This notice is for a presolicitation for multiple award task order contracts to provide paving services for Colorado Department of Defense installations. The 50th Contracting Squadron intends to award up to six firm-fixed-price indefinite-delivery, indefinite-quantity contracts with a combined ceiling value of $200 million and a base period of performance from September 2018 to September 2023 followed by a single two-year option period. The contracts will be for maintenance, repair, construction, and typical features that promote safe and efficient transportation of existing and new paved and unpaved structures including roadways, bridges, sidewalks, parking areas, motorpools, airfields, and runways. Questions regarding this presolicitation notice are due by January 2, 2018, with the solicitation expected to be posted on February 23, 2018 and proposals due by March 24, 2018. A site visit will also be scheduled. The acquisition is set aside for small businesses participating in the 8(a) Business Development Program located in Colorado, Wyoming, Montana, South Dakota, North Dakota, and Utah.

FA2550-18-R-1004. The subsequent contract will require the successful contractor to provide Paving Services for the Front Range Installations.

a) They were an unsatisfactory/unacceptable Contractor. We would not want to contract with this firm again under any circumstances.
b) They were a marginal Contractor. Numerous problems developed that were a result of their lack of cooperation and failure to perform work as required.
c) They were a satisfactory/acceptable Contractor who met the minimum requirements of the contract. Performance deficiencies improved when identified by the Government.
Although rework/warranty issues were performed, an aggressive inspection program was required to ensure compliance.
d) They were a Very Good Contractor whom we would not hesitate to enter into another contract. Problems encountered were minor and solutions were found with little difficulty.
e) They are an Exceptional Contracting firm in every aspect. Problems were solved in a spirit of teamwork. Quality work, timely actions, and complete documentations were routinely achieved. We would pay premium prices to contract with them again.
