Thule BMC Industry Day Question Answer Matrix
Question Answer
What is the Government-furnished airlift transportation from Denmark to Thule?
~3 flights per month; once every four weeks Airbus direct CPH to THU (cargo and passengers); 2 times per month Dash-8 from SJF to THU (passengers);
also a number of seats commercially on an Airbus from CPH to SJF
What are the other contracts at Thule Air Base, and approximately how many people are involved?
Answer will be posted in Bidder's Technical Library.
What support is required specifically at the Early Warning Radar (EWR) site?
Dining facility, civil engineering maintenance of real property installed equipment, custodial, firefighters, operations of heating/air/ventilation, power generation equipment, roads/grounds up to and on site
Can the Government expand on the cost reduction intentions?
One of the purposes of a performance-based contracting principles is to allow the contractor the leeway to establish efficient processes and cross utilize personnel, thus producing cost savings. The intention of downward pricing requirement of this contract is so that the US Government can share in those savings as they are projected to occur during contract performance. The US Government intentionally starting the savings requirement in option year 2 of the contract to ensure a new contractor has enough time to come up with innovative and effective ideas that will result in cost savings.
What's the proportion of fixed price versus cost reimbursable elements, and what is the traditional structure on the project CLIN?
The base contract is primarily (~97%) fixed price, the remaining piece is cost reimbursable. The operation/maintenance CLINs and specific requirement CLINs are all fixed price. The unit supplies and subsistence will be cost reimbursable. Outside of subsistence, any supplies necessary to perform the contract requirements are expected to be fixed price. Project awards (historically averaging $9.5M per year) are separately negotiated, non-competitive, fixed-price CLINs.
Is there a local labor pool to pull from in/around Thule Air Base?
No. Quanaaq is the closest village and is approximately 75 miles away and only available by boat, plane or dog sled. There are no infrastructure or commercial roads leading from Thule AB to another populated area. The current contractor participates in the Greenlandic Apprentice Program. While this program is not a requirement in the BMC, and it is not part of the source selection evaluation criteria, the US Government does encourage offerors to participate in the program.
What is the personnel rotation for BMC employees? This is not dictated by contract requirements, but is up to the offeror to propose.
What activities are available for BMC employees to participate in?
This contract contains requirements for the contractor to organize and operate the morale, welfare and recreation of Thule Air Base. This includes operations of the fitness center, community center, movie theatre, bowling alley, and outdoor recreation. The contract also requires the contractor to host events including a first light and 4th of July festival. The Air Force also occasionally brings in certain entertainment, to include Tops and Blue, and the base maintenance contractor is required to support those events. All events are open to the Thule Air Base population
What are the tax benefits to working at Thule AB? Tax Code research is incumbent on the contractor Where can we see more details about the required contractor's quality program? Please see Draft PWS paragraph 3.1.14
In previous contracts was "prime" defined?
No. The previous contract was awarded prior to the most recent 2008 diplomatic note. "Prime" definition for the current contract is pending.
How many employees work on the Base Maintenance Contract?
This is completely up to the offeror. The only detailed manning in the Draft PWS is for the firefighters.
Will the US Government provide skills/training required for positions and salary of positions?
The Draft PWS contains requirements for specific training/certification within the various technical areas. Workload will be posted to the bidder's technical library, but will be details of what amount of work will be required. The US Government will not be posting salaries. The labor agreement for the current contracted employees is the FADVIG and BAT CARTEL and can be found publicly.
Can you explain the exempt positions in weather and airfield?
These positions were exempt from Danish labor laws (i.e. the current contractor could hire American citizens) many years ago. The reason these were exempt is because the training/certifications/duties of these personnel is very Air Force and Air Force equipment specific. The required skills cannot be found in the Danish labor market.
Do firefighters work on any other tasks?
That policy/procedure would be between the company and the labor union. US Government encourages cross utilization of personnel wherever possible, however the firefighting positions are the only detailed manning in the Draft PWS due to the safety of Air Force personnel.
Is there a manning requirement for management level? No, this is up to the contractor.
What is the size of the "Thule Triangle" after base infrastructure consolidation?
The current building square footage on Thule main base is 2,197,857 SF and the final building square footage is anticipated to be ~1,600,000 SF.
Will all buildings be inside the Thule Triangle?
The vast majority of buildings utilized in support of contract requirements will be inside the triangle. There are a few buildings outside that will be utilized, for example, support for port or fuel operations
When is base infrastructure consolidation going to be complete? The current schedule is for 2020, but it is funding dependent.
Are there real property or vehicle systems?
Thule utilizes the Automated Civil Engineering System for Real Property and the OLVIMS for Government-furnished vehicle tracking/maintenance. There is no AF provided system for Contractor Acquired Property (CAP)
Will the successful offeror be able to utilize all base vehicles?
Yes. The majority of the base vehicles are CAP and are transitioned to the successful offeror at no cost and "as is." There are also a few Government-furnished vehicles that will be available for use in performance of the contract.
Will the site visit be joint or separate? When is it scheduled?
The US Government intends on having only one site visit, and currently has a cap of 2 personnel per interested party. This number may change pending MFA criteria. The site visit is scheduled for 29 August - 4 September 2013.
What is the stock of current spare parts available and what are they?
The current contractor must turn over a certain amount of supply stock (to include spare parts) at the end of the contract as CAP. If a list was compiled today, it would likely be different in 2 years. The dollar value of supplies at the end of the contract must be equal to the amount of supplies that was originally provided when the contract started. The types/amounts of supplies is not specified.
Can the Government provide a list of spare part stock list so the contractor can evaluated if there are difficult to source parts? Pending.
Will spare parts be Government furnished? No, this needs to be part of the fixed-price proposal.
Will the Government provide maintenance records for all equipment? Pending.
