Joint Forces Paving for

Colorado DoD Installations (CODI)

SECTION 01000

GENERAL REQUIREMENTS

Attachment 1

1. DEFINITION OF INSTALLATION: Fort Carson, Pinon Canyon Maneuver Site

(PCMS), Pueblo Chemical Depot (PCD), Peterson Air Force Base (AFB), Cheyenne

Mountain Air Station, Schriever AFB, Buckley AFB, and The United States Air Force

Academy (USAFA), which includes Farish Recreation Area and the Bullseye Auxiliary

Airfield, are “installations” for purposes of work to be ordered under this contract.

2. PRECEDENCE: Individual installation task order requirements shall take precedence over the requirements in this section.

3. PROJECT DESCRIPTION: As described in task orders issued under this contract, the Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for maintaining and repairing existing paved and unpaved structures and constructing new paved and unpaved structures, including but not limited to paved and unpaved roadways, bridges, sidewalks, parking areas, motorpools, airfields, and runways to include subsequent services and typical features that promote safe and efficient transportation (trails, ditches, curbs and gutters, traffic signals, traffic signs, street lights, and drainage features). Projects may include landscaping, electrical, and drainage work.

3.1. PERIOD OF PERFORMANCE: The period of performance for the multiple award task order contracts is expected to be 3 September 18 to 2 September 25, with an initial five (5)-year ordering period from 3 September 18 to 2 September

23, followed by a single, two (2)-year option period from 3 September 23 to 2 September 25.

3.2. PROJECT PERFORMANCE: Offerors must maintain the ability to perform multiple projects at multiple bases, simultaneously, at any given time. Contractors who fail to maintain this ability may be subject to removal from the program.

4. CONTRACT DOCUMENTS: The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in task orders. The standards and publications listed in each section of the specifications form part of those specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication unless otherwise stated.

4.1. PAVING IDIQ SPECIFICATION: Differing construction specifications may be specified for each task order or installation. Variation in specifications may include, but is not limited to, the requirement to comply with the latest edition of

CDOT Standard Specifications for Road and Bridge Construction and M&S

Standard Plans UFGS Specifications, Local Municipality Specifications, or

Installation Specific Specifications.

4.2. TASK ORDERS: In competition for task orders, the Contractor Officer may require the Contractor to provide documentation detailing various aspects of the Contractor’s overall price. However, award of task orders shall be based on an evaluation of total price. Differing requirements may be specified for each task order or installation. Variation in formats and requirements may include, but is not limited to, the requirement to utilize CDOT Line Items or utilize RS Means Line

Items.

4.3. INSTALLATION DESIGN STANDARDS: Each i n d i v i d u a l installation’s facilities excellence plans, design guides, and standards shall be adhered to on the installation’s respective construction projects. These are listed in each

Installation Specific Specification and may be included in project descriptions for individual task orders. Any deviations from these standards shall be brought to the cognizant Contracting Officer before implementation.

5. EXECUTION:

5.1. PRE-PERFORMANCE CONSTRUCTION MEETING: Before work begins on this contract, the Contracting Officer will host a Post Award Orientation with the

Contractor to discuss the contract in general, including administrative matters, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings. Pre-performance meetings may also be required before start of performance of individual task orders.

5.2. BUSINESS CONTACT INFORMATION: At the beginning of this contract, the Contractor shall provide the installation Contracting Officer, at a minimum, the Program Manager’s and Ins ta l la t ion Project Superintendent’s telephone and email contact information for use during regular working hours as well as after-hours (emergency). The Contractor shall provide the Contracting Officer with updated contact information whenever changes in personnel occur. The

Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for the Program Manager and Project Superintendent, and their respective alternates, for the life of the contract. Communications equipment for use on the installations may require special coordination and clearance with installation communications authorities.

5.3. WORK HOURS: Task orders may require work to be accomplished outside of the Contractor’s normal work hours at the convenience of the Government.

I n d i v i d u a l t ask order statements of work and/or specifications will specify the required work hours. Inclement weather, operational delays, and security related delays may a f f e c t the Contractor’s work periods.

