MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

SCOTT AFB IL

Question 1: Section I - Page 30-32 regarding the Foreign Construction Materials... would you like the entire sheet included, or can we provide the chart filled out only?

Answer 1: Contractor choice.

Question 2: For Part II, regarding the letters, surveys, etc. and the past experience...

would you like these two regarded separately or can they be combined? I was confused because the past project experience also asks for letters of recommendation and I did not want to be repetitious, nor do I want to leave anything out.

Answer 2: This can be combined. Submission of past project experience is limited to three.

Question 3: A-4 Window schedule calls out 9 units, this would be correct with windows mentioned above?

Answer 3: CORRECT QUANTITY IS SIX (6) UNITS.

Question 4: A-4 Window schedule calls out Sliding Windows, Spec book, Elevations, A-

5 window details show Double Hung?

Answer 4: DOUBLE HUNG UNITS ARE REQUIRED.

Question 5: A-4 Window schedule, size shows 4/0 x 3/0 sliding window. If Double Hung what size needed?

Answer 5: 3‟-1”x 3‟-11” FRAME OPENING.

Question 6: Drawing S‐1 and Spec Section 05310 refer to Steel roof decking, Drawing

A‐5 refers to 3/4" plywood Sheathing. Please clarify.

Answer 6: ROOF SHEATHING IS ¾” PLYWOOD.

Question 7: Is MC cable or flexible conduit allowed for branch circuits?

Answer 7: NO.

Question 8: Door Hardware in Specification 08700 does not match door schedule.

Please clarify which supercedes the other.

Question 9: You said at the prebid that the entire mezzanine will be removed from the project. If this is still the case, when will revised drawings be posted?

Answer 9: Revised Specifications and Drawings were posted on 19 Jun 2009.

Question 10: Details 2/A-3 wall section & 8/A-4 are not shown on the drawings. Please clarify location.

Answer 10: SEE REVISED ADDENDUM #1 POSTED 19 JUN 2009.

Question 11: When will the next amendment be out. I understand the mezzanine plan is changing. Will there be options with the mezzanine or will it become part of the base bid?

Answer 11: Revised bid schedule posted on 16 June 2009. Options for the seed project have been eliminated.

Question 12: Our office is having difficulties printing the site plan for the seed project to scale. Do you know what size of paper it was created on or how I can obtain a copy that is to scale?

Question 13:Sheet 19, seems to indicate a floor mounted or wall hung service sink on the first floor, plumbing fixture schedule does not identify one, is there a service sink? Please forward specifications.

Question 18:Should water heaters have an expansion tank? If so please specify.

Question 19: Drawing M-7 general note, states that the sprinkler system shall be a wet pipe system and that the attic is to be protected, the building sections on drawing A-5 show insulation on the ceiling. Will the attic be heated? If not should a dry pipe sprinkler system be installed to protect the attic?

Question 20:What's the ceiling height in rooms 100 & 101, and in the mezzanine area?

Question 21:Does the mezzine ceiling get painted?

Answer 21: YES.

Question 22:Are the doors pre-finished?

Answer 22: NO.

Question 23:What is the height of the chair rail and does it get stained?

Question 24: What is the proposed wall finish in the stairwell?

Answer 24: SIMILAR TO ROOM 102 FINISHES.

Question 25: Where are we to terminate the voice and data cabling?

Answer 25: AT THE COMM RACK.

Question 26: Are we to terminate on a communications rack in the new addition, and then make a single connection to the existing building?

Answer 26: YES.

Question 27: Are we to bring all communications cabling to the existing building communications rack?

Answer 27: NO.

Question 28: Where is the existing building’s communications rack?

Answer 28: LOCATED IN NW ROOM NEXT TO ELECTRICAL ROOM.

Question 30: Drawings E-1 Communications legend / notes ask the viewer to “see site plan C-1 for Telephone / Data service.” I do not see any plan titled C-1. Is there another plan that shows this work?

Question 31: Are the receptacles in the garage area to be in the floor or mounted in the trusses above?

Answer 31: MOUNTED ON THE DRYWALL CEILING ATTACHED TO THE

UNDERSIDE OF TRUSSES.

Question 32: How many cubicles will be in the open office area?

Answer 32: NONE.

Question 33: I would like to see what fire alarm devices will protect this area, and what if any lighting and receptacles will be required for this open space.

Answer 33: SEE REVISED ADDENDUM #1 POSTED 19 JUN 2009.

