INTRODUCTION

The United States Government (USG) has a requirement for eleven (11) United States Air Force (USAF) Pilot Candidates to receive Cessna 172 (C-172) or other similar Technologically Advanced Single Engine Land Aircraft, aircrew initial training to prepare each student to obtain a Federal Aviation Authority (FAA) Private Pilot Certificate (Airplane) with an FAA Instrument Pilot Endorsement (Airplane). All training shall be conducted in a C-172 or other similar Technologically Advanced Aircraft for a Single-Engine Land Rating. Training will be conducted with Garmin 1000 and or Garmin 530/430 Avionics System with Electronic Primary Flight Display (PFD) and an electronic Multi-function Display (MFD). The Contractor shall have a Designated Pilot Examiner on staff.

BACKGROUND

USAF student pilots programmed for Undergraduate Pilot Training (UPT) are enrolled in Initial Flight Training (IFT) prior to attending UPT. IFT is a prerequisite program to introduce Active Duty, Air National Guard, Air Force Reserve Officers, who are candidates for Undergraduate Pilot Training, to light aircraft flight. All 11 students have completed IFT at L3-Harris, Pueblo, Colorado. Each student will enter training with approximately 18 hours of Single Engine Land time in a Diamond DA20 General Aviation aircraft. All flight time is day VFR dual time with the exception of approximately 0.5 hours of solo time.

Some students may not have flown for up ~120 days. Current DoD organic training venues do not possess sufficient capacity to provide this requested “top off” level of training.

SCOPE OF WORK

Provide Cessna 172 or other similar Technologically Advanced Aircraft, Initial Qualification training and Instrument Endorsement to eleven (11) USAF pilot candidates. Training shall be delivered through one (1) class. This class is anticipated to be one hundred twenty (120) training days in duration, with the class being conducted between 6 Jul 2020 and 4 Dec 2020 (~120 calendar days and students must complete training by 4 Dec 20). Training shall consist of academic to include written examinations, and flight training. The training site must be located within 35 miles of Randolph AFB, Texas. Contractor shall have a Designated Pilot Examiner on staff. Contractor shall provide training that meets FAA Private Pilot requirements (Airplane) as outlined in the Code of Federal Regulations (CFR), Federal Aviation Regulation (FAR) part 61; including Subpart E, Sections 61.102 thru 61.120. Each student shall be provided an opportunity to successfully pass the Private Pilot Practical with a designated FAA examiner and if successful shall be issued a FAA Private Pilot Certificate (Airplane). Contractor shall provide additional C-172 training required for each student to meet FAA Instrument Endorsement requirements (Airplane) as outlined in the Code of Federal Regulations (CFR), Federal Aviation Regulation (FAR) part 61; including Subpart B, Sections 61.65. Each student shall be provided an opportunity to successfully pass the Instrument Endorsement Practical with a designated FAA examiner and if successful shall be issued a FAA Private Pilot Instrument Endorsement (Airplane). Any Flight School accredited by the FAA as a Part 141 Flight School may use Part 141 minimums as permitted to satisfy FAA Private Pilot Certificate (Airplane) and FAA Private Pilot Instrument Endorsement (Airplane) requirements. Part 141 accredited Flight Schools may use a flight simulator or flight training device as outlined under Federal Aviation Regulation (FAR) part 61; including Subpart B, Parts 61.64 and 61.65.

DELIVERABLES

Contractor shall provide the COR and Program Manager a copy of the syllabus of training, that includes information on academics, flight training, and training device training.

1. Academics

1.1. Private Pilot Ground School and Examination

2. Flight Training

2.1. FAA Private Pilot Certificate (Airplane); Each students will be limited to 37 hours Flight Time (including FAA Private Pilot Practical) to obtain the FAA Private Pilot Certificate (Airplane). The USG anticipates flight training hours will be delivered to meet the Aeronautical Experience required and to build upon the previous 18 hours of SEL time. The Contractor may use up to thirty (37) hours allocated above as needed to meet the requirements outlined in FAR part 61, but each student must successfully complete their respective Practical by the 37-hour limit. This training can be conducted with aircraft configured with Garmin 1000 or Garmin 530/430.

