GOODFELLOW AIR FORCE BASE TEXAS

10 September 2026

JCGU 26-7001, Repair Water Tower B738, FA303026Q00130007 Questions & Answers (Revision 002)

1. Can section 09 91 01, Paragraph 1.4.D.(2). be waived or removed?

a. The Government agrees to waive the specified requirement in Section 09 91 01, Paragraph 1.4.D.(2). No further action is required by offerors.

2. Is lead present? One document says it is, BUT this is for an interior only and lead present would be odd.

a. Lead-based paint on interior surfaces is unlikely but not impossible. The solicitation is not for interior-only work. Offerors are directed to review Section 01 11 01 Summary of Work, Section 02 83 33.13 and Sheet G-003 (Task 9) and Sheet G-004 Note #17 in their entirety for complete requirements regarding exterior lead-based paint containment, monitoring, and disposal protocols.

3. Is this a mandatory visit or optional because we would like to bid on this project?

a. The site visit was optional but recommended. Offerors who did not attend the site visit are free to submit quotes, provided they meet the designated qualifications.

4. I see the site visit date has passed, but the offer due date is still a few weeks away. Would it be possible to hold another site visit?

a. Yes, the Government will host another site visit on Wednesday, 19 August 2026, at 0900.

5. Where are the specs on CLIN 003, bid option: remove, maintenance, and re-install pump and replace piping and fittings?

a. CLIN 0003 has been removed. Offerors shall refer to the updated Pricing Schedule included in Amendment 0002.

6. The contract documents reference Section 02 83 33 Lead-Based Paint Removal and

Disposal and include multiple drawing notes referencing lead-based paint removal requirements. Please provide all available coating assessment reports, lead paint testing reports, hazardous material surveys, and waste characterization data for the existing interior coatings. If testing has not been performed, please clarify the assumptions bidders should use regarding lead-based paint handling, containment, waste characterization, and disposal requirements.

a. This matter is addressed in Response #2. No additional testing or hazardous material characterization data is available. Offerors shall base assumptions on Section 02 83 33.13 G-003 Task 9, and Sheet G-004 Note 17.

7. Please provide any available tank inspection reports, coating assessment reports, paint history records, or coating analyses identifying the existing interior coating system currently installed in Water Tower B738. If such information is unavailable, please clarify the assumptions bidders should use regarding the existing coating system and substrate conditions for bidding purposes.

a. No historical coating assessments, paint history records, or coating analyses are available for Water Tower B738. Interior and exterior inspection photos are provided for information only and do not constitute a defined coating system or surface condition assessment. Offerors shall assume full removal of existing interior coatings and commercial blast cleaning (SSPC-SP6) in accordance with Section 09 91 01, Paragraphs 3.8 and 3.9, and Sheet G-003 Tasks 6 and 7.

8. Please provide the inspection reports, condition assessments, or engineering evaluations used to establish the tank repair scope. Additionally, identify the anticipated quantity and location of steel repairs included within the base bid scope.

a. The Government does not have additional inspection reports or engineering evaluations beyond the scope defined in the contract documents. Steel repair quantities are not pre-quantified. Interior and exterior inspection photos are provided for information only and do not constitute a defined repair scope.

Offerors shall base pricing on Sheet G-003 Tasks 3, 4, and 5 and the coating/cathodic protection steel repair requirements. Any additional repairs identified during execution will be addressed in accordance with applicable contract provisions.

9. Please confirm that all interior dry areas of the tank are to receive abrasive blast surface preparation and coating application as part of the base bid. This includes, but is not limited to, the roof structure, shell, dry riser surfaces, columns, rafters, brackets, ladders, platforms, manways, roof framing, and associated appurtenances. If selective surface preparation is intended for any interior dry areas, please identify the specific limits and locations where abrasive blasting is required versus areas where alternate surface preparation methods may be utilized.

a. All interior dry areas shall receive abrasive blast surface preparation (SSPC-SP6) and coating application as part of the base bid. This includes the roof structure, shell, dry riser surfaces, columns, rafters, brackets, ladders, platforms, manways, roof framing, and associated appurtenances. Selective preparation is not permitted unless specifically identified in the contract documents.

10. The solicitation states "Contractor shall provide at least three (3) projects…." Please confirm that offerors may use the past performance of tier 1 subcontractors.

a. Yes. Offerors may use past performance from tier-1 subcontractors, provided the subcontractor will perform the same or similar work under this project and the offeror clearly identifies the subcontractor’s role.

