off. The service shall be physically separated so as to have a minimum of three feet horizontal clearance between the main and the cut service line. The location of the disconnection shall be provided to AW on project as-built drawings.

Water mains to be abandoned shall be cut and depressurized, then capped with a mechanical cap or concrete cover. Valves shall be closed, and the valve boxes removed. All fire hydrants shall be fully removed. In the event a shut off valve is not available, the contractor will install a temporary line stop to enable separation of the water mains. Certain circumstances where settlement may be a structural problem may require that the main be filled with flowable fill.

ENABLING/DISABLING FIRE ALARMS PANELS: The contractor shall bear all costs associated with enabling/disabling fire alarm panels. All fire alarm panels shall be properly operating prior to the contractor securing at the end of each workday. To have a fire alarm panel enabled/disabled the contractor may contact Scott AFB fire alarm maintenance contractor

(contact Operations Support, 256-2698) or the contractor may have a fire alarm contractor of their choice, provided the following Scott AFB requirements are met 1) fire alarm contractor must maintain current NICET2 (National Institute of Certified Engineering Technology) license or current NBFAA (National Burglar/Fire Alarm Association (Practical Fire) license. Any contractor/sub-contractor working on Scott AFB fire alarm transmitters must have current

General Radio Operator License Element 1 & 3 issued by Federal Communications Commission.

The Scott Air Force Base Fire Alarm Service Contractor must be present at all finial acceptances for fire alarm systems. An appointment must be made three (3) to five (5) workdays in advance with a date and time. Please contact the Fire Alarm QAE (Operations Support), 256-2698, to schedule the final acceptance.

FIRE HYDRANT CONNECTION: Temporary connections to fire hydrants require prior coordination and approval from the water distribution system owner, American Water

Operations & Maintenance, to ensure the proper operation of the hydrant and installation of an appropriate backflow prevention device. The contractor shall be responsible for obtaining all devices and bearing all costs associated with providing, installing, and testing the backflow device as required by the Illinois Plumbing Code.

MAINTENANCE INFORMATION:

OPERATIONS AND MAINTENANCE MANUALS: Where required by the other parts of the specifications, the contractor shall provide the Contracting Officer the specified number of copies of operation and maintenance instruction manuals. Manuals shall contain complete instructions on operating and maintaining the equipment, including piping and wiring diagrams.

The manual shall be assembled in book form having a cover indicating the contents by equipment or system name and project title. Manuals shall be submitted a minimum of ten work days before the contractor conducts the on-site operation and maintenance instruction. If such instruction is not required by the other parts of the specifications, manuals shall be provided at the final inspection.

SPARE PARTS LIST: Where required by the other parts of the specifications, the contractor shall provide the Contracting Officer the specified number of copies of spare parts lists. The lists shall provide the supply source, item description and price of all parts and shall be cross referenced to equipment diagrams or pictures. Spare parts lists shall be assembled in book form and may be separate from or integral with the operation and maintenance instruction manuals.

Spare parts lists shall be submitted with the related instruction manuals.

ON-SITE INSTRUCTION: The contractor shall provide the services of a qualified person, where required by other parts of the specification, to instruct government personnel in the proper operation and maintenance of the system. The instruction shall be in accordance with the procedures and methods recommended by the equipment manufacturer. The contractor shall

Scott AFB General Requirements (May 2009) Page 13 schedule the on-site instruction with the Contracting Officer, but such instruction shall not occur until ten days after the receipt of operation and maintenance instruction manuals.

WARRANTY ITEMS:

Response Time: There shall be a maximum 24-hour response time by the contractor on all mechanical and electrical warranty items installed under this contract and identified as either malfunctioning or inoperative after acceptance of the item. The contractor shall notify both the

Contracting Officer or his designated representative and the Inspector of the date, place, and time that the contractor will be on location to determine the cause of the problem. Response time shall be defined as the time from when the Contracting Officer contacts the contractor until the time the contractor is present at the location of the equipment with the appropriate personnel to determine what the problem is and what is necessary to correct the problem or malfunction.

Warranty items for mechanical and electrical equipment shall be defined as all equipment, components, appurtenances, and wiring to mechanical and electrical equipment and the labor and materials necessary to install the equipment, components, and appurtenances.

