INTRODUCTION

The United States Government (USG) requires initial aircraft qualification, mission qualification, and instructor qualification training in the S-70 helicopter (UH-60A equivalent) be provided to one (1) USG instructor pilots and two (2) instructor Special Mission Aviator (SMA).

BACKGROUND

U.S. Department of Defense (DoD) personnel are required to fly S-70/UH-60 equivalent aircraft in support of various Air Advisor programs. Current DoD organic training venues do not possess sufficient capacity to satisfy all pending Air Advisor training requirements.

SCOPE OF WORK

Provide initial aircraft qualification, mission qualification, and instructor qualification training to one (1) USG instructor pilots and two (2) instructor SMA through a single, consolidated S-70 training course. Required class start date is anticipated to be on/around 11 March 2019 to 3 May 2019. A certificate of training shall be administered to each graduating student.

DELIVERABLES

1.0. Academics & Ground Training. Approximately forty (40) hours of lecture/academics, to include an end- of-course exam. Subject areas and approximate time for each subject follows:

1.1. Course Orientation/Training Materials Issue 1 hour

1.2. Safety 3 hours

1.3. Aircrew Coordination/Crew Resource Management 4 hours

1.4. Airframe and Structure 4 hours

1.5. Engine 3 hours

1.6. Transmission, Drive, and Rotors 4 hours

1.7. Aircraft Controls 3 hours

1.8. Electrical and Instrumentation 3 hours

1.9. Aerodynamics 3 hours

1.10. Normal Procedures/Base Tasks (Flight Preparation) 3 hours

1.11. Weight and Balance 2 hours

1.12. Aircraft Limits & Emergency Procedures (Flight Procedures) 4 hours

1.13. Mission Tasks/Night Vision Goggles Tasks 3 hours

1.14. End of Course Exam 1 hour

2.0. Cockpit Procedural Training (CPT). Approximately one (1) training day, including four (4) hours of CPT dedicated to each student. CPT shall emphasize what was taught during the academics phase (see para 1.0.

above), including switch and component location/identification as well as normal and emergency procedures.

This training can be accomplished in a Flight Training Device (FTD) or simulator. If an FTD or simulator is not available, an actual S-70/UH-60A static aircraft shall be used for this training. Typical subject areas include:

3.0. Simulator Training. Approximately five (5) training days, including ten (10) hours of simulator training dedicated to each student. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing/debriefing. If a suitable simulator is not available, ten (10) hours of actual S-70/UH-60A primary flight time may be substituted for simulator time. Each simulator session must include a cross section of normal procedures, as well as S-70/UH-60A critical/non-critical emergency procedures.

The simulator/aircraft session pre-brief shall include instructor-led review of applicable aircraft systems and checklists (normal and emergency) to increase knowledge of both systems and procedures, and to optimize simulator/aircraft training time. During simulator/aircraft sessions, instructors shall emphasize proper performance of normal procedures, and proper identification, analysis, and response to emergency procedures. Training during this phase shall emphasize:

4.0. Actual Flight Training. A minimum of forty-five (45) flying hours in the actual aircraft is required. Of these 45 hours, 18 flying hours will be dedicated to “Initial” Qualification training and 27 flying hours will be dedicated to “Mission” Qualification training. All flight training shall be accomplished in Visual Meteorological Conditions. Flight training shall be conducted over approximately 14 - 21total training days. During Initial Qualification training, a minimum of one (1) hour of flight time shall be dedicated to day/night IFR flight operations familiarization. During the Mission Qualification phase, a minimum of four (4) hours of flight time shall be dedicated to remote/ unprepared surface operations familiarization flight and shall emphasize navigation, slopes, pinnacles, and brown-out procedures. A minimum of two (2) hours of flight time shall be dedicated to day tactical single-ship/formation operations familiarization flight, and shall emphasize approaches and terminal area operations. A minimum of six (6) hours of flight time shall be dedicated to Night Vision Goggle (NVG) tactical single-ship/formation operations flight, emphasizing approaches and terminal area operations. A minimum of ten (10) hours shall be dedicated to high altitude flight training. All training flights shall incorporate hands-on utilization of the Garmin 696 GPS. A minimum of four (4) flights shall be completed utilizing NVG goggles.

Broken Crew Support – No Broken Crew Support is required for this training requirement.

PLACE OF PERFORMANCE

CONUS – Contractor provided facility. Please include name and location of training site with your proposal.

TIMELINE

Projected Class Dates: 11 March 2019 through 3 May 2019. Training schedule(s) will be arranged to allow for one(1) USG instructor pilots and two (2) instructor Special Mission Aviator (SMA) to complete all required training events/phases and graduate not later than 3 May 2019.

SERVICES COORDINATION

U.S. GOVERNMENT RESPONSIBILITIES

This is a non-personal, commercial services contract. The USG shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the USG.

CONTRACTOR RESPONSIBILITIES

The Contractor shall provide all instruction, equipment and classroom materials necessary to enable the USG students to successfully complete initial-, mission- and instructor qualification training in the S-70/UH-60 aircraft.

Contractors shall conduct requested training Monday through Friday exclusively, except in the case of unforeseen/extenuating circumstances; cancellation of planned training events due to weather, scheduling conflict, etc., may occasionally result in makeup training on weekends.

The Contractor’s instructional hours shall not exceed eight (8) hours of classroom and flight time combined daily.

End of Course Reports/Grade Folders: Course completion reports and student grade folders shall be provided via email to the AETC/A3QF Points of Contact (POC) listed below not later than (NLT) seven (7) work days after class completion. The report shall include student completion dates, problem areas noted (if applicable) and remedies to issues noted.

The Contractor shall notify the AETC/A3QF POC’s listed below of any incidence(s) of student absence(s); the Contractor will complete notification to the POCs NLT 12:00 p.m. Central Time on the day of the student’s absence(s).

One (1) electronic copy of each required document shall be provided in a compatible Microsoft Office™ format (e.g. Word, Excel, PowerPoint). The Contractor shall provide an electronic copy of the course Program of Instruction (POI) to the POCs listed below not later than five (5) days prior to course start date.

AETC/A3QF Points of Contact (POC):

FINAL SERVICE

The Contractor shall provide all services necessary to enable the USG students to successfully complete/perform all ground/flight training deliverables listed above. Final services will be validated with a USAF Form-8 checkride and/or Certificate of Training to be issued to the student(s) upon completion of training.

-- All USG instructor pilots attending this course must be able to successfully perform Instructor and Pilot in Command (PIC) duties in the S-70/UH-60 aircraft prior to graduation.

CRITERIA FOR COMPLETION

Each student receives (approximately): forty (40) hours of academics, to include a one (1) hour end-of-course examination; four (4) hours of training in a Cockpit Procedural Trainer (CPT); ten (10) hours of training in an S-70 Simulator (or suitable substitute); and forty-five (45) hours of flight time in an S-70/UH-60 aircraft. Training will culminate in an Instructor Mission Qualification checkride for each student.