Question 34: Reference is made to Sheet A5, Detail 2 -Building Section. High windows

(mezzanine level) indicates aluminum clad, double hung windows. However, exterior elevations on sheet A-3 only depict fixed, high windows. Which is correct?

Answer 34: THERE ARE NO DOUBLE HUNG WINDOWS AT THE

MEZZANINE LEVEL ONLY FIXED GLAZING SIMILAR TO SERVICE BAY

BORROW LIGHTING.

Question 36: Reference is made to Sheet A-5, Detail 2- Building Section. The upper left corner indicates a soldier course above the high window. Is this correct or should it be similar to detail 10 on A-6 as shown on detail 1, Building Section on Sheet A-5?

Answer 36: DETAIL 2 ON SHEET A-5 IS FOR DOUBLE HUNG WINDOWS AT

THE FIRST FLOOR. DETAIL 10 ON SHEET A-6 IS CORRECT FOR HIGH BORROW

LIGHT WINDOWS.

Question 37: Please provide a detail at top of wall/bottom of truss.

Answer 37: DETAILS ARE SHOWN.

Question 38: Please provide a detail at top of column/bottom of truss.

Question 39: Bronze is not a Leed Level . If Leed is to be met on this project, please issue the checklist of requirement to be met.

Question 43: Louvers are specified in 07600 Flashing and Sheet Metal. Model #614-SXP is specified by Industrial Louvers….?

Question 44: Previous question/answer 51(dated 9 Jun 09) This response and Q81 contradict response of Q 31 to included oil separator.

Question 45: Sheet S.1 does not have para 5.1B. Please clarify.

Question 46: Do the Questions and Answers issued constitute a formal change to the contract documents? It is my understanding that only amendments can change the contract documents.

Answer 46: All Questions and Answers are incorporated into the solicitation via

Amendment 06 dated 26 Jun 2009.

Question 49: With respect to the LEED requirement, since the Air Force is supplying the design on the building, we assume that the 26 score was met in the design process. There is very little beyond design that we can do to accumulate LEED points towards the desired score. Please confirm the 26 in the score of the project to date.

Answer 49: YES.

Question 50: Page M-5 shows the water heater on 2 details but does not show me the exact location on the floor plan. Please advise.

Question 51: Page M-6 shows an expansion tank schedule but does not show me the exact location on the floor plan. Please advise.

Question 52: The mechanical room -100 does not show a floor drain. What is the piping route for the condensation removal from the HVAC equipment? Please advise.

Question 53: Door #s 109,110,108b,113,111,112,108a,114 are listed in the hardware schedule but aren’t on the plans anywhere, are these misprints in the schedule?

Question 54: Is a mass notification system required? There are no specs for it.

Answer 54: YES.

Question 55: Are there any specs for a new Monaco panel?

Answer 55: YES.

Question 56: Question 71 asks if lightning protection is required. Answer is “yes, ground loop required.” Is the yes answer for lightning protection or the ground loop?

Answer 56: YES TO BOTH.

Question 57: In open office 102 and office 107 how many cubicles will require communications cabling, will zone boxes in the ceiling be required for the office furniture. For the sipernet location in office 107 is fiber also to be installed, and is this outlet required to be in conduit the entire length of the run to the patch panel. Will a enclosure (equipment cabinet) be required to house the patch panel for the siprnet location in Office 107?

Answer 57: THERE ARE NO CUBICLES.

Question 58: In the specifications from pages 01010-09 to 01010-10, it notes the contractor is responsible for permits from the state of Illinois. It includes NPDES permit, Notice of Intent, Water permit, and Sewer permit. Even though this is a federal government installation, do we still have to get these permits?

Answer 58: YES.

Question 59: Will the area of the addition be fenced off from the flight operations area and will we be able use the gate adjacent to the site? If so, who is to install fencing and what kind of fence is to be installed?

Answer 59: YES. CONSTRUCTION FENCE.

Question 60: Since the work area is close to the flight operations area, will there be specific requirements for daily clean up to avoid debris blowing into the operations area? Will all trash containers (dumpsters) need to be tarpped/covered to avoid blowing debris?

Answer 60: NOT ONLY FOR THIS PROJECT BUT FOR ALL PROJECTS AT

SCOTT. DAILY CLEAN-UP ARE MANDATORY.

Question 61: Sheet C1 calls for the existing paving to remain and shows the new concrete paving. Is the remaining proposed areas to be asphalt paving?

Answer 61: YES.

