Header Miscellaneous Text (Modified):
A. General Information
1. Contractor Selection
Selection of a contractor will be based on competitive, lowest price technically acceptable acquisition, consistent with the evaluation factors described in Section M
- Evaluation Factors for Award. Pursuant to the provisions of the clause at FAR 52.215-1, Instructions to Offerors - Competitive Acquisition, the Government intends to evaluate and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer (CO) later determines them to be necessary. If the CO determines the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
2. Point of Contact
The Contract Specialist and the CO are the sole points of contact for this acquisition. Address any and all questions or concerns in writing by email. The Contract Specialist and CO's address is as follows:
Contract Specialist:
Alicia Bowman 310 M Street, Bldg 4605 Keesler AFB, MS 39534 E-mail: alicia.bowman@us.af.mil
CO:
Tiffany Aultman 310 M Street, Bldg 4605 Keesler AFB, MS 39534 E-mail: tiffany.aultman@us.af.mil
3. Debriefings
All Offerors may request debriefings by providing a written request to the CO at the address located in Block 8 of Section A within three calendar days after receiving notification from the CO of elimination from the competitive range or award of contract. Offerors excluded from the competitive range may request a pre-award debriefing or a post-award debriefing upon notification of exclusion from the competitive range. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. To the maximum extent practicable, debriefings will be conducted within five days of the debriefing request.
4. Proprietary Information

B. General Instructions
1. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts, Part I - Price Proposal, Part II - Technical Proposal and Part III - Past Performance Information.
2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror's proposal. Each part of the proposal shall be written on a stand-alone basis so that its content may be evaluated without cross-referencing.
Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.
4. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. If an Offeror believes the requirements in these instructions contain an error or omission, or are otherwise unsound, the Offeror shall immediately notify the CO and Contract Specialist in writing with supporting rationale, as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.
5. Written questions or requests for clarification may be sent via email to the 81st Contracting Org box: 81CONS.PKA.Flight@us.af.mil. After RFP release, it is encouraged that any questions or clarifications be submitted within ten (10) days of the RFP release date. The decision whether to respond to questions and requests for clarification submitted after those ten (10) days shall be at the sole discretion of the CO.
6. A pre-bid site visit will be conducted on 25 June 2025 at 2:00PM CDT. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.
If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
All prospective Offerors are highly encouraged to attend this conference/site visit and are advised that this will be held solely for the purpose of explaining the concepts involved in the project and the specification, terms, and conditions of this solicitation. Failure of a prospective Offeror to submit any questions or attend the conference will be construed to mean that the prospective Offeror fully understands all requirements of the solicitation.
C. Specific Instructions:
1. Offerors shall submit their proposals in either of the following ways:
Electronic proposals (in PDF format) may be submitted via email to 81CONS.PKA.Flight@us.af.mil and alicia.bowman@us.af.mil or via CD/DVD.

Section M - Evaluation Factors for Award
Header Miscellaneous Text (Modified):
BASIS FOR CONTRACT AWARD - The evaluation factors are:
I. PRICE PROPOSAL
II. TECHNICAL PROPOSAL
III. PAST PERFORMANCE
1. This acquisition will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. To be considered for award, an Offeror's proposal must conform to all solicitation requirements and the Offeror must be deemed responsible. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable and the proposal, therefore, ineligible for award. While the Government will strive for maximum objectivity, the evaluation process is subjective by nature and, therefore, professional judgement is implicit throughout the entire process.
2. The Government intends to award a contract without discussions with respective Offerors; therefore, the initial offer should contain the Offeror's best terms from a price and technical standpoint.
3. An Offeror may be asked to clarify certain aspects of its proposal (e.g., the relevance of past performance information) or respond to adverse past performance information to which the Offeror has not previously had an opportunity to respond. Exchanges conducted with regard to adverse past performance or to resolve minor or clerical errors will not constitute discussions, and the Government reserves the right to award a contract without the opportunity for proposal revision.
4. For the purpose of conducting evaluations, the Government will first rank all proposals by Total Evaluated Price (TEP), the total sum of all CLINs, calculated in accordance with the procedures outlined in Part I, Price Proposal. Then, the Government will evaluate Part II, Technical Proposal of the Offeror presenting the lowest TEP. If the Technical Proposal is rated "Acceptable" then the Government will evaluate Part III, Past Performance of the Offeror with the lowest TEP. If the Past Performance is rated "Acceptable" and the TEP is determined fair and reasonable, then award shall be made to that Offeror without entering into discussions or conducting Technical or Past Performance evaluations on other proposals, as this represents the best value to the Government.