Corrective Action shall be completed within 5 work days from the time the contractor visits the location of the malfunction or inoperative equipment. Where parts are required to correct a malfunction, corrective action shall be completed within 5 work days from the time parts are received.

Failure to Respond: If the contractor fails to respond within the time frame indicated above, the government shall declare the contractor non-responsive and shall take all actions necessary to correct the problem with government resources. All costs incurred as a result of the government taking this action shall be properly accounted for and back charged to the contractor.

SHORING AND SAFETY: The contractor shall provide all shoring as required in accordance with local, state, federal and OSHA requirements for excavations utilized for this project's scope of work. All workers shall be protected from danger. Additionally all excavations shall be secured as necessary to prevent unauthorized personnel from entering the work sites and/or excavations.

SUBSTITUTION OF MATERIALS AND EQUIPMENT: Submit plan and elevations drawings drawn to 1/4" equals 1' scale if the contractor proposes a piece of equipment and/or accessories on other than that specified. The drawings shall show all piping, electrical connections, sizes of equipment, location of piping, and electrical penetrations, and all other associated equipment and materials.

The Contracting Officer reserves the right to reject or accept any or all of the proposed changes based on completeness, clarity, and other requirements of the plans and specifications.

When the contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the

Scott AFB General Requirements (May 2009) Page 14 government, regardless of changes in connections, spacing, electrical service, and all other appurtenances.

BRAND NAMES: References in specifications to any brand name equipment or materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for

Government consideration during the submittal process of the contract after award.

ENVIRONMENTAL WORK: If contract requires specific environmental work be performed, no non-environmental work shall be accomplished which will alter the environmental work specifications or cause contamination of non-contaminated materials and areas.

PRODUCTS NOT ALLOWED: Materials containing asbestos, transformers containing PCB fluid, and the use of lead based paints or paints containing chromates are prohibited.

OZONE DEPLETING CHEMICALS: Ozone Depleting Chemicals, Class I and II listed in

Attachment 2 of AFI 32-7080 are to be recovered by the Contractor and returned to the

Government. The Ozone Depleting Chemicals may not be sold or given away to private industry unless otherwise specified by the government.

RECYCLE: Recycle all ferrous and non- ferrous metals from the project. The Contractor shall also recycle general administrative refuse associated with this project. This refuse includes cardboard, one gallon mark 1 and 2 plastic bottles, type 1 and 2 plastic soda bottles, aluminum and steel soda cans, and mixed paper. All recyclable material shall be turned into the recycling center. The Base Recycling Center, 34020 New Mexico Street will accept these items Monday through Friday between the hours of 7:30 a.m. and 4:00 p.m. The telephone number for the

Recycling Center is (618) 256-6431.

PHOTOGRAPHS: The contractor shall provide twelve 4" x 6" color photographs prior to beginning actual construction and at two week intervals thereafter for the duration of the project construction. Photographs shall be taken at different angles/locations so that the existing conditions, along with the construction progress, are fully represented. Photographs shall be taken inside and outside for all projects involving interior and exterior work. Photos shall be labeled on the back with a type-written dated label describing the photo. Photos shall be submitted in accordance with the submittal schedule.

NATURAL GAS CONNECTION: It shall be the Contractor's responsibility to make arrangements with AMEREN/IP for the extension of natural gas service to a location adjacent to the mechanical room. The Contractor shall bear all costs associated with this extension and the installation of a meter. Existing natural gas lines are owned by Illinois Power Company. The

Contractor shall complete all hookups to natural gas at completion of job.

PESTICIDE APPLICATIONS: All pesticide applications must be approved by the Contracting

Officer through the Environmental Management Flight (EMF). A label and MSDS of the insecticide must be available for review. After treatment (if approved), the amount (meaning insecticide + water), percentage used (.05%, 1.0%, etc.) of the insecticide and total square feet of treatment must be submitted to the EMF.

RADIOACTIVE MATERIAL (RAM): In accordance with AFI 40-201, the use of any device

(i.e. soil density meters, XRF meters, etc). that contains Radioactive Material (RAM) must be approved by the Base Radiation Safety Officer (RSO), Bioenvironmental Flight, @ (618)

256.7307, 30-days prior to bringing RAM onto Scott AFB.

BACK FLOW PREVENTION DEVICES: In accordance with AFI 32-1066, all newly installed back flow prevention devices must be inspected by a certified inspector within one week of installation and a follow-up inspection performed 3-months later. Submit documentations in accordance with the submittal register.