11. Is the 4ft wide vertical riser considered a "wet area," and should it be included in the quotation for Task 6?

a. Yes. The 4-ft-wide vertical riser is a wet-pipe system and is considered part of the “interior wet area” identified under Task 6, Interior Wet Area Coating System. It shall be included in the quotation for Task 6.

12. Please confirm the scope provided in Task 4 includes the interior ladder from the bottom of the shell to the shell manway. Also, confirm that it does not include any exterior ladders.

a. The interior access ladder referenced in Task 4 is located within the riser and extends from the riser manway to the shell manway, as shown on Sheet 002, Detail 2 (Typical Elevation Plan). This ladder is included in the Task 4 scope for replacement.

b. Task 4 does not include any exterior ladder work.

13. Is a bid bond/guarantee required for this project?

a. The solicitation has clause 52.228-15, Performance and Payment Bonds -

Construction which mandates its usage in solicitations and contracts for construction that contain a requirement for performance and payment bonds if the resultant contract is expected to exceed $150,000.

14. Is there a 3rd party inspector required for this project? If yes, how many inspections would be required? What are the days and hours allowed to work throughout the week? When is the anticipated start date and end date?

a. No. Normal duty hours are 7:30am-4:30pm Monday-Friday. No anticipated start date is currently available other than 10 days after NTP. The period of performance is 120 days.

15. Please advise whether a bid bond or other acceptable form of bid guarantee is required from the prime offeror

a. Yes, contracting performance falls squarely on the shoulders of the Prime Contractor, who must comply with all posted clauses/provisions. Bid guarantees/bid bonds are the same thing and are the only way to satisfy the requirement.

16. Under mobilization it states: “Contractor shall mobilize to the jobsite within 10 calendar days after contract award.” Is this after we sign and return the notice to proceed or as soon as your firm determines who they want to do the project? We won’t be able to get to this project until November. So we just want to make sure we can actually bid this project.

a. Once awarded, the government will issue an NTP (Notice to Proceed).

Contractors will have 10 days after issuance to begin work.

17. In Section 01 00 00 General Requirements under 1.3 A Work Schedule it says we can only work from 7:30am-4:30pm Monday-Friday. Can we work later and on weekends with prior approval?

a. Additional work hours will be considered on a case-by-case basis, provided the baseline schedule remains in-tact.

GOODFELLOW AIR FORCE BASE TEXAS

18. I noticed that the interior wet paint system is outdated and is not in compliance with current AWWA D102. I don't know if you are bound by that but just thought I would bring it to your attention once I noticed it. Your spec notes N140 but the current AWWA/NSF standard would be series 21 if you are using Tnemec paint. Sherwin Williams paint would be Sher-Plate 600

a. The Government acknowledges the comment regarding the interior coating system. The currently listed coating (Tnemec N140) is not compliant with AWWA D102-2021 or NSF/ANSI/CAN 61 requirements for potable water immersion. The project will use a current AWWA-approved interior coating system such as Tnemec Series 21 Epoxoline or Sherwin-Williams Sher-Plate

600. This update maintains compliance with AWWA D102, NSF 61, and supports the design basis for the passive magnesium cathodic protection system.

19. The cathodic protection contractor we work with often expressed concern regarding the new system design. He noted that direct-connect zinc anodes are only used in specific circumstances. UFC 3-570-01 paragraph 4-2.1.1 limits zinc to water resistivity of 2,000 ohm-cm or less, and their low driving voltage means wall-mounted zinc will not protect a tank of this size in typical potable water. He also raised concern that the drawings and specifications do not provide the underlying design criteria for the proposed system, specifically anode quantity, sizing, spacing, resistivity data, or supporting calculations and that the system does not appear to meet these UFC/UFGS requirements.

a. Zinc anodes will not be used. The project will utilize a UFC-compliant passive magnesium sacrificial anode system. See Specification Manual (Addendum-002), dated 9/9/2026 with added SECTION 24 42 15 PASSIVE

(GALVANIC) CATHODIC PROTECTION SYSTEM FOR INTERIOR OF

STEEL WATER TANKS. The contractor shall ensure compliance with UFC 3-570-01, NACE SP0196, AWWA D106-2024, and SECTION 26 42 15.