Question 62: Can we get the Performance info via soft copy so I can send to my references?

Answer 62: Yes, posted via Amendment 16 Jun 09

Question 63: Also our bonding company asked if there would be a bond for each year of the MACC or is it on a project by project basis?

Answer 63: Bonding is on a project by project basis.

Question 64: The response to question 1 simply states “LEED, 2003 standard bronze, 26 score”. LEED certification on any project is a lengthy involved process. Has the Government submitted this project to the US Green Building Council for design review yet to see if the current design is even acceptable for the desired rating? There is a multitude of paperwork, reports and inspections that have to be performed and submitted to the USGBC before and throughout the project to attain certification. This will require substantial man hours in administrative time to accomplish. Is the government doing this? One of the available points for

LEED certification is that a LEED Accredited Professional be involved in the construction process. Is the government counting on this as part of the 26 point score? If so, will the government provide this LEED AP or will the contractor provide the LEED certified professional? Please provide a detailed explanation of the Governments intentions/desires regarding LEED.

Answer 64: YES TO BOTH.

Question 65: Question 6 identifies an existing geotec report for Building 504 that “can be reviewed at CE.” Can this be scanned and posted on-line? Also, if as a result of a new geotec report that the contractor is to provide results in additional work not shown in the existing plans and specifications, will these changes be the cause for a government issued change order?

Answer 65: CHANGE ORDERS WILL BE REVIEWED ON A CASE BY CASE

BASIS. DOCUMENT CANNOT BE SCANNED.

Question 67: The project does not call for blast resistant glass, windows, or storefronts. It seems that all projects since 9-11 have required blast resistant materials. Is it correct that they are not required?

Answer 67: THERE ARE DIFFERENT THICKNESS REQUIREMENTS

DEPENDING ON LOCATION, DISTANCE FROM THREAT, AND THE NUMBER OF

PERSONNEL LOCATED IN THE FACILITY. REFERENCE DoD MINIMUM

ANTITERRORISM STANDARDS FOR BUILDINGS UFC 4-010-01, 8 October 2003, Including change 1, 22 January 2007.

Question 68: Does design-build mean ?

1. We as the general contractor hire the designer who designs the project and the GC builds?

2. We as the general contractor provide pre-construction services to the owner, including initial estimates and design reviews, work with the architect and owner, hire the subcontractors who design and build the MEP portion, hire the finishes subcontractors, and self-perform general trades during the construction phase?

Answer 68: YES TO BOTH.

Question 69: The drawings say that Ameren will be taking care of the gas meter for this new building. After talking to Ameren, they need to know what the address is for that building.

I was wondering if you could give me that address so I can relay that information to Ameren.

Answer 69: BLDG ADDRESS IS 515 HANGAR ROAD, SCOTT AFB, IL 62225.

Question 71: The documents say we ar supposed to hold our bid for 90 days. There is a note that Liquidated Damages will be assessed at $535.39 / Day. What is the proposed schedule, start date or anticipated completion date?

Question 72: What need is there for a geotechnical report "by contractor" if the structure has already been designed?

Answer 72: GOOD QUESTION. FOR REFERENCE?

Question 73: There is no specification for the new shower at first level. Is there a fixture for the floor or is the tile sloped to floor drain?

Answer 73: REFERENCE MECHANICAL DRAWINGS FOR SHOWER SPECS

AND YES THERE IS A FIXTURE FOR THE FLOOR WITH SLOPE FLOOR TO

DRAIN.

Question 74: Is there any documentation required to show proof of being a "small business concern" other than certifying as such in section 52.219-1?

Answer: Contractors “self certify”.

Question 75: I understand it is mandatory to be registered through the CCR. Is it also mandatory to complete the ORCA on-line?

Answer: Yes

Question 76: There is some missing information on the details for the structural sizes of the overhead door frames, lintels, etc..Will this information be clarified on the revised drawings?

Answer 64: FRAMES SIZES AND LINTELS ARE INDICATED ON SHEET S-1 IN

NARRATIVE FORM.

Question 77: Will the "Jersey barriers" be moved by the owner or is this part of our scope of work?

Answer 77: YES.

Question 78: Is this project exempt from local sales tax?

Answer: Yes

Question 79: Sheet C-1 shows the 6” Underground Fire Service Main but no valves. It is our experience on another project that a PIV valve is required. Is a PIV required for this project?