5. If the lowest priced proposal does not have acceptable technical and/or past performance or the TEP is not deemed fair and reasonable, the Government shall evaluate the Offeror presenting the second-lowest TEP in accordance with paragraph 4 above. If the second-lowest priced proposal does not have acceptable technical and/or past performance or is not deemed fair and reasonable, the Government shall evaluate the Offeror presenting the third-lowest TEP (and so forth) until the LPTA offer is identified. The CO anticipates a high volume of proposals in response to this solicitation. Written notices shall be provided to unsuccessful Offeror(s) as appropriate.
6. Though it is the Government's intent to award without discussions, the Government may hold discussions if determined to be in its best interest. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, Offeror responses to Evaluation Notices and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the Offeror's proposal has been evaluated as Acceptable at the time discussions are closed, changes or exceptions in the FPR are subject to evaluation and may render the Offeror's proposal unacceptable and ineligible for award.
7. The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an offeror's proposal does not meet the Government's requirements and is not considered correctable, the offeror may be eliminated from the competitive range.
Price proposals will be evaluated for reasonableness. Offerors whose TEP is determined to be unreasonable will not be considered for award. A. Price Proposal:
The TEP is the total sum of CLIN 0001 and CLIN 0002.
i.) Reasonableness: A comparison of proposed prices received in response to the solicitation will be conducted and will be evaluated for reasonableness with one or more of the proposal analysis techniques described in FAR 15.404, which may include, but not limited to, comparison to similar contracts to include comparison of proposed prices received in response to the solicitation and comparison to the Independent Cost Estimate (ICE). The proposed price will also be looked at for unbalanced pricing.
ii.) The bid guarantee will be inspected to ensure it is in the proper form and amount and adheres to the requirements found at FAR 52.228-1.
The Government's technical evaluation team will evaluate the Offeror's technical proposal on a pass/fail basis, assigning a rating of B. Technical Proposal:
Acceptable or Unacceptable, as defined in the table below.
i.) Project Execution Plan
The offeror's technical proposal must be a Project Execution Plan, including all planned activities the offeror will use to complete the project in accordance with the Statement of Work, drawings, and specifications. To be rated as acceptable, and to clearly meet the minimum requirements of the solicitation, the offeror must provide a clear Project Execution Plan, and must adequately address/include items (1) though (8) below.
(1) Construction Approach
(2) Detailed construction Progress Schedule
(3) Quality Control Plan
(4) Environmental Plan (Spillage)
(5) Safety Plan
(6) List of Materials
(7) List of Heavy Equipment
(8) List of Key Personnel and Subcontractors.
The Government must be assured that the Offeror has the ability to perform the requirements of the Statement of Work, drawings, and specifications through the proposed Project Execution Plan. The plan shall not simply restate or rephrase the Government's requirements, but rather provide a convincing rationale explaining how the Offeror intends to meet the minimum requirements of the solicitation. If any aspect of items (1) through (8) above are determined to be deficient, incomplete, or unacceptable to the Government technical evaluation team then the overall technical proposal will be assigned an unacceptable rating.
Rating Description
Acceptable Proposal meets the minimum requirements of the solicitation
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
C. Past Performance: Past performance will be reviewed to confirm no Marginal or lower ratings exist. The CO shall seek recent and relevant past performance information based on (1) the past and present efforts provided by the offeror (ex: past performance questionnaires) and (2) data independently obtained from other government and commercial sources (ex: Contractor Performance Assessment Reporting System (CPARS) ratings). Past performance evaluation ratings are defined in the table below. Offerors evaluated for past performance will receive a rating of "Acceptable" or "Unacceptable."
i) Recency: Past performance will be limited to work performed in the last five years from the issue date of the solicitation.
ii) Relevancy: Relevancy is defined as a stand-alone project comparable to this requirement in scope and magnitude. Contractor's performance on projects completed within the last five years from the issuance date, not completed but over 30%, and/or past CPARS ratings will determine acceptability. Relevant performance includes performance of efforts involving requirements that are similar to or greater in scope, magnitude, and complexity than the effort described in this solicitation.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not readily available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2) (iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
Rating Description
Acceptable No marginal or lower rating exists in the offeror's performance record, or the offeror's performance record is unknown (neutral).
Unacceptable Marginal or lower rating exists in the offeror's performance record.
