About this file
This document is an Addendum 1 to a federal solicitation for a runway maintenance project at Keesler Air Force Base in Mississippi. The contract, set aside for Service-Disabled Veteran-Owned Small Businesses, involves removing rubber from and restriping a runway, with a project value between $500,000 and $1,000,000. Key changes in the addendum include modifications to the Statement of Work (SOW) regarding laydown area signage, contractor pass requirements, and identification procedures for non-US citizen personnel.
The addendum updates technical evaluation factors, removing the Barrier Plan requirement and adding new criteria such as proposed labor hours, equipment specifications, and personnel role restrictions. Drawing changes include identifying the laydown yard, specifying a water source via fire hydrant, detailing surface preparation procedures, and adding a new runway section view sheet. A new specification (ETL 04-2 Chg 2) will take precedence over previous guidelines, and contractors must submit detailed information about labor classifications, equipment types, and key personnel to be considered for the contract.
