INTRODUCTION

AFSAT has a requirement to provide King Air 350 Aircrew Initial Training and Aircrew Recurrent training to 20 International Military Student (IMS) pilots in support of the Iraqi Air Force Flight Training Program; 10 pilots are to receive Aircrew Initial Training and an additional 10 pilots are to receive Aircrew Recurrent Training.

BACKGROUND

Students scheduled to receive King Air-350 Aircrew Initial Training (CLIN XXXX) under this task order are previously-winged pilots in the Iraqi Air Force who each possess between 50-75 total flight hours. Students scheduled to receive King Air-350 Aircrew Recurrent Training (CLIN XXXX) under this task order are previously-winged pilots in the Iraqi Air Force who each possess more than 300 total flight hours.

SCOPE OF WORK

1. Provide King Air 350 Aircrew Initial Training to 10 Iraqi pilots to be delivered through five (5) separate classes of two (2) students each. Classes are anticipated to be 10 to 12 training days each in duration.

2. Provide King Air 350 Aircrew Recurrent Training to 10 Iraqi pilots to be delivered through five (5) separate classes of two (2) students each. Classes are anticipated to be three (3) to five (5) training days each in duration.

3. Classes requested under CLINs XXXX and XXXX are separate and independent of one another. The Contractor shall not schedule multiple training classes under the same CLIN to run concurrently; however, the Contractor may at its discretion schedule single classes under CLINs XXXX and XXXX to run concurrently. The Contractor shall schedule the ten (10) total classes requested under this task order in a manner that evenly spaces class start and completion dates throughout the anticipated nine-month Period of Performance (PoP) of 15 August 2019 through 31 May 2020. Training delivered under both CLINs XXXX and XXXX shall consist of academics and simulator flight training.

DELIVERABLES

INITIAL TRAINING (CLIN XXXX)

1. Academics. Approximately 22 hours lecture (academics) and 1 hour for an End of Course Exam. Typical subject areas are:

1.1 Aircraft Systems

1.2 Normal Procedures

1.3 Emergency Procedures

1.4 FMS Procedures

1.5 Aerodynamics

1.6 Aircraft Operating Limits

1.7 Safety

2. Simulator Flight Training. 15 hours of simulator based flight training per student pilot. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. Each flight period must include a cross section of normal procedures, as well as King Air 350 critical/non-critical emergency procedures. The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods the instructors should emphasize proper performance of normal procedures, and proper identification, analysis and response to emergency procedures. Areas of focus include:

3. Training Period. Approximate training time for King Air 350 Initial Qualification Training shall be ten (10) to twelve (12) total training days per class. The proposed technical approach shall not exceed a maximum of eight

(8) hours classroom/flight time daily. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT. The certificate will contain a brief synopsis of the training received

RECURRENT TRAINING (CLIN XXXX)

1. Academics. Approximately 12 hours lecture (academics) and 1 hour for an End of Course Exam. Typical subject areas are:

1.1 Aircraft Systems

1.2 Normal Procedures

1.3 Emergency Procedures

1.4 FMS Procedures

1.5 Aerodynamics

1.6 Aircraft Operating Limits

1.7 Safety

2. Simulator Flight Training. Six (6) hours of simulator based flight training per student pilot. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. 3. Training Period. Approximate training time for King Air 350 Recurrent Qualification Training shall be three (3) to five (5) training days per class. The proposed technical approach shall not exceed a maximum of eight (8) hours classroom/flight time daily. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT. The certificate will contain a brief synopsis of the training received.

4. Broken Crew Support. Not required.

5. Lodging and Transportation (CLINs XXXX, XXXX). Lodging and student transportation requirements under this task order are detailed under the CONTRACTOR RESPONSIBILITIES – Student Support section below.

PLACE OF PERFORMANCE

CONUS – Contractor provided facility. Contractor shall include name and location of facility with its proposal.

TIMELINE

Task order anticipated Period of Performance is 15 August 2019 through 31 May 2020.

- Aircrew Initial Training (CLIN XXXX)- classes are anticipated to be 10 to 12 training days in duration.

- Aircrew Recurrent Training (CLIN XXXX)- classes are anticipated to be three (3) to five (5) training days in duration

SERVICES COORDINATION

U.S. GOVERNMENT RESPONSIBILITIES

This is a non-personal, commercial services contract. USG shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to USG. The USG does reserve the right to visit the flight training facility and observe classroom and simulated flight training.

CONTRACTOR RESPONSIBILITIES

The Contractor shall provide all instruction, equipment and classroom space/materials necessary to enable the students to successfully complete the prescribed flight training. The Contractor's instructional hours shall not exceed eight (8) hours of classroom/simulator time daily per training day.

English is the internationally recognized language for all aviation communications. The Contractor shall insist that all communication during flight training is in English.

End of Course Reports/Grade Folders: Course completion reports and student grade folders shall be provided via email to the AFSAT / MSR Points of Contact (POC) listed below not later than (NLT) seven (7) working days after class completion. The report shall include student completion dates, problem areas noted (if applicable) and remedies to issues noted. The Contractor will provide AFSAT with a certificate of completion for each student.

The certificate should provide a summary statement of the training received.

The Contractor shall notify the AFSAT POC’s listed below of any incidence(s) of student absence(s); the Contractor will complete notification to the POCs NLT 11:00 a.m. Central Time on the day of the student’s absence(s).

One (1) electronic copy of each required document shall be provided in a compatible Microsoft Office™ format (e.g. Word, Excel, PowerPoint). Provide a copy of the course Program of Instruction (POI) to the AFSAT POC’s listed below not later than five (5) days prior to course start date.

Student Support:

Lodging: The Contractor shall provide suitable housing for all students during training. All students shall be billeted separately in single rooms. Housing shall not be provided for accompanying dependents. The Contractor shall inspect the condition of assigned lodging rooms before each student moves in, and inspect each room again the day prior to student departure. The Contractor shall brief the students during their initial in-brief of these activities, as well as each student’s responsibility to at all times maintain their assigned rooms in the same condition as initially found. If damage is identified, the Contractor shall notify the appropriate training program manager of the extent of the damage and identify the most recent occupants within three (3) days of student departure. Contractors may delegate this function to commercial lodging facility personnel as long as positive communication can be maintained between the lodging facility and Contractor.

Student Ground Transportation: The Contractor shall provide all students with necessary transportation service between the training facilities, assigned lodging facilities, dining facilities and commercial airport(s) for the students’ official arrival/departure. The Contractor shall also provide transportation for one (1) shopping trip per calendar week. Transportation services shall be scheduled to support the students’ training schedule(s), and the transportation schedule shall be provided in advance to students for their planning purposes. Contractor-provided transportation is to be scheduled/used solely to support this task order Statement of Work (SOW), and is not intended for the students’ recreational use.

AFSAT Points of Contact (POC):

FINAL SERVICE

The Contractor shall provide all services necessary to enable the students to successfully complete/perform all classroom/simulator training duties and deliverables listed above. Delivery of final services will be validated with a Certificate of Training to be issued to each student by the Contractor upon successful completion of training.

CRITERIA FOR COMPLETION

For Initial Training (CLIN XXXX): Each student receives approximately 22 hours of academics to include an end-of-course exam, and 15 hours of King Air 350 simulated flight training.

For Recurrent Training (CLIN XXXX): Each student receives approximately 12 hours of academics to include an end-of-course exam, and 6 hours of King Air 350 simulated flight training.
