About this file
This document is a Pre-Bid Questions and Answers file for the FA301025R0016 Remove Rubber and Restripe Runway federal contract opportunity at Keesler Air Force Base. The document contains 73 detailed questions and answers addressing critical aspects of the project, including surface preparation, rubber removal methods, work hours, airfield operations, personnel requirements, and technical specifications. Key highlights include the water blast method being the preferred rubber removal technique, work hours restricted to 0700-1700 on weekdays, no work on Taxiway Alpha, and a 10% assumption for basic patching/filling of the runway surface.
The solicitation is a Service-Disabled Veteran-Owned Small Business set-aside with a project magnitude between $500,000 and $1,000,000. The proposal due date has been extended to 23 July 2025, and funds are not currently available, with the government reserving the right to cancel the solicitation. Contractors must complete annual representations and certifications electronically via SAM.gov, and an organized site visit was previously set for 25 June 2025. Escort requirements will be in place throughout the ramps, runway, and restricted areas, with specific access and background check requirements detailed in the 81SFS Access Process MFR.

FA301025R0016 Remove Rubber and Restripe Runway Pre-Bid Questions and Answers
1. Civil keynote 2 on plan page C-103 states, “Level 2: Surface preparations include what is described in Level 1 plus other procedures necessary to create sound surface for repainting including solvent cleaning, basic patching/filling, light sanding/abrading. 10% assumption of area for bidding purposes.” Regarding the “basic/patching filling”, please provide a detail of any HMA or PCC patching that will be required so bidders may accurately quote the work.
A: See revised drawing C-103.
2. Again, pertaining to civil keynote 2 on plan page C-103, should bidders assume 10% for each “solvent cleaning”, “basic patching/filling, AND “light sanding/abrading? Or some combination of the 3?
A: See revised drawing C-103 Civil Keynote 2: “10% assumption of area for bidding purposes” applies to basic patching/filling only.
3. With respect to “light sanding/abrading”, will high pressure water blasting be a viable option?
A: See revised drawing C-103, Civil Keynote 1.
4. Please identify the location of the oil/grease facility on the installation.
A: Refer to drawing C-102, Civil Keynote 1
5. When looking at Section L of the solicitation 4. Part II – Technical Proposal (b)(6) Barrier Plan, the Contractor is to provide a barrier plan with proposal submission. Due to the SOW and the contract documents stating that the airfield is to remain active throughout the life of this contract, what barrier plan will bidders need to provide?
A: The Barrier Plan has been removed from the technical factors listed in Section L and M of the solicitation. Please review the updated technical factors before submitting your technical proposal.

8. Page 32 states, “If the Offeror is referencing on their PPRL an effort in which a PPQ was previously submitted in response to another solicitation issued by Keesler AFB, please annotate this on the PPRL and the PPQ submitted previously can be used by the Contracting Office for Past Performance Evaluation.” May the Offeror submit an effort in which a PPQ was previously submitted in response to another solicitation issued by another Air Force Base, if the PPQ form requires the same information as the PPQ form provided by Keesler AFB?
A: Yes, but PPQs must be submitted by the evaluator, not the contractor.
9. What are the hours of work for the runway?
A: 0700-1700 weekdays; refer to SOW 3.8 Hours of Operation
10. Will the hours of work for the runway differ from the taxiway and apron?