Question 80: Upon receipt of the new specifications and drawings, there has been a major change of scope of work changed by Section 01010, page 1, paragraph 2 stating the project is a

Design/Build project. Per conversation, you have stated the above referenced project is fully designed for bid and will not be design/build. If this is so, please address the following:

- The civil drawings issued do no correctly align the project components. Door aprons are located in the middle of the building, bituminous paving is shown in the grass areas, site utilities are shown in the building. There is no proposed grade levels shown for cut and fill measurements needed to correctly determine elevation of landscaping around the building.

ANSWER: SEE NOTE 7 ON SHEET (C-1) 2 OF 24 AND REVISED DRAWING

C-1 ATTACHED.

- The architectural site plans do not address granular base depths for new sidewalks and pavements.

- Clarifications made by the Question and Answers issued that make significant changes to the project scope have not been changed on the updated drawings. These changes will need to be shown on the contract documents for the changes to be binding for all contractors.

- The door hardware specification 08700 does not match the door schedule.

- Will there be a specification for the shower located on the first floor?

- Will there be a deck pour edge for the concrete on the mezzanine floor?

- Will there be a LEED Checklist issued for the project based on the Q & A clarification?

- Is there a need for an oil separator at the garaged openings?

The contract documents are contradictory and do not give an even scope of work between the

Questions & Answers and updated drawings. By bringing the above questions to your attention, I hope to assist in making the project not only bid smoothly, but also be constructed without unnecessary change orders.

Question 81: The recent drawings issued do not clearly delineate what type of mezzanine decking we are to use along with the concrete deck thickness. Please clarify.

ANSWER 81: SEE NOTES ON SHEET (S-1).

Question 82: Are there any type of sleeves or block‐outs in the existing transformer pad, or will we need to provide new sleeves through the pad?

ANSWER 82: NEW SLEEVES WILL BE REQUIRED.

Question 83: Will we be allowed to run the new power feed conduits to the transformer and stub‐up outside of the transformer pad and then use an fitting into the transformer enclosure?

ANSWER 83: NO.

Question 84: Will we be allowed to shut down power to the transformer in order to make the connections for the new feed to the new building? If so will it have to be afterhours or on a weekend?

CE ELECTRIC SHOP

(SEE SECTION 01010 – GENERAL REQUIREMENTS FOR MORE INFORMATION).

Question 85: I am inquiring about the Q&A section for EOD Addition to Building 504 at

Scott AFB that outlines this project as a LEED Bronze Facility. I have reviewed the specifications and have been unable to find material or procedural requirements that specify

LEED intent such as VOC requirements for paints and adhesives, recycled material quotas for products, etc. I have also reviewed the project information for a LEED point checklist to guide general contractors through buyout as to which points are being pursued; but have found no such document.

Please advise the intent for this project. Is the LEED portion of the project to be implemented after the award, or is the GC to submit a detailed list of the points which are being pursued and the methodology? I cannot find a LEED Point document or similar that submitted at the time of the bid.

Answer 85: BLDG IS ALREADY DESIGNED TO LEED LEVEL „SILVER‟

Question 86: Section 08550 2.3 accessories and trim B 1 calls for aluminum brick mould casing. The detailed drawing on the print 6/ A5, 7/A5, & 8/A5 does not show the aluminum brick mould.

Answer 86: SPECIFICATION OVERRIDE DRAWINGS. PROVIDE BRICK

MOULD TRIM PER REFERENCED SECTION 08550.

Question 87: Do you intend for the jamb depth to be 6-9/16"?

Answer 87: YES.

Question 88: I think the aluminum brick moulding factory applied will give you the best end product but I know if it is not clearly stated that other companies will not bid it and therefore have lower pricing than me. My goal is to have everyone pricing the same thing and I know that is also your intention.

Answer 88: SEE ANSWER 86 ABOVE.

Question 89: Sheet C2 has a detail for a new catch basin / inlet. I could not see where this was indicated on the plans. Is there a new catch basin / inlet or trench drain? If so where?

I take this to mean that the one outlet the note is referring to is a secure outlet and needs to have shielded cable, and that we will terminate the 4 cables at a patch panel in that small room. Are we required to provide any incoming cabling to this patch panel?

Are any of the other communication outlets in the building on the Sipernet secure network, or just the one?

They don't call it out, and they don't show it on the plans... but when they answered that question saying there's a new fire alarm going in for the new building, but it's not connected to the old building that still left the question of how the new system calls the base fire department.

Specs don't say anything about a dialer, but that's because the specs are based on it being an add to the existing FACP (but Q&A now says this new system is standalone:
