QUESTIONS AND ANSWERS

FA4407-09-R-0003

MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

SCOTT AFB IL

9 June 2009

1. The following questions were received in response to the posting of solicitation FA4407-09- R-0003. Answers are provided as follows:

Question 1: The RFP does not mention any LEED requirements for the seed project.

Please verify that no LEED is required.

Answer 1: LEED, 2003 standard bronze, 26 score

Question 2: The RFP does not mention any storm water detention requirements for the seed project. Please verify that no detention is required.

Answer 2: No detention required

Question 3: .The RFP does not mention any ATFP requirements for the seed project.

Please verify that no ATFP will be required.

Answer 3: The EOD facility is located behind the secure gate; therefore, the design has considered ATFP.

Question 4: .Attachment 1 (Price Schedule) does not have an Item for Option 2-Full Mezzanine; however, the drawings show Option 2. Is Option 2 part of the RFP?

Answer 4: The Mezzanine is no longer a requirement. Attachment 1 of Exhibit 1 (Price Schedule) will be revised and posted via amendment to www.fbo.gov.

Question 5: .The Table of Contents for the Specifications show several Division 1 specs not provided, specifically, 00800, 01312, 01320, 01355A, 01356A, 01451, 01460, 01500, 01525 and 01800. Please verify if these specs are a part of the RFP.

Answer 5: Previously answered in Questions and Answers posted 26 May 09: “CES response – There is only one specification under Division 1 – Section 01010 – General Requirements. Disregard all other Division 1 spec sections as these were reserved for Corp of Engineers (CoE) issued project specifications. This project is now a CES project.”

Question 6: Is there a preliminary geotech report?

Answer 6: There is a preliminary geotech report for Bldg 504, which can be reviewed at CE, but an additional contractor provided geotech report will be required for the EOD addition location.

Question 7: Sheet 22 of 24 has a general note that indicates there will be Fire Protection work occurring in the existing building 504. Please verify if this is the case.

Answer 7: Delete note, no work required in existing bldg.

Question 8: On page 55 of the solicitation, under Part II, with regards to past performance, key personnel involved on each project, etc... would you like to see resumes here as well?

Answer 8: Submission of resumes is not required or desired.

Question 9: Is Builder’s Risk Insurance required for this seed project? Will it be required for other task orders issued under this MACC?

Answer 9: Industry standards prevail. Insurance requirements are specified in the solicitation. See clause no. 52.228-5, Insurance, Work on a Government Installation; and Section H, para 1.1, Insurance Requirements.

Question 10: Pg. A-1 indicates that there will be a Knox box located at door #109.

There is no room #109 on the plans.

Answer 10: Provide Knox box at door 101B and 102. Delete reference to door 106, 108 and 109.

Question 11: Pg. A-2 shows that there will be shelving in rooms 111 & 112. Again, these rooms are not on the plans.

Answer 11: Delete reference to 111, 112 and 202. No shelving is required.

Question 12: The construction notes on pg. S-1 indicate that the trusses are to be constructed of light gage metal and in the specifications; it says that they are engineered wood trusses. Please clarify.

Answer 12: Note on sheet S-1 is correct. The trusses are to be constructed of light gage metal. Revised CAD and pdf drawings will be issued along with addendum to RFP, EOD Addition, due to deletion of mezzanine.

Question 13: The specs state that the stair demo in bldg. 504 is shown on the plans and it is not. What type of stairs are they?

Answer 13: N/A to this project. Delete stair demo note from plans.

Question 14: Is it possible to get a site plan with dimensions and existing utility locations?

Answer 14: Yes, but it has to be reviewed at 375 CES, bldg 528

Question 15: Earthwork and Concrete specification indicates that the testing will be by the owner. In the structural steel specification it makes the testing the responsibility of the contractor. Would the Government accept keeping the testing single-sourced as either the owner or the contractor’s responsibility?

Answer 15: Testing is the contractor’s responsibility

Question 16: The Mezzanine as defined on the bid form indicates that ½ of the mezzanine is in the base bid and Option #1 is to construct the additional ½ mezzanine. The drawings identify Option #1 as ½ of the mezzanine and Option #2 as the other ½. It is confusing and will need to be clarified.

Answer 16: The Mezzanine is no longer a requirement. Attachment 1 of Exhibit 1 (Price Schedule) will be revised and posted via amendment to www.fbo.gov.

Question 17: Is there a detail, section, manufacturer … for the two (2) round louvers?

Answer 17: It is the contractor’s choice.

Question 18: The solicitation indicates that there is one option. The plans show two options and refer to section 01010 of the specifications for clarity. There is no information in that section regarding the option. Could you please clarify?

Answer 18: The Mezzanine is no longer a requirement. Attachment 1 of Exhibit 1 (Price Schedule) will be revised and posted via amendment to www.fbo.gov.

Question 19: Section 9950 in the specs refers to "passageway # 106, which I would assume connects bldg. #504 with the addition. Could you please tell me where I can find a drawing of said passageway?

Answer 19: Delete reference to passageway 106. Passageway no longer in scope.

Question 20: In the general notes for the structural drawings, it states that the diagonal bracing can be found in the architectural drawings. Can you tell me where I might find that information?

Answer 20: Delete Note

Question 21: Opening #107 on the door schedule shows a pair of doors but is a single on the floor plan.

Answer 21: Revised CAD and pdf drawings will address this deficiency

Question 22: Opening #108 is not listed on the door schedule but shows up as a pair on the floor plan.

Answer 22: Revised CAD and pdf drawings will address this deficiency

Question 23: The hardware groups as listed on the door schedule, and as listed in section 08700 do not match. In addition, there are many openings listed in the spec section that are not part of this project that need to be deleted.

Answer 23: Revised CAD and pdf drawings will address this deficiency

Question 24: A law similar to Illinois’ excessive unemployment law is being enacted by the state of Missouri, on projects with state funds, in response to Illinois only allowing Illinois Laborers to work on projects in Illinois. My question is, will this affect our ability to bring our Missouri employees to work on projects at Scott AFB in Illinois?

Answer 24: Federally funded projects are exempt from this law.

Question 25: Attachment 2 & 3, Consent and Client Authorization Letters appear to be specific to subcontractors or teaming partners. We currently do not know exactly who our subcontractors will be on the seed project or any of the subsequent task orders. Many times, we will not know this information until bid day or after. We do not plan to use any teaming partners.

Should we just sign the form and only fill in information for our company? Do we not submit this letter? Do you have another form for the Prime contractor?

Answer 25: If the forms are not applicable to your situation then you do not have to fill them out, but it would help us if you submit with your proposal a memo stating such. There is no penalty in the evaluation process for not utilizing a teaming arrangement or in not submitting information on your subcontractors.

Question 26: We are registered with CCR and ORCA, in submitting our proposal do we return all of the certification and representation pages or just the pages with the CCR/ORCA check off block.

Answer 26: You still need to submit Section K in its entirety.

Question 27: Section L.2 “Proposal Preparation” part 2 paragraph “C” subcontractor consent and Attachment 2 “Consent Letter”. In order to prepare the most cost effective bid on any project we will solicit and receive quotes from numerous potential subcontractors. The subcontractor for any given section of work may change from one project to the next. Therefore, we do not have a pre-designated “Team” put together until the time our proposal is due to the Owner. Please clarify who and when we should get “Consent Letters” per attachments 2 and 3.

Answer 27: You will only need to complete “Consent Letters” if you are using their past performance information. If you are not using them as part of your past performance, information then you do not need to submit the consent form.

Question 28: Is there a specific Bid Bond Form that the Government uses that we should attach with our proposal?

Answer 28: There is no “Government Bid Bond Form”. IAW FAR 52.228-1 (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.

Question 29:In the documents directly following the SF1442 there are three (3) pages marked Section B – Supplies and Services. There are items #001, #1001, #2001, #3001, and #4001 that have spaces for values to be filled in. Please clarify how these are to be completed.

Answer 29: Section B is not to be completed by the offeror. The only pricing that needs to be completed is the Price Schedule for the Seed Project.

Question 30: Under SAA and NSB projects, how long is the MACC contractor to hold a price since funding is not set? How does the Government compensate for materials and labor increases, which may occur prior to funding becoming available for a given project?

Answer 30: The SF 1442, Block 13D states that offers must be held for 90 days. That being said if the projects are straddle the number of days the offer must be held will be identified in the RFP package.

Question 31: Will the floor drains located in the Service Bays require a grease/oil separator?

Answer 31: Yes, per Illinois State Plumbing Code

Question 32: Does the wall between the service bays and the office need to be fire rated?

Answer 32: Yes, 2-hr

Question 33: Civil sheet C-1 indicates a new 6” fire service line tapping an existing 10” main and extending to the new building. Does the new building have a fire sprinkler system?

Answer 33: Yes, See Sheet M-7

Question 34: I've read through the instructions several times but can't find anything for Section B - Supplies or Services and Prices. Do we fill out this information or does the Contracting Officer provide this information after award?

Answer 34: Section B of the RFP is for Government use only, and not to be filled out by the contractor. The only pricing information, which needs to be filled out by the contractor, is the Price Schedule attached to Exhibit 1, Seed Project, EOD Addition.

Question 35: For the Seed Project associated with Solicitation #FA4407-09-R-0003, it appears as though there are (2) references to the material types to be used for the roof trusses.

The structural drawings make reference to light gauge metal trusses while the specifications indicate wood trusses. Please advise if we should follow the project specifications.

Answer 35: Light gage metal trusses, (Ref Question 12 above)

Question 36: Floor plan A-2 east service bay area shows a window, None shown on elevation A-3?

Answer 36: Floor plan A-2 is correct. Window will be show on elevation-revised drawings.

Question 37: Floor plan A-2 south Mezzanine shows (2) windows, none shown on elevation A-3?

Answer 37: Floor plan A-2 is correct. Window will be show on elevation-revised drawings.

Question 38: Stair section detail (10) A-4 shows (2) windows, Only (1) window on floor plan or elevation?

Answer 38: Two windows are required.

Question 39: Missing Spec Sections Table of contents lists under Division 1 01010, 01312, 01320, 01355A, 01356A, 01451, 01460, 01500, 01525, 01800 but do not appear in the contents. Please provide direction Answer 39: Ref Question and Answer 5, dated 26 May 09. All other specification sections are reserved for Corp of Engineers (CoE) issued project specifications. This project is a 375 CES project.

Question 40: Division 6. 6190 calls out Prefabricated Wood Trusses, Drawing S‐1 Division 1 , 1.1 A refers to Light gage Metal Trusses. Please clarify Question 40: Light gage metal trusses are required.

Question 41: What is the existing make/manufacturer of the fire alarm system currently installed in building 504? What is the model number of the panel?

Answer 41: Monaco transmitter to Fire Dept. The system for the addition is a standalone system and not tied to Bldg 504.

Question 42: Is the existing fire alarm system zoned or addressable?

Answer 42: Addressable (Ref Sheet E-2)

Question 43: Can fire alarm cabling be run in J‐hooks above accessible ceilings?

Answer 43: No, must be in conduit (Ref Sheet E-2)

Question 44: Can you provide a drawing with the location of the existing fire alarm control panel in the existing building?

Answer 44: New bldg will have its own fire alarm control panel.

Question 45: Sheet C1 shows to bore 2‐4” GRC conduits. Can flexible PVC conduits be used in lieu of the GRC?

Answer 45: No

Question 46: Please clarify the need for Part I to be supplied on a CD (ref RFP Section L-1.8).

Answer 46: Reference to submission of Part I on a CD will be removed via Amendment.

Question 47: Please clarify the specific pages of Past Performance Package FA4407-09- R-0003 Multiple Award Construction Contract (MACC) Scott AFB IL Attachment 3 that are to be completed and submitted with the offeror’s package?

Answer 47: Attachment 1 of the Past Performance Package (PPP) is to be completed by the Offeror and submitted with proposal. Attachment 2 of the PPP is to be completed by the subcontractor/teaming partner/joint venture partner, sent to the offeror and then the offeror will submit with the proposal. If you are not going to submit past performance information on a subcontractor/teaming partner/joint venture partner, then you do not need to fill out this form.

Attachment 3 of the PPP is signed by the subcontractor/teaming partner/joint venture partner and sent with the proposal.