SECTION 02070 - SELECTIVE DEMOLITION

01. SCOPE:

This section includes everything necessary for and incidental to the execution and completion of all Selective Demolition Work as shown on the drawings with dotted lines, noted and/or specified herein. No attempt is made to allocate the work to a particular trade.

This will include, but not necessarily be limited to:

The removal of existing prefabricated stairway at the existing building. See drawings for general location of the above items and any other items to be removed.

The above items are not intended to be a complete take off of items to be removed but a general description of work to be performed. This Contractor shall visit the site, carefully examine present conditions, and shall be solely responsible for determining the extent of work and the amount of materials to be removed, handled and the amount of the labor involved to obtain the final results to complete the work.

Some items of work covered under other sections and not a part of this section are:

1.The demolition and removal of all existing structures, site improvements, paving and surfacing.

2.All utility lines to be disconnected, rerouted, reconnected or otherwise controlled.

3.Unless otherwise specified herein, all mechanical equipment, plumbing, piping, and electrical work will be removed, reconnected and/or otherwise disposed of under other sections of the specifications.

02. MATERIAL:

All materials, required for reuse, shall be carefully removed, cleaned and stored by this

Contractor for reinstallation by trades requiring the same.

All materials removed and noted to remain the property of the Owner shall be carefully removed by this Contractor and stored where directed.

All materials removed and not shown, noted and/or specified to be reused or remain the

02070-2 property of the Owner shall become the property of the Contractor and shall be immediately removed from the premises as directed by the Contracting Officer’s Representative (COR).

03. EXECUTION:

This Contractor shall take the site as he finds it and shall remove all materials and items required to be removed as shown and/or noted on the drawings, except as specifically excluded by items that are to be removed under other sections of the specifications as listed in 01. SCOPE above.

The existing building and premises shall remain in active use during demolition and construction operations. Precautions and provisions shall be made to hold noise, dirt and dust to a minimum. Consultations shall be held between this Contractor, the General

Contractor, and Contracting Officer’s Representative (COR), so as to arrange the different phases of the work, to cause as little interference with the normal operation of base operations.

Execute all work in such a manner to avoid hazard to persons and property, interference with the use of the building and interruptions of free passage to and from the building.

Existing materials shall be cut, altered, removed and/or temporarily removed and replaced as necessary for the performance of the work to be done. Work remaining in place, damaged or defaced by reason of work executed under this section shall be restored equal to its original condition in a neat and substantial manner.

All cutting of existing materials, as shown and/or noted on the drawings, and as required to complete the work, shall be done in a neat and workmanlike manner.

Plaster and masonry materials, to be removed, shall be well wet during demolition operations to avoid excessive dust and debris, which may cause damage to building contents.

Provide and maintain all required safeguards such as partitions, barricades, signs, lights, etc.

Remove them when work is completed and when authorized to do so by the Project

Engineer.

This Contractor shall be responsible to provide, erect and maintain all temporary shoring, scaffolding, etc., required in order to do the demolition work, and to maintain all floors, walls, partitions, ceilings, etc., in a satisfactory, safe condition until new work is in place.

Defective or damaged work or any material damaged before final acceptance shall be satisfactorily replaced at the Contractor's expense in accordance with the requirements of the

SECTION 02230 - SITE CLEARING

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes the following:

1. Protecting existing trees and shrubs to remain.

2. Removing existing trees, shrubs and grass.

3. Clearing and grubbing.

4. Stripping and stockpiling topsoil.

5. Removing above- and below-grade site improvements.

6. Disconnecting and capping or sealing site utilities.

7. Temporary erosion and sedimentation control measures.

1.2 MATERIAL OWNERSHIP

A. Except for stripped topsoil or other materials indicated to remain Owner's property, cleared materials shall become Contractor's property and shall be removed from Project site.

1.3 PROJECT CONDITIONS

A. Traffic: Minimize interference with adjoining roads, streets, walks, and other adjacent occupied or used facilities during site-clearing operations.

1. Do not close or obstruct streets, walks, or other adjacent occupied or used facilities without permission from Owner and authorities having jurisdiction.

2. Provide alternate routes around closed or obstructed traffic ways if required by authorities having jurisdiction.
