2.3.3.16. Custodial Service. The Government will provide custodial services through the base custodial contract, to include equipment, materials, supplies/consumables, labor, etc., for administrative offices, latrines/restrooms, break rooms, hallways, and common areas in all buildings occupied by the SP.

The base custodial contract is subject to change. 3.1.5.8. General Housekeeping.

Provide all equipment, materials, supplies, labor, etc., for the cleanup and housekeeping of GOCO facilities.

These paragraphs seem to conflict.

Request clarification as to what is expected by the SP and what will be provided by the government.

6.1.1.14.1., 6G-1?, and 3.1.17.2.9

DAA endorsement is nearly impossible to achieve unless there is a contracted requirement.

Since the 2.1.17.1 paragraph states "manage" can the SP assume this system will be government provided? If not is there a time period after contract start that will be allowed? Is there a workload estimate for this effort?

Yes, the Quality Manager Information Systems (QMIS) will be provided by government, if the service provider elects to use QMIS. However, the service provider is responsible for maintaining the FOS QMIS database on the Government server. Workload estimate is 4-6 hours daily.

Paragraph 2.1.17.1 has been revised to read, '2.1.17.1. The SP shall furnish (or use the current government provided web application [Quality Management Information System (QMIS)]) and manage a web-based application to be used for program management of the contracted area. The

SMART must provide control and visibility of all contract processes in support of operations at

Vance AFB while meeting prescribed standards for security, interoperability, supportability, sustainability, and requirements to be used on the AF network. …" Also, Paragraphs 2.1.17.1.1 -

2.1.17.4 have been revised. Note 1: The service provider may use the Government server for service provider software if the service provider elects to use a web-based application; however, the software must be on an approved list

(https://cs.eis.af.mil/afdaa/Lists/COTSGOTS%20Software/EPL.aspx) or go through the certification process. Also, see DFAS 252.239-7001, Information Assurance Contractor Training and

Question: Do we assume correctly that this performance threshold applies only to the retained J-

85 JEIM tasks specified in PWS paragraph 3.1.14.3?

Yes, this applies to J85 engines repaired at Vance AFB. These are Jet Engine Intermediate

Will the Government make Off-station Recovery a CPFF CLIN in Section B or some other type of

CLIN where actual costs, fee, and other loads can be recovered by the SP?

Please see response to ID 33

Comment:

Question:

Response:

Due to the large area of Vance responsibility, this could be a major area of cost for the contract. The

Government should not pay for an FFP price that is elevated to cover the SP's risk, nor should the SP be unable to recover his costs plus reasonable fee for the effort.

The AETC A4M Staff needs to address this requirement because it has the potential as written to negatively impact fleet health and significantly raise AETC's cost of contract execution, to the tune of up to 23 additional A/C Mechanic and A/C Servicer FTE on a typical AETC Aircraft

Maintenance contract

Will AETC place some reasonable limit on the number of aircraft that have to be generated daily or number of goes that should be flown, by MDS, to support the flying schedule, other than requiring the maintenance contractor to "generate an MDAR of AA?"

Note A on page 3-2-2; 3.2.2 on pages 3-2-4 - 5; Note A on page 3-2-5 have been removed.

Comment:

Question:

Response:

We see the greatest potential for damage to fleet health and contract cost escalation in the T-38C flying training squadrons, based on past experience. The daily and weekly flying and maintenance scheduling process must be disciplined in order for a Wing to complete its annual flying hour program efficiently. Let's consider a notional example of a unit with 100 T-38 aircraft AP. Given an MC rate standard of 75%, the SP could be required to generate 75 aircraft daily for the flying schedule. The commander of a T-38 FTS has no responsibility for scheduled maintenance, average fleet time or efficient use of maintenance man hours. His concern is with executing the flying schedule with as few goes per day as he can get. He can accomplish that by requiring Maintenance to generate enough aircraft for the first go to have a "one go or two go day." The SP will have to support this either by shifting manpower from scheduled maintenance (which impacts fleet time) or by pricing additional manpower into the contract to generate the aircraft, keeping in mind the AETC imposed limit of only 3 BPO/Pre-flight inspections per mechanic per 8-hr shift. Don't take our word for it. Go visit your FTWs with contractor maintenance and watch the flight scheduling process for a couple of weeks yourselves. Check to see if the local Government Maintenance Authority or any of the CORs attempt to limit the number of aircraft committed to the schedule or increase the number of goes in the name of efficiency. Then consider the potential cost of a scheduling process that lacks rules to discipline Ops as well as the Maintenance contractor.