If you are not using any other past performance information other than the prime's then these forms need not be filled out or sent in.

The Past Performance Questionnaire is to be sent by you to your references and they in turn are to send them directly to 375 CONS at the address provided.

Question 48: Please clarify the specific pages of Past Performance Package FA4407-09- R-0003 Multiple Award Construction Contract (MACC) Scott AFB IL Attachment 3, that are to be completed by the Contracting Office?

Answer 48: None of the documents are completed by the Contracting Office.

Question 49: How many copies (original and copies) are required?

SF 1442 Block 13 states, “original and 2 copies…” while, P.53 of 63 L-1.8 states, “2 hard copies (one original/one copy)…” Answer 49: Section L-1.8 is correct, 2 hard copies are required (one original and one copy)

Question 50: Paragraph (b) (4th line) indicates we are to submit no more than 5 projects.

In the paragraph below the matrix it indicates, "not more than three projects." Please clarify how many projects we are supposed to submit… no more than three or no more than five.

Answer 50: The number of references to submit is three. The solicitation will be amended to correct this discrepancy.

Question 51: What is the intended use of the building? There are 2 OH doors, if vehicles or gas driven equipment are parked or worked on here an oil triple basin needs to be added to the project to protect the sewage treatment plant form explosive material.

Answer 51: Warehouse Storage and Office Administration, not a maintenance facility

Question 52: Is the east side of the future building grass?

Answer 52: Yes

Question 53: Is a soils exploration report for the construction site for the Bldg 504 addition available for review?

Answer 53: Yes, see Answer 6 above.

Question 54: Detail 1, 3 & 4 on A-4 indicate steel framing that is to be sized on the structural drawings. There is no indication of the this steel framing or brick ledge. Please clarify.

Answer 54: Refer to Sheet S-1, para 5.1B

Question 55: Specification 03300 2.7 C 7 Indicates 50 lb/cu yd of steel fiber reinforcement to be added to suspended slabs. Is this correct?

Answer 55: No steel fiber reinforcement whether suspended or elevated.

Question 56: We are currently working on this proposal and have a question regarding key personnel: On page 55 of the solicitation, under Part II, with regards to past performance, key personnel involved on each project, etc... would you like to see resumes here as well?

Answer 56: Resumes are not required and will not be evaluated.

Question 57: Drawing A2 shows 3 windows on the east side. Drawing A3 shows only 2 windows on the east side. Which is correct?

Answer 57: Drawing A2 is correct.

Question 58: Note 8 on sheet A2 requires shelving in rooms 111 and 112. These rooms are not on the plan. What are the shelving requirements?

Answer 58: There is no shelving requirement.

Question 59: Room finish Note 3 requires chair rail in rooms 108, 109 and 110. These rooms are not shown on the plans. What are the chair rail requirements?

Answer 59: Delete chair rail requirements in rooms 108, 109 and 110

Question 60: Also, is there a specification for the round louvers on the north and south elevations (Drwg A3)? What are these louvers made of?

Answer 60: Metal

Question 61: The following question relates to the seed project. Are there any height restriction concerns for the addition to Building 504 as outlined in Federal Aviation Regulation Part 77, Appendix B?

Answer 61: Permit will be required for crane. Needs to be less than 50 feet in height.

Question 62: Note 3 says to provide chair rail for rooms 108, 109, 110? Please clarify.

Answer 62: Not required (see question and answer 59 above)

Question 63: Window locations on Exterior Elevations do not match window locations located on drawing ID-1. Please Clarify.

Answer 63: 3 windows required on East side of bldg as shown on Sheet A-2

Question 64: Detail 8/A-7 shows wood framing @ the lower landing with concrete top.

Will this detail have a steel pan located on top of the wood structure?

Answer 64: Yes

Question 65: Exterior Elevation show transoms on HM Doors. This is not address on the door schedule. Please clarify.

Answer 65: Transoms as shown on elevation are required

Question 66: Detail 2/A-3 shows 3/4" Plywood Sheathing. Is plywood or gypsum sheathing ( 5/8" as shown in Detail 1) at all exterior masonry walls. E. G. =? exterior grade or exterior gypsum.

Answer 66: Delete plywood sheathing requirement. E.G. = exterior gypsum

Question 67: This question relates to the seed project. There is no lay down/storage area designated on the site drawing. Has a “lay down/storage area been designated by the Government? If not, can we use the open area East of the new building, East of the asphalt drive?

Answer 67: Lay down areas will be coordinated after award.

Question 68: Need to know mfg of existing fire alarm panel Answer 68: Monaco

Question 69: Plans say provide addressable devices but connect to spare zone 4.

Addressable devices only go in addressable panels, not zoned panel. Which is correct?

Answer 69: New fire alarm ystem is to be entirely addressable. s

Question 70: Section 16511‐3... are light fixture mockups really required? Which ones?

Answer 70: No

Question 71: Is lightning protection required? Master spec calls for it, but nothing on plans. Plans do show the building ground loop.

Answer 71: Yes, ground loop required

Question 72: What is the work required for in the existing building?

Answer 72: None

Question 73: Are we able to shut down the existing transformer to hook up this building?

Regular time, overtime etc?

Answer 73: Yes. To be determined after contract award

Question 74: Plans call for us installing 50 pr phone cable and fiber optic cable to existing building. Where does it go in the existing building? What do we do with it in the existing building? If we need to run through the existing building, need to see the building to figure method of installation.

Answer 74: No requirements in existing Bldg

Question 75: Are background checks required.... who pays for them?

Answer 75: Ref RFP, Section H, Para 1-10. There is no cost associated with this requirement.

Question 76: Are there minority requirements applicable on this job?

Answer 76: This is a 100% small business set-aside, nothing more.

Question 77: Sheet 17, gas-piping plan does not indicate the water heater or clothes dryer.

Answer 77: The water heater and clothes dryer are not gas powered.

Question 78: Sheet 19, seems to indicate a shower on the first floor, Plumbing Fixture Schedule and riser diagram do not identify one, is there a shower? Please forward specification.

Answer 78: Yes, shower is on first floor

Question 79: Sheet 19, may we move the south sanitary away from the column?

Answer 79: Yes

Question 80: Sheet 19, are fixtures on mezzanine future? Rough-ins are indicated but fixture is not.

Answer 80: Fixtures are future

Question 81: Does an oil triple basin need to be added to collect explosive materials?

Answer 81: No, the addition will be used for warehouse Storage and Office Administration, not a maintenance facility

Question 82:Is the east side of the future building grass?

Answer 82: Yes

Question 83: What delay time should be anticipated for suppliers and deliveries at the gates?

Answer 83: None, as long as base pass paperwork is submitted correctly to the Contracting Office.

Question 83: Corbin/Russwin Locksets be accepted as an equal to Schlage locksets?

Corbin also accepts Best Cores?

Answer 83: Per Attachment 5, General Requirements 01010, dated April 2009, "BRAND NAMES References in specifications to any brand name equipment or materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for Government consideration during the submittal process of the contract after award."

This and the following four questions are in essence requesting approval of submittals, which is a process, handled after award.

Question 84: CECO Doors and Frames be accepted as an equal curries doors and frames?

Answer 84: See answer to Question 83

Question 85: Graham Doors be accepted as an equal to Weyerhaeuser wood doors?

Answer 85: See answer to Question 83

Question 86: Manko windows and doors be accepted as an equal amarlite architectural products for manufacturing of Glass/Aluminum products?

Answer 86: See answer to Question 83

Question 87: Norton Door closers be excepted as an equal to LCN closers, Norton is named in hardward sets, but model of closer is listed as LCN.

Answer 87: See answer to Question 83

Question 88: As this is a MACC proposal, completely designed, The pricing offered would be for construction and CM services for the project and no other offerings. Is this correct?

Answer 88: Yes

Question 89: Contractor Provided Design/Design Build or Government Provided Design / Design Build, would be priced and partnering info would be provided at a later date in the event of the need under a future and separate TORFF request. Is this correct?

Answer 89: What is TORFF request? Not sure what the question is?

Question 90: “this system shall encompass the existing building and the new addition” drawing C-1 only shows a 6” fire service into the new building addition. Has the existing Building already been sprinkled or is it part of this bid?

Answer 90: The existing bldg is not part of this requirement.