5.3.1. The Government only recognizes the following legal holidays established by federal statute:

5.3.1.1. New Year's Day, 1 January

5.3.1.2. Martin Luther King Day, third Monday in January

5.3.1.3. President’s Day, third Monday in February

5.3.1.4. Memorial Day, last Monday in May

5.3.1.5. Independence Day, 4 July

5.3.1.6. Labor Day, first Monday in September

5.3.1.7. Columbus Day, second Monday in October

5.3.1.8. Veteran's Day, 11 November

5.3.1.9. Thanksgiving Day, fourth Thursday in November

5.3.1.10. Christmas Day, 25 December

5.3.2. WORK INTERRUPTIONS AND DELAYS: The Contractor may be

required to work around operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls will affect the Contractor’s work periods. The Contractor shall make allowances for these events. The cognizant Contracting Officer will coordinate anticipated delays with the Contractor.

5.4. SAFETY REQUIREMENTS: See Section 01510.

5.5. FIRE PROTECTION: The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC and NFPA standards. See Section 01510, Safety and

Health Requirements.

5.6. REQUEST FOR FAIR OPPORTUNITY PROPOSAL REQUEST (FOPR): For each project, the Contractor will be furnished with one electronic copy of the applicable Statement of Work (SOW) and/or specifications, including drawings if available. The level of the design provided to the Contractor shall be anywhere from a basic concept to a complete design package. The Contractor may reproduce the drawings and specifications at the Contractor’s own expense if additional copies are desired. Immediately upon receipt, the Contractor shall check all drawings and specifications for discrepancies and notify the Contract

Officer immediately of any/all discrepancies found. The Contractor shall verify and compare all drawings before laying out the work and shall be responsible for any errors which might have been avoided thereby.

5.7. SITE VISIT: Prior to receiving proposals for any individual task order, the cognizant Contracting Officer may conduct a scope validation and site visit open to all of the basic contract awardees. Topics may include, but are not limited to:

scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages, and potential difficulties/problems.

5.8. ON-SITE CONDITIONS: Drawings showing the location of equipment, piping, etc., are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting conduits, piping, structural items, etc.

All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the cognizant

Contracting Officer. The Contractor shall be responsible for inspecting to the cognizant Contracting Officer’s satisfaction all areas/items of possible conflict.

Failure to verify the dimensions and locations will be at the Contractor's risk and shall not relieve the Contractor from accomplishing the work required in the time specified by the task order.

5.9. PROJECT PROPOSAL: For every FOPR associated with a new task order, the

Contractor shall provide all items specifically required by the FOPR. The

Contractor shall submit the proposal within the time specified by the FOPR. The

FOPR shall dictate the required elements of the proposal (e.g. cover page(s), material submittals, cut sheets, etc.).

5.9.1. FOPR PARTICIPATION: The Contractor shall respond to no less than 80% of FOPRs issued at each installation, each calendar year. The Contractor is required to submit in writing a record of its participation within the first 14 calendar days of the following calendar year. The record shall contain the

FOPR Procurement Instrument Identifier (PIID), the installation name, and the date of proposal submission. The Contractor shall provide the record to

2116, Schriever AFB, CO 80912. Contractors who fail to comply with the minimum 80% mandate or the reporting requirement, may be subject to removal from the program.

5.9.2. CONSTRUCTION SCHEDULE: A construction schedule is required in accordance with FAR 52.236-15 for projects with a continuous performance period of 30 days or more. Additionally, the Contractor shall submit a construction schedule when required by the FOPR. The construction schedule shall be submitted in the format prescribed by the

FOPR. In addition to the construction schedule, the FOPR may require a project to have a critical path or milestone schedule.

5.10. RECORD DRAWINGS: During the progress of the work, the Contractor shall keep a record set of drawings on the job site meeting the requirements of paragraph 2.2 of Section 01700. If the Contractor fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment shall be withheld until all as-built record drawings are submitted to and approved by the Contracting Officer.