2.2 FAA Private Pilot Instrument Endorsement

(Airplane); USG seeks a Part 141 School in an effort to avoid excessive cross-country category time. Students shall be limited to fifty (50) hours Fight Time (including FAA Private Pilot Instrument Endorsement Practical) to obtain the FAA Private Pilot Instrument Endorsement (Airplane). Since the Contractor will control the training required to meet the FAA Private Pilot Certificate (Airplane), the Contractor can use the 50 hours as needed to meet the requirements outlined in FAR part 61.65, but each student must successfully complete their respective Practical by the 50 hour limit. Instrument training shall be conducted in a Garmin 1000 configured aircraft.

2.3. Students shall be limited to ten (10) hours use of aviation training devices in furtherance of obtaining an FAA Private Pilot Instrument Endorsement (Airplane). If desired, a maximum of 10 hours of instrument time received in an aviation training device may be credited for the instrument time requirements as outlined in FAR part 61.65; USG expects that no more than 10 hours are required/authorized.

3. Training Period. Class start and end dates are as follows:

3.1. 6 Jul 20 – 4 Dec 20 (all students must be finished with training no later than 4 Dec 20 because the students have scheduled follow on training)

CONUS: Contractor-provided facility; training site shall be located within 35 miles of Randolph AFB, Texas.

TIMELINE

Projected Period of Performance (PoP) is approximately 6 Jul 2020 – 4 Dec 2020. The class is anticipated to be approximately one hundred twenty (120) calendar days in duration. (All students must complete training no later than 4 Dec 20 because the students have scheduled follow on training)

SERVICES COORDINATION

GOVERNMENT RESPONSIBILITIES

This is a non-personnel, commercial services contract. USG shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

CONTRACTOR RESPONSIBILITIES

The Contractor shall provide instruction, equipment and classroom space/materials (FAR/AIM, maps, headset, etc.)

necessary to enable USG students to successfully complete Cessna initial qualification training and later obtain an FAA Private Pilot Certificate (Airplane) with an FAA instrument endorsement. The Contractor's instructional hours shall not exceed eight

(8) hours of classroom/simulator/flight time daily per training day per student.

Weekly Report: Contractor shall provide the COR and Program Manager with a weekly report, by close of business each Friday, detailing the number of aircraft flights a student had performed during that week, an overall evaluation of the student’s performance, the student’s problem areas, instruction given to correct the students problem areas and estimated course graduation date.

Breaks in Student Training: When a student has not completed an aircraft flight or simulator in more than three days, the Contractor shall contact the Program Manager with the details of the break in training.

End of Course Reports/Grade Folders: Course completion reports and student grade folders shall be provided via email to the AETC/19AF/DOUA Points of Contact (POC) listed below not later than (NLT) seven (7) work days after class completion.

The report shall include student completion dates, problem areas noted (if applicable) and remedies to issues noted. One electronic copy of each required document shall be provided in a compatible Microsoft Office format (i.e., Word, Excel, and/or Power Point). Provide a copy of the course Program of Instruction (POI) to 19AF/DOUR five days prior to course start date. The Contractor shall notify the AETC/19AF/DOUA POC's listed below of any incidence(s) of students absence(s); the Contractor will complete notification to the POC's NLT 11:00 a.m. Central Time on the day of the student's absence(s).

FINAL SERVICE

The Contractor shall provide all services necessary to enable USG students to successfully complete/perform all classroom/simulator/flight training duties and deliverables listed above. Delivery of final services will be validated with a Certificate of Training to be issued to each student by the Contractor upon successful completion of training.

CRITERIA FOR COMPLETION

Each successful student graduates with all requisite training, practical experience, record(s) of examination and documentation to fulfill FAA requirements for issue of a Private Pilot Certificate (Airplane) with an FAA Instrument Pilot Endorsement (Airplane). Individual USG students will be responsible for the actual application and obtaining of their respective FAA licenses and endorsements.
