INTRODUCTION

The Ugandan Air Force has a requirement for two (2) pilots to receive Cessna 208B Aircrew Recurrent Training immediately followed by C208B seasoning.

BACKGROUND

The two students are experienced C-208B pilots.

SCOPE OF WORK

Provide C208B Recurrent training to two Ugandan pilots. Classes are anticipated to be five to seven training days in duration. The period of performance is 01 March 2020 through 30 September 2020. This training shall consist of academics and flight training in the C-208B simulator.

Provide C208B Seasoning Training for two Ugandan pilots following the recurrent training. Classes are anticipated to be twenty (20) training days in duration. The period of performance is 01 March 2020 through 30 September 2020. This training shall consist of academics and hands on flying the actual aircraft.

DELIVERABLES

C-208B Recurrent Training

1. Academics. Approximately 8-10 hours lecture (academics) and 1 hour for an End of Course Exam. Typical subject areas are:

1.0 Aircraft Systems

1.1 Normal Procedures

1.2 Emergency Procedures

1.3 Garmin 1000 Procedures

1.4 Aerodynamics

1.5 Aircraft Operating Limits

1.6 CRM / Safety

2. Simulator Training. 8-10 hours of simulator flying time per pilot. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. Each flight period must include a cross section of normal procedures, as well as C208 critical/non-critical emergency procedures. The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods the instructors should emphasize proper performance of normal procedures, and proper identification, analysis and response to emergency procedures.

3. Training Period. Approximate training time for C-208B Recurrent Training shall be five to seven training days.

The proposed technical approach shall not exceed a maximum of eight (8) hours classroom/flight time daily. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT per the PWS instructions. The certificate will contain a brief synopsis of the training received.

4. Seasoning Academics. Approximately 60 hours lecture (academics) and 1 hour for an End of Course Exam.

5. Seasoning Hands-On Flying. 30 hours of hands on flight time per pilot. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing.

Each flight period must include a cross section of normal procedures, supplemental procedures, as well as C208B critical/non-critical emergency procedures. 60% of the flight time should be focused on academics 1.6 through 2.3, 20% of the flight time should focus on items 1.1, 1.2 and 1.4, and 20 % of the flight time should focus on emergency procedures. The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods the instructors should emphasize proper performance of normal procedures, and proper identification, analysis and response to emergency procedures.

6. Training Period. Approximate training time for C-208B Seasoning Training shall be Twenty (20) total training days. The proposed technical approach shall not exceed a maximum of eight (8) hours classroom/flight time daily. Broken Crew Support. Not required.

Billeting and Transportation. Billeting and student transportation is a contractor requirement, see Student Support.

PLACE OF PERFORMANCE

CONUS – Contractor provided facility.

TIMELINE

Projected Period of Performance (PoP) is 01 March 2020 through 30 September 2020.

The Seasoning class should be scheduled sequentially behind the requested Ugandan C-208B Recurrent Qualification Course.

SERVICES COORDINATION

U.S. GOVERNMENT RESPONSIBILITIES

This is a non-personal, commercial services contract. USG shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to USG. The USG does reserve the right to visit the flight training facility and observe classroom and flight planning training.

CONTRACTOR RESPONSIBILITIES

The Contractor shall provide all instruction, equipment and classroom space/materials necessary to enable students to successfully complete C-208B recurrent and seasoning qualification training. The Contractor's instructional hours shall not exceed eight (8) hours of classroom/simulator time daily per training day.

English is the internationally recognized language for all aviation communications. The contractor will insist that all communications during all flight training will be in English.

End of Course Reports/Grade Folders: Course completion reports and student grade folders shall be provided via email to the AFSAT / MSR Points of Contact (POC) listed below not later than (NLT) seven (7) working days after class completion. The report shall include student completion dates, problem areas noted (if applicable) and remedies to issues noted. The contractor will provide AFSAT with a certificate of completion for each student. The certificate should provide a summary statement of the training received.

The Contractor shall notify the AFSAT POC’s listed below of any incidence(s) of student absence(s); the Contractor will complete notification to the POCs NLT 11:00 a.m. Central Time on the day of the student’s absence(s).

One (1) electronic copy of each required document shall be provided in a compatible Microsoft Office™ format (e.g. Word, Excel, PowerPoint). Provide a copy of the course Program of Instruction (POI) to the AFSAT POC’s listed below not later than five (5) days prior to course start date.

Student Support:

Billeting: The contractor shall provide suitable housing for the students during training. IMS shall be billeted separately in single rooms. Housing shall not be provided for accompanying dependents. The contractor shall initially identify the condition of the housing before the students move in and inspect each accommodation the day prior to student departure. The contractor shall brief the students during their initial in-brief of these activities and to maintain the same standard of housing as initially found. If damage is identified, the contractor shall notify the appropriate training program manager of the extent of the damage and identify the most recent occupants within three days after student departure. Contractors may delegate this function to commercial lodging facility personnel as long as positive communication can be maintained between the lodging facility and contractor.

Student Ground Transportation: The Contractor shall provide IMS transportation between the training facilities; the Contractor provided lodging facility(s), dining facilities and commercial airport(s) for IMS official arrival /departure. The Contractor shall also provide transportation to and from one shopping trip per calendar week. This service shall be provided at convenient intervals and on a schedule known in advance to the IMS. Contractor-provided transportation is to support this contract and is not for IMS recreational use.

AFSAT Points of Contact (POC):

FINAL SERVICE

For the C-208B Recurrent Class: The Contractor shall provide all services necessary to enable the students to successfully complete/perform all classroom/simulator training duties and deliverables listed above. Delivery of final services will be validated with a Certificate of Training to be issued to each student by the Contractor upon successful completion of training.

For the C-208B Seasoning Class: The Contractor shall provide all services necessary to enable the students to successfully complete/perform all classroom/flight line training duties and deliverables listed above. Delivery of final services will be validated with a Certificate of Training to be issued to each student by the Contractor upon successful completion of training.

CRITERIA FOR COMPLETION

For the C-208B Recurrent Class: Each student receives approximately 8-10 hours of academics to include an end-of-course exam, and 8-10 hours of flight training in a C-208B simulator.

For the C-208B Seasoning Class: Each student receives approximately 61 hours of academics to include an end-of-course exam, and 30 hours of C-208B flight training.