5.11. DELIVERY OF MATERIALS: Delivery of materials and equipment shall be made with a minimum of interference to government operations and personnel.

5.12. DIVISION OF WORK: The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas that shall be completed before work in other sections or divisions are begun.

5.13. CLEAN-UP: Work sites and access routes shall be kept free of debris and maintained in a safe manner at all times. Prior to departure from the work area each day, the Contractor shall remove and properly dispose of all waste materials or rubbish generated by the project work. Upon completion of the project, the Contractor shall conduct a thorough final clean-up of the project site.

5.14. GOVERNMENT-FURNISHED EQUIPMENT/MATERIALS: The Contractor with its own forces shall transport all government furnished equipment (GFE) and/or government furnished materials (GFM), if any, described in the task order. The GFE/GFM shall be transported from the government’s storage area to the work site or as indicated on the task order. The Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all government furnished property not consumed in performance of a task order.

5.15. EQUIPMENT ON THE SITE: The Contractor shall cover equipment that is to remain in place within the contract operations area and protect it against damage or loss. Equipment temporarily removed shall be protected, cleaned, and replaced to equal or better to its condition prior to starting work. The Contractor shall secure all equipment or material to be reused and removed.

5.16. DAMAGE TO REAL PROPERTY: Any damage caused by the Contractor to existing real property shall be immediately repaired to at least its pre-damage condition. The Contractor shall patch and repair any damage done during the removal of any items/material, matching the existing conditions and meeting the requirements of current specifications. The Contracting Officer will determine in writing whether or not the repair work is sufficiently accomplished.

5.17. SALVAGEABLE ITEMS: All materials removed and not reused in the project as specified herein or as required by the project SOW, drawings, or specifications, remain the property of the Government. The Contracting Officer will determine if these materials are salvageable or unsalvageable. Salvageable materials shall be managed as directed by the Contracting Officer.

5.18. TRASH REMOVAL: Unsalvageable materials shall become the property of the

Contractor and disposed of at the Contractor's expense. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from the removal activity shall be repaired by the Contractor at no cost to the

Government. Repair shall be made with materials of like nature, type and construction as were damaged or exist adjacent to the areas to be repaired.

5.19. MONTHLY REPORTING: The Contractor shall submit to the cognizant

Contracting Officer monthly reports showing the tons of material disposed of at a landfill and the tons of material diverted from a landfill.

5.20. PERMITS: The Contractor is responsible for listing any and all necessary permits on each project submittal register. The Contractor shall plan for and obtain any and all permits and provide two copies to the cognizant Contracting Officer. All environmental permits shall be coordinated and approved through the Installation

Environmental Office prior to being submitted to the cognizant Contracting

Officer.

5.21. ENVIRONMENTAL REQUIREMENTS: The Contractor shall comply with all applicable environmental laws, regulations and installation requirements.

6. PRODUCTS AND SUBMITTALS:

6.1. CONTRACT SUBMITTAL REQUIREMENTS: In addition to submittals required in each task order, these specifications require various contract submittals. The Contractor shall provide these submittals in accordance with the instructions found in these specifications and in any subsequent task order.

6.2. STANDARD PRODUCTS: Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design, and workmanship. All products shall be new unless otherwise directed in the task order SOW.

6.3. SUBMITTAL REQUIREMENTS: The Contractor shall submit to the cognizant

Contracting Officer, all items listed in each task order SOW within the timeframe specified therein. The cognizant Contracting Officer may request submittals in addition to those listed i n t h e s e s p e c i f i c a t i o n s when deemed necessary to adequately describe the work. Material submittals pertinent to materials and equipment shall be dictated at the task order level. Each submittal shall be complete and in sufficient detail to determine compliance with the contract requirements. Submittals typically include but are not limited to such items as: project schedule, descriptive literature (i.e. catalog cuts, diagrams, operation charts/data); test reports; certificates of compliance; actual material sample; fabricator's drawings; shop drawings; operation and maintenance

(O&M) manuals including parts lists, certifications, warranties and other such required submittals.

