Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ)

Solicitation: FA2835-19-R-A041

Government Responses to Submitted Questions

1. On the Survey done by Dewberry Inc. page three (3) of the Asbestos containing material section, the bottom of the table there are two (2) items which could not be located on the Exterior Stack

Area 3,500 Sq. Feet and Library Area 2,750 Sq. Feet Black Coating. Please identify where this material is?

a. Government Response: Although the items in question could not be viewed Offerors should anticipate the quantities, materials, and areas identified in the Asbestos Survey done by DewBerry Inc.

2. The asbestos report lists black coating on structural steel. Is this only on the steel framing at the exterior of the building or all the structural steel throughout the building?

a. Government Response: The black coating on the structural steel and concrete components were determined to contain asbestos. The material was identified during the exploratory phase of the inspection and was observed to be present on the exterior side of the structural components to the building. Offerors should assume the ACM coating has contaminated the areas of CMU block and brick facades that are in contact with this material.

3. The asbestos report lists black coating on concrete encased columns. Where exactly are these columns located. Is this material on the steel column or on the concrete casing?

a. Government Response: See Table 1, Page 3 of the Asbestos Report, location of the black coating on the concrete encased columns is labeled under the Exterior Library Area.

4. Please provide the type of heating system used for the building?

a. Government Response: #5 oil underground tank (see As Built Sheet 24 & 25).

5. When is the last date that the Government will accept Request for Information’s (RFI’s)?

a. Government Response: See MACC IDIQ RFP – QnA #3, posted to Federal Business

Opportunities under Solicitation Notice: FA2835-19-R-A041 on 19 July 2019.

6. Please confirm if taxes should be carried in proposals?

a. Government Response: Taxes should not be carried on Offerors proposals. The

Government will provide a Tax Exempt Certificate for each MACC IDIQ Task Order.

7. Please confirm is any state, local, and/or Federal permits will be required on this project?

a. Government Response: The Basic MACC IDIQ Statement of Work and Appendices requires MACC IDIQ contractors to obtain required State, Local, and Federal permits, as required, for each Task Order they are working under the MACC IDIQ Contract, to include the B1103 Demolition Task Order.

8. Please confirm if the water in the basement has been tested for contaminants? If contaminated, who is responsible for the T&D costs?

a. Government Response: Offererors shall assume the basement water is contaminated and the Contractor shall carry all T&D cost in their proposed price.

9. Please confirm if the concrete can be reused as back fill?

a. Government Response: As identified in the MXRD 110077 Demolish B1103 Technical

Specifications, Section 2.1, Fill Material, Paragraph (a) - Fill material shall be in accordance with satisfactory material as required in Section 31 00 00 EARTHWORK.

10. Drawing C-101 has a dashed line as “saw cut pavement”. Please confirm if this line should be the limits of work?

a. Government Response: Per the MACC IDIQ B1103 Demolition Task Order SOW, Paragraph 7.2 Site Demolition – Remove all pavements and curbing within the limits of work as shown on project plans.

11. Drawing C-102 and C-103 has two different dashed lines that are not in the legend. Please confirm what each represents?

a. Government Response: Please indicate the specific dashed lines you are referring to.

12. Per the January 13, 2012 Asbestos Survey (by Asbestos Identification Laboratory) three additional

ACM items are listed that are not specified in the March 8, 2013 Asbestos Survey (Dewberry).

They are as follows:

a. Fire Door(s) on the 1st Floor

b. TSI Pipe Insulation in the 1st Floor Mechanical Room

c. Transite Pipe in the basement Boiler Room

Please confirm is these items have been removed or if they are part of the work – along with the quantity?

a. Government Response: The three (3) items idendified have not been removed and are part of the B1103 Demolition Task Order scope of work.

13. Regarding abatement work, is it possible for temporary electricity and water to be drawn from nearby existing utilities?

a. Government Response: Availability is limited in the area, Contractor should assume that electricity and water cannot be drawn from the nearby existing utilities.

14. Please confirm that proposals are still due on 08-09-2019 at 1PM and if it is an email or hardcopy?

a. Government Response: Proposals are due by Friday August 9, 2019 no later than 1:00 PM

EDT. Offerors shall submit their proposal in accordance with Section L – Proposal

Instructions, Section L-3.1. Proposals received after that date and time will be considered late and will not be evaluated by the Government.

15. Please clarify the role of the Safety Manager. The Basic MACC IDIQ Statement of Work dictates that the training, experience, and qualifications of the SM should be in accordance to Engineer

Manual (EM) 385-1-1. In the referring manual, it mentions that the Contractor Site Safety and

Health Officer (SSHO) shall be on the job site full-time for the duration of the work. Please clarify.

a. Government Response: In accordance with Engineer Manual (EM) 385-1-1 the Safety

Manager (SM) shall be on the job site full time. In addition, the MACC IDIQ SOW states that the SM cannot be the Project Superintendent.

16. Will the Government provide comprehensive written badging requirements for the project if badging is required?

a. Government Response: Government will be able to provide a least 2 badges that will have sponsorship rights for the duration of specific task orders.

17. Are there any requirements for recycling materials?

a. Government Response: Yes, recycling requirements can be found in the Division 1

Specifications, specifically, but not limited to, Specification 01 74 19 and 01 57 19.

18. Does site need compaction testing after grading, if grading is necessary?

a. Government Response: Yes, compaction and testing will be required for the site.

19. Are there any agencies or companies that currently service the area or the building that will have to be reached out for cutting or capping any of the utilities up to the building?

a. Government Response: Hanscom AFB controls all utilities on base. Coordination for disconnects will be done through the Hanscom Project Manager.

20. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

a. Government Response: Hanscom AFB controls all utilities on base. Coordination for disconnects will be done through the Hanscom Project Manager.

21. Will GC need to hire a certified engineer or surveyor to locate underground utilities to be demolished?

a. Government Response: The Contractor will be required to submit an AF103 Form

(“Work Approval”/ Dig Safe). With this form, the Government will mark the location of the known existing underground utilities plus or minus a few feet.

22. In the breakdown, the pre-construction kick-off breakdown, would for mobilization. Please confirm?

a. Government Response: The MACC IDIQ Pre-Construction Kick-off Task Order is an initial meeting between the Government, Contractor, and their team to discuss the MACC

IDIQ contract. The Task Order is not for mobilization.

23. Can GC assume that water can be pumped to existing storm site drainage?

a. Government Response: Offerors are to assume that the water is contaminated and therefore cannot be pumped into any storm site drainage.

24. Will there be any equipment or furniture that the base would want to keep that GC is responsible to move or store?

a. Government Response: All furniture and equipment inside the building will be the

Contractor’s responsibility to remove and dispose of. The Government does not want any furniture or equipment from B1103.

25. Sheet C101 Is not clear which line type is for area of work vs sawcut pavement. Please confirm.

a. Government Response: The dark bold dash line around the entire site is the area of work.

Saw cutting is required for areas that will remain/ be tied into.

26. What type of traffic control measures is the GC expected to use when the road to the north gets worked on? Traffic cones or Flaggers?

a. Government Response: When performing work that requires traffic interruption (road closure, shutdown, or temporary interruption) the Contractor shall submit a request to the

Government Project Manager at least three (3) weeks in advance. Flaggers, traffic cones, and detour signage are permitted.
