INTRODUCTION

The Royal Saudi Air Force (RSAF) has a requirement for nine (9) pilots to receive Cessna 172 Introductory Flight Training.

BACKGROUND

The student have no flight experience. The course is meant to introduce students to the flight environment and prepare them for follow-on US Navy and US Air Force pilot training.

SCOPE OF WORK

1. Provide C172 Introductory Flight Training to 9 total students. Students are expected to train in two groups.

One group of 4 arriving in Jul 2020. The last group of 5 students will complete training on, or before 31 March 2021. Classes for each group are anticipated to be 45 training days in duration with contract period of performance of 15 Jul 2020 through 31 March 2021. Exact class dates will be coordinated with the Contracting Officer Representative (COR). This training shall consist of academics, simulator, and flight training in the C172 aircraft.

Introductory Flight Training (IFT) is an indoctrination course of flight instruction conducted by select civilian Fixed Base Operators (FBO). International Student Aviators will receive a maximum of 25 flight hours in an FAA approved course of instruction pursuant to 14 CFR 141. Students will also receive associated ground training necessary to complete the FAA Private Pilot Airplane Airman Knowledge Test. Students must successfully complete the FAA Private Pilot Airplane Airman Knowledge Test with a minimum score of 80 percent. To complete the course of instruction, students must successfully solo the aircraft and/or receive 25 hours of flight instruction. If a student completes the solo flight before the 25-hour flight hour limit, at the discretion of their parent service, they may continue to receive flight training up to the 25-hour limit. If a student fails to solo but attains 25 hours of flight instruction, they will have completed the course.

No lodging or transportation services are required.

DELIVERABLES

1. Seasoning/Advanced Hands-On Aircraft Flying.

Deliver 25 hours of hands on flight time per pilot. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. Each flight period must include a cross section of normal procedures, supplemental procedures, as well as C172 critical/non-critical emergency procedures. The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods the instructors should emphasize proper performance of normal procedures, and proper identification, analysis and response to emergency procedures.

2. Academics. Students will receive associated ground training necessary to complete the FAA Private Pilot Airplane Airman Knowledge Test. Students must successfully complete the FAA Private Pilot Airplane Airman Knowledge Test with a minimum score of 80 percent. Typical subject areas include, but limited to:

3. Training Period. Approximate training time for C172 Introductory Flight Training (IFT) shall be no more than 45 training days in duration. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT per the PWS instructions. The certificate will contain a brief synopsis of the training received.

4. Training Location: Training must be provided in the NAS Pensacola, FL area.

Billeting and Transportation. Billeting and student transportation is not required.

CONUS – Contractor provided facility.

TIMELINE

Projected Period of Performance (PoP) is 15 Jul 2020 through 31 March 2021.

SERVICES COORDINATION

U.S. GOVERNMENT RESPONSIBILITIES

This is a non-personal, commercial services contract. USG shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to USG. The USG does reserve the right to visit the flight training facility and observe classroom and flight planning training.

CONTRACTOR RESPONSIBILITIES

The Contractor shall provide all instruction, equipment and classroom space/materials necessary to enable students to successfully complete C172 Introductory Flight Training (IFT) training. The Contractor's instructional hours shall not exceed eight (8) hours of classroom/simulator time daily per training day.

English is the internationally recognized language for all aviation communications. The contractor will insist that all communications during all flight training will be in English.

End of Course Reports/Grade Folders: Course completion reports and student grade folders shall be provided via email to the AFSAT / MSR Points of Contact (POC) listed below not later than (NLT) seven (7) working days after class completion. The report shall include student completion dates, problem areas noted (if applicable) and remedies to issues noted. The contractor will provide AFSAT with a certificate of completion for each student. The certificate should provide a summary statement of the training received.

The Contractor shall notify the AFSAT POC’s listed below of any incidence(s) of student absence(s); the Contractor will complete notification to the POCs NLT 11:00 a.m. Central Time on the day of the student’s absence(s).

One (1) electronic copy of each required document shall be provided in a compatible Microsoft Office™ format (e.g. Word, Excel, PowerPoint). Provide a copy of the course Program of Instruction (POI) to the AFSAT POC’s listed below not later than five (5) days prior to course start date.

Student Support:

Billeting: No required

Student Ground Transportation: No Required.

Training Location: Training must be conducted in the NAS Pensacola, FL area.

FINAL SERVICE

For C172 Introductory Flight Training (IFT): The Contractor shall provide all services necessary to enable the students to successfully complete/perform all classroom/simulator training duties and deliverables listed above.

Delivery of final services will be validated with a Certificate of Training to be issued to each student by the Contractor upon successful completion of training.

CRITERIA FOR COMPLETION

For C172 Introductory Flight Training (IFT), each student 25 flight hours in an FAA approved course of instruction pursuant to 14 CFR 141. Students will also receive associated ground training necessary to complete the FAA Private Pilot Airplane Airman Knowledge Test. Students must successfully complete the FAA Private Pilot Airplane Airman Knowledge Test with a minimum score of 80 percent.
