21-1-1

SECTION 21-1

21.1. AIRFIELD MANAGEMENT SERVICES (AMS)

21.1.1. DESCRIPTION OF SERVICES: Airfield Management (AM) is a service dedicated to providing professional, safe, and effective airfield operations supporting the 71 FTW and Kegelman Auxiliary Airfield (KCKA), Oklahoma. Support to 71 FTW is critical due to its role in pilot training. Aircrews and their aircraft are the most important customers, and the airfield and airfield management operations are the first impression of the base for many visitors. It is critical that the airfield be kept at a very high state of readiness at all times and presents a neat and orderly appearance. Conduct airfield support activities in strict compliance with DoD, AF, and Federal Aviation Administration (FAA) standards mandating safety requirements for military air operations. Periodically accommodate priority airfield operations by opening the airfield early and/or closing the airfield late. Ensure employees meet the training, qualification, and prior experience requirements of this PWS and document IAW 13- 204 volume 1, Airfield Operations Career Field Development and volume 3 Airfield Operations Procedures and Programs and this PWS. AM personnel must possess required knowledge, skills, and abilities to manage and inspect the airfield environment for safety and compliance with established Air Force, FAA, International Civil Aviation Organization (lCAO), or North Atlantic Treaty Organization (NATO) airfield planning and design criteria.

Provide all services in accordance with applicable directives as listed in Appendix 21A.

21.1.2. SERVICES TO BE PROVIDED: The SP shall:

21.1.2.1. Adherence to Directives. Also, the SP shall receive AF directed evaluations approximately every two (2) years in accordance with AFI 13-204, volume 2, utilizing the AM checklist delineated in the aforementioned instructions. The SP is expected to adhere to all supplements, changes, and amendments to governing directives.

21.1.2.2. Provision of AMS.

21.1.2.2.1. Hours of Operations specific to AMS. The SP’s operation hours will directly mirror the operation hours of Vance Tower as official airfield hours. Two (2) Airfield Management Operations personnel will be on-duty one (1) hour prior to official airfield operating hours at Vance AFB to provide services as needed. The SP will also ensure that one (1) Airfield Management Operations individual is dispatched to Kegelman to perform AMS. Kegelman will be manned Monday through Friday 0700L to 1900L, to support flying operations. Either

21.3.3. AMS Mission Statement. The USAF Agile Combat Support (ACS) Concept of Operations (CONOPS) is the foundational CONOPS that provides the support foundation and integration for the USAF operational CONOPS. Within the construct of ACS CONOPS, AM is identified as a functional capability. The desired effect of ACS is to provide the combat support required for worldwide operations across the full Range of Military Operations (ROMO). To effectively employ air power, a joint force commander must ensure the safe and expeditious operation of aircraft with reliable and effective AMS both in a fixed-base and expeditionary environment. AM is a functional capability that enables both the projection and sustainment of aviation capability. The ability to provide assured AMS to aircraft is vital. The mission of AF AM is to facilitate the safe, orderly, and expeditious launch and recovery of tactical and strategic aircraft and to assist in enhancing the war fighter capabilities. To support national objectives, the Air Force provides AMS to U.S. and allied aircraft with experienced AM personnel to oversee the management and operations of the airfield and its various infrastructures and to provide and facilitate flight data information through the national and international airspace systems. The personnel who provide oversight and management of airfields, aircraft flight following, flight information transference, and flight planning are an integral part of the airfield operations and support functional area.

21.3.4. AM Description. For AF airfields, overall management is primarily the responsibility of the AFM. The AFM accomplishes this responsibility with the help of personnel identified as AAFM, AMOM, AMTM, AMSL and AMOPS personnel. The AM function, by its very nature, requires knowledge of, and interaction with many different functional areas that are essential to performing their duties within the airfield environment. To maintain a safe, efficient and effective airfield, AM must assure precise synergy of all airfield operations, maintenance and service support efforts. A major requirement is complete understanding of the flying mission, aircraft characteristics, airfield criteria/standards, civil engineer/safety AFIs, aircraft maintenance support, impact of weather on operations and the affect of various support activities on flight operations.

21.3.5. AM at Vance AFB Airfield Support is a service dedicated to providing safe, effective airfield operations supporting 71 FTW and KCKA. Support to the 71 FTW is critical due to its role in the pilot training mission. Aircrews and their aircraft are the most important customers, and the airfield and airfield management operations are the first impression of the base for many visitors. It is critical that the airfield be kept at a very high state of readiness

AM personnel must possess required knowledge, skills, and abilities to effectively manage and inspect the airfield environment for safety and compliance with established AF, FAA, lCAO, or NATO airfield planning and design criteria. Provide all services in accordance with applicable directives as listed in Appendix 21A.

21B

21B.1. WORKLOAD DATA. Workload Estimates (Informational only)

21B.1.1. Airfield Management provides direct service to approximately 215 aircraft and 75,000 annual flight operations in support of the 71 FTW pilot training mission.

Personnel perform approximately four (4) airfield inspections and/or checks per day.

Personnel respond approximately seven (7) times per month to the airfield for bird/wildlife dispersal operations during the migratory season (generally defined as early October to December and late February through April). Bird/wildlife dispersal may be required at any time throughout the year. Other airfield responses are as needed for things such as FOD, and determination of runway surface condition. Two (2) personnel must be on duty at Vance and one (1) at Kegelman while the airfields are open, with the exception of Kegelman being closed on Sundays, and Kegelman being manned to support airfield response during normal flying hours IAW AFI 13-204, volume 3, paragraph 16.2.1. Current airfield operating hours f o r V a n c e are 0700-2000(L) Monday through Friday, 1300-1700(L) on Sundays, and closed federal holidays. However, hours could change based on mission needs and/or contingency operations. Additionally, the V a n c e airfield may be required to open early and close late to support distinguished visitor and other high level missions.
