About this file
This document is a memorandum from the 81st Training Wing's Visitor Control Center (VCC) outlining vetting criteria and access procedures for contractors seeking entry to Keesler Air Force Base (KAFB). The memorandum provides detailed guidelines for contractors, including fitness determination requirements, pass duration options, and vehicle access protocols. Key requirements include:
Contractors must undergo a comprehensive background check using a Denial Matrix Offense Category table that lists disqualifying criminal offenses with specific timeframes. Short-term passes range from 1-30 days, while long-term passes cover 61 days to 1 year. Contractors must provide accurate employee information to their contracting point of contact, verify access requests in advance, and bring proper identification and documentation. Vehicle access requires current registration, insurance, and appropriate driver's licenses, with strict rules against unattended vehicles in the visitor parking lot.

MEMORANDUM FOR CONTACTORS REQUESTING ENTRY TO KAFB
FROM: 81 SFS/S5V
Visitor Control Center 1 Tingle Street Biloxi MS 39534
SUBJECT: Vetting criteria and access process

1. This memorandum is drafted for the convenience of contracting agencies/businesses by the 81/SFS Visitor Control Center (VCC) to ensure contracting agencies can send the appropriate personal, and minimalize the risk of them being turned away/waiting for hours to obtain their pass.
2. Fitness Determination. Vet for any individuals that may not be authorized to enter the installation, please see Table 1, pg 3 Denial Matric Offense Category, for a list of charges the VCC checks for, however other factors could also affect access suitability. If the employee has one for the listed charges/types, however the case was dismissed or not convicted they will need to bring a signed and notarized document that includes the name of charge, charge number, and if the charge was dropped/dismissed every time they come to obtain a pass or until they get with the issuing county of the charge and have the case disposition input into their record. The document cannot be a photo, and must be a physical copy.
3. Pass duration. Discuss with your prime contractor, or 81st Contracting point of contact (POC) if your work requires a short term or a long term pass. Short term passes are from 1-30 days and long term passes are 61 days to 1 year.
4. Pass request. Ensure you provide your contracting POC with the correct info of your employees. Contractors are frequently turned away from the VCC as the identification documents provided will differ from the names submitted to the contracting POC. Please see template/example, page 4.
a. Before arriving at the visitor center ensure you contact your 81st contracting POC to verify a request for access has been sent. Prior passes are not automatically renewed. A new request from the POC is required before a new pass can be generated. This is one of our major delays as many contractors arrive at the VCC and spend upward of an hour awaiting the new request before they can obtain their pass.
5. To drive on to the installation, drivers will need to have their physical vehicle registration, proof of insurance, and appropriate commercial/driver’s license depending on vehicle driven. All documentation must be current and valid.
a. Vehicles may not be left unattended at the VCC, any vehicle in the parking lot where the driver is not in the vehicle or the VCC for more than 30 minutes will they be cited in accordance with 50 U.S.C 797, Security Violations.
