PWS Appendix 3BA
Table 3BA.4 In Amendment 0003 to the solicitation, the Government revised the flying hours in the base period to reflect the 11-month period of performance. The Aircraft Cap and Spare Data in Appendix 3BA.4 was revised to reflect the Annual FH in the sample for each aircraft MDS. In the sample, however, the total O&M days was not changed to reflect an 11-month period of performance. Using the Flying Hours for an 11-month period and the total O&M days for a 12-month period, understates the number of Available Aircraft required for Cap and Spares in this model.
In addition to the changes to the Schedule B and Manpower Matrix required by the CLIN restructuring, request that the Government modify the sample calculations in Appendix 3BA.4.
The Government updated Appendix 3BA.4 with adjusted O&M days. This revised Appendix 3BA is attached to Amendment 0005.

AFI 21-101, para 14.34 and Table 14.1
The PWS states that in order to be qualified to sign off an Exceptional Release, an employee must complete the Special Cert process IAW AFI 21-101, para 14.34 nd Table 14.1. These references require that to be placed on the SCR to sign off an ER that an individual must be in grade MSgt or above, or civilian or contractor equivalent. The contractor equivalent of a MSgt is a Lead. On the current Columbus contract, Senior Mechanics are on the SCR and signing off ERs under a waiver issued by the Government.
Does the Governemt intend to continue this waiver for the next contract, or must ERs be signed off only by Leads and higher grades?
No, the Service Provider shall follow prescribed PWS and AFI guidance.
Appendix 3BB
Tables 3BB.5, 3BB.7
The PWS identifies paint requirements for Columbus, Vance, and Navy Patuxent River in PWS Appendix 3BB, Table 3BB.5. Additionally, Vance and Navy Pax River corrosion control workload is identified in PWS Appendix 3BB, Table 3BB.7. This appears to be duplicate reporting of Vance and Navy Pax River workload.
Does the data for Vance AFB and Navy Patuxent River Corrosion Control Workload (13,000 m/hr per year added to PWS AMDT 003), Table 3BB.7 reflect the time required to complete Vance and Navy Pax River Stripping and Paints identified in PWS Amendment 0003, Table 3BB.5? If yes, will the Government provide time required to accomplish Columbus stripping and paints identified in PWS Amendment 0003, Table 3BB.5?
PWS Appendix 3BB, Table 3BB.5. is forecasted Corrosion Control Plan/PMB/Paint. PWS Appendix 3BB, table 3BB.7 Item 31 is the man hours expended per year to accomplish Vance and Navy Pax River Corrosion Control, including stripping, minor and full paint as listed in 3BB.5. Columbus' Corrosion Control man hours are captured in the 3BB, Table 3BB.3, total direct man hours expenditure by element.

We understand that the Aircraft Media Blast Unit at CAFB is not designed for the type media being used, and that the age and condition of the facility significantly impacts the man hours required to strip aircraft and clean up afterwards.
Will the Government provide additional information on the additional man hours required and requirements to operate the aircraft media blast unit and cleanup after stripping?
Workload for media blast unit maintenance and clean-up after stripping is captured in Table 3BB.7. Miscellaneous Workload Data, Item 8, Plastic Media Blast Module Maintenance. The Government is in the process of buying new media blasting equipment which may increase or decrease estimated m/hours in the future.

The “Mobilization & Base Section B” worksheet of “Rev Atch 6 Cost Price Model Columbus (30 Dec 11) 0003” model does not appear to work as intended. The formulas to derive the “Unit Price” for CLINs 0002 to 0005 appear to be dividing the “Group D” extended price by 12 instead of 11.
Will the Government please update the model or provide the password to unlock the worksheet so that the formulas can be corrected?
Please refer to the "Instructions CLINs X002 to X005" Tab: The monthly price for each CLIN will be automatically calculated by dividing the extended unit price for Band "D" by 12. The total price for each CLIN will then be calculated by multiplying the unit price by the number of months.