6.3.1. PROCEDURES FOR SUBMISSION: The required submittals, and the method and manner in which they shall be submitted for each task order will be dictated by the task order FOPR.

6.3.2. APPROVED SUBMITTALS: Upon completion of review by the

Government, any approved submittal will be provided to the Contractor.

Copies of each submittal document will be retained on file by the cognizant

Contracting Officer.

7. CONCURRENT CONSTRUCTION: Construction work closely related to and/or located at the site of the work under this contract, including other military projects, and normal maintenance and repair work may occur. The Government reserves the right to engage in and to perform work, by itself or through other contractors, of the same type as covered by this contract without breaching or violating this contract.

8. AVAILABILITY OF UTILITY SERVICES: All reasonably required amounts of water and electricity, where available, will be made available to the Contractor by the

Government from existing system outlets and supplies. The Contractor shall, at its own expense, make all temporary connections and install distribution lines. All temporary lines shall be installed and maintained by the Contractor in a safe and workmanlike manner subject to approval by the c o g n i z a n t Contracting Officer and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Reasonable quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government.

8.1. FIRE HYDRANT CONNECTIONS: Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventer. A hydrant wrench of the correct size shall be used to control the flow. Any use of fire hydrants shall be coordinated with the cognizant Contracting Officer and the Fire Department prior to work as specified by the task order.

8.2. CONSERVATION OF UTILITIES: The Contractor shall operate under conditions that preclude the waste of utilities and shall comply with energy conservation directives for each installation.

8.2.1. Supplemental lighting shall be used only in areas where and when work is actually being performed. When work areas are vacated, lighting shall be turned off.

8.2.2. Water faucets or valves shall be turned off after the required usage has been accomplished.

9. UTILITY OUTAGES: The Contractor shall request, in writing, any utility outage necessitated by the project work in the method and manner prescribed by the task order.

The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the cognizant Contracting Officer. The Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility.

9.1. REQUESTS: The request shall be directed to the c o g n i z a n t Contracting

Officer. It shall reference the specific task order; stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service.

9.2. RESTRICTIONS: Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group. The authorized outage length shall be dictated by the cognizant Contracting Officer.

10. PARKING: Parking of Contractor vehicles shall be restricted to the project parking lot at the location designated by the c o g n i z a n t Contracting Officer. Under no circumstance shall the Contractor park vehicles and/or equipment, even temporarily, on grass, unless approved in advance by the cognizant Contracting Officer. The company name shall be prominently displayed on all construction vehicles parked in the designated spaces. Parking shall not violate fire or safety regulations.

11. TRAFFIC CONTROL: The Contractor shall comply with the recommendations contained in Part 6 of the US Department of Transportation, Federal Highway

Administration Manual on Uniform Traffic Control Devices, 2009 Edition, to ensure proper warnings to motorists and adequate traffic control. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor.

The Contractor shall coordinate all traffic management tasks with the G overnment project engineer. At all times during construction, the Contractor shall maintain traffic flow into and out of the installation. Additional traffic control measures may be specified at the task order level.

11.1. CLOSURES OR DETOURS: If traffic flow on any roadway must be modified for any reason, the Contractor must notify the cognizant Contracting Officer, the Fire Department, and Security Forces by submitting traffic coordination plan for approval to the cognizant Contracting Officer in the method and manner prescribed by the task order.

12. SANITARY PROVISIONS: Use of G overnment facilities may not be allowed. The

Contractor shall make necessary arrangements for on-site toilet needs.

12.1. Temporary toilets shall comply with all state and local health requirements.

Location, type, proposed maintenance, etc., shall be approved by the cognizant

Contracting Officer prior to placing toilets. Temporary toilets shall be promptly removed at the completion of construction. All costs incurred in connection with the temporary toilets shall be the responsibility of the Contractor.

13. SMOKING: The Contractor shall limit smoking to authorized areas only. Smoking shall be in accordance with applicable installation and DoD policy.

14. TASK ORDERS: The terms “task order” as used in the solicitation, contract, and attachments refers to orders issued pursuant to FAR 52.216-18, Ordering.
