About this file
This document is an Additional Questions and Answers (Q&A) file for the Remove Rubber and Restripe Runway federal contract (Solicitation Number FA301025R0016). The Q&A addresses three key contractor concerns regarding runway maintenance: (1) the scope of patching and filling work, specifically clarifying that only the 2-inch surface course may be addressed during rubber removal, with no need to disturb underlying layers; (2) operational challenges of performing work on an active airfield with only 30-minute notices for air traffic, which the government confirms does not require extensive excavation or reconstruction; and (3) compaction requirements for small patch areas, with the government indicating density testing is not required unless base layers are disturbed. The contract is a Service-Disabled Veteran-Owned Small Business set-aside with an estimated project value between $500,000 and $1,000,000, associated with the Department of the Air Force Air Education and Training Command.

FA301025R0016 Remove Rubber and Restripe Runway Additional Questions and Answers
1. After reviewing the questions and answers provided on July 2nd, the revised documents still do not contain a detail of what the Contractor should account for with respect to “patching and filling”. It is understood that the 10% of the area within the runway should be accounted for with patching/filling, however the reconstruction process is still unclear. Plan Sheet C-504 shows a structural thickness that the Contractor can account for (2” surface, 8” binder, and 12” of limestone base). Is the Contractor to assume that, for 10% of the area within the runway, a full depth patch will be required? If so, please confirm that the Contractor is to A) remove 10” of HMA B) remove 12” of limestone base and C) scarify existing subgrade to a depth of 12” to reach 95% density.
Subsequently, please confirm that the Contractor is to install 12” of limestone (in 4” lifts), 8” of HMA binder (in 4” lifts), and 2” of surface course (2” lift).
a. Assume 10% for patching/filling is based on rubber removal only. This is not a full depth patch replacement. Patching and filling is based on the 2” inch surface course only. It is anticipated that during rubber removal, small, jagged bits of asphalt may become dislodged or broken requiring patching or filling, prior to paint application.
b. Plan sheet C-504 is a typical section view. The contractor is to assume that 10% patching or filling is for surface course only. Contractor should not encounter binder course.
i. Contractor is NOT to remove 10” of HMA
ii. Contractor is NOT to remove 12” of limestone base
iii. Contractor is NOT to scarify existing subgrade.
c. Contractor is NOT to disturb any layer other than 2” surface course.
2. Should the process outlined above be accurate, Contractor has valid concerns of how this work is to performed with an active airfield. This process will require milling or excavation (large, slow-moving equipment), aggregate placement (requiring delivery trucks), HMA placement (requiring delivery trucks), and smooth drum rollers (large, slow-moving equipment) to achieve the desired results. How can the Contractor perform this on active airfield where, by specification, only 30-minute notice will be provided to incoming/outgoing air traffic? This type of work typically requires a shutdown to maintain safety for all personnel involved including KAFB pilots and Contractor/subcontractor employees.
a. Process outlined above is inaccurate. Therefore, no milling nor excavation equipment is necessary. No aggregate placement nor drum rollers are necessary.
b. Contractor is only responsible for removing tire rubber and repairing any damaged surface area by patching and filling caused by removing the rubber.

3. Contractor also has valid concerns of how the patching/filling work is to be completed should the identified patches be so small in area that the large equipment needed to achieve density cannot be used. How will the Government view small areas where compaction equipment cannot be used to achieve density? Will density be waived?
a. Compaction and density should not be required unless the contractor disturbs base layers of the runway.