How will the phase-in price be evaluated?
Per Section M of the Draft RFP, phase-in will be evaluated for reasonableness, balance and affordability, but it will not be evaluated as part of total evaluated price.
Will Value Engineering Change Proposals (VECP) be allowed? Yes, there is the possibility.
If contractor comes up with savings outside of this contract (like fuel or transportation), would there be a sharing of savings?
No, there are no mechanisms to share in cost savings outside the BMC contract.
Will there be an award fee? No.
Will there be fixed rates for 3rd party contracts?
No. Chapter 2 of the Draft PWS details requirements, but there is no pre-established fixed price, that is up to negotiations between 3rd party and BMC
If there is another contract out for bid for Thule work, will the BMC be able to bid? Pending.
Will Air Traffic Controllers be BMC? No, Air Traffic Controllers are military personnel.
Can the Government provide a list of Thule Air Base Instructions (TABIs) Yes, these will be posted to the bidder's technical library.
Should costs to support BOXTOP and Danish Air Force be included in this proposal? No, those are priced/negotiated separately from this contract.
What training will the US Government provide? This is listed as a table in Appendix 1 of the Draft PWS.
Are the 6 exercises priced separately from the BMC? No, these exercises should be included in the fixed price.
What union/labor agreement applies to BMC employees? Will it be posted by the US Government?
Agreement between the Confederation of Danish Employers in Greenland (FADVIG) and BAT CARTEL and is available publicly.
http://www.batkartellet.dk/Overenskomster.asp The US Government does not intend on posting the union/labor agreements.
What equipment on the listing (Attachment 1 of Section L) is being used? All equipment on the list is being utilized as far as the US Government is aware.
Is the downward pricing requirement before or after EPA adjustments? Before EPA.
Are there any parts for the power production plant that have "special level"? Are there any parts that are needed to be on hand at all times?
There is no specific Draft PWS requirement that talks to special parts, but this could be a manufacturer's recommendation or just a best business practice. The Government will talk with technical experts to see if there is any such listing.
Did you evaluate doing a multi-year contract versus one year options?
Yes, there are specific requirements a contract must meet in order to use Operation and Maintenance funding in a multi-year contract, and the Thule BMC did not meet those requirements.
During transition is it the intent to have the new contractor and the incumbent work together?
The intention is to have both contractors (new and incumbent) on site during those 8 months. There will be transition activities, ability to utilize the resupply mission, and the chance to see all activities as the occur during the 8 month period.
Does the Government have any small business goals?
No, small business goals are not applicable to this acquisition.
Is there a requirement for the employment of native intuits?
No, there is no requirement, however, the US Government does encourage the hiring of Greenlandic nationals.
Has the Greenland Self Rule Government taking more control in Greenland changed these requirements?
No, the regulations covering the Thule Defense Area are separate from the rest of Greenland. The Defense are is governed by the International Agreements, that sometimes supersede Greenland law.
Can a contractor choose to use either Danish or Greenlandic labor laws since they differ? Labor Law and Tax Code research is incumbent on the contractor Does the 1951 International Agreement still apply to Thule operations? Yes.
Does the current contractor hire United States or Danish citizens?
Yes. There are two functional areas that are US citizens and that is for the airfield manager and weather personnel. US citizens may work under the BMC contract if they have a work permit.
Is it difficult to get a work permit to work in Greenland? Research is incumbent on the contractor
Does the incumbent own the benefits/pension of the employees or is this owned by the Danish Government?
Unionized employee pensions are paid into a non-profit company, Pension Danmark, that administers the pension and looks after the interests of the workers. The pension is individually owned by the employee.
The incumbent is partially owned by the Greenlandic Government; how does that play into the reacquisition?
There is no requirement for this, and it will not play a part in the acquisition determination.
What taxes does a US employee pay? Tax Code research is incumbent on the contractor
Why did the US Government not just sole source this contract?
It is the US Government policy to compete this contract if there is competitive interest, and we are very interested in having competition on this contract. The Thule requirement is well defined and the US Government has worked very hard to even the playing field by collecting significant workload data.
Please explain how the Contractor Acquired Property (CAP) works?
CAP will be available from the incumbent to the successful offeror at no charge and on an as-is basis. The successful offeror will need to maintain CAP and replace it as needed.
Can the US Government provide condition codes for CAP? Pending.
What does the 2-4 weeks mean? (In regards to Sub- Factor 7 - Experience. Provide activities performed in a remote environment. A remote environment is defined as an environment with personnel and cargo logistical challenges, limited external resources, or an environment which requires self sustainability capabilities for short periods of time 2-4 weeks.
This means a contractor must have sustained critical life and mission operations without resupply for 2-4 weeks at a time.
How will the MFA present a list of qualified primes? Pending.
Will the US Government post a list of MFA approved companies? No.
Why is transition 8 months?
Due to the logistics of getting items to Thule, the Government wanted to award the successful offeror with time to get supplies/equipment/vehicles as needed up to Thule AB. Transportation is US Government furnished, but there is lead time to get items to the various ports in order to ensure the items will be delivered at Thule during the short port season in the summer of 2015.
Who owns the hazardous waste? Is it Government owned or not?
The Air Force owns the hazardous waste until it is disposed of at a licensed disposal facility. The contractor is required of coordinating the transportation of waste and maintaining manifest records.
What is the Greenland Apprenticeship?
When individuals go to technical school in Greenland, they are required to have work study and hands on training. This is a Greenland Self Rule Government program that different companies within Denmark and Greenland have a partnership. There is no requirement for a contractor to participate in this partnership, but the US Government does encourage it.
In the Section H clause dealing with materials and notification to the Government when materials can not be provided. Pending.
For purchases made in SBSS, does the contractor get charged for these?
Some parts in SBSS are US Government furnished, such as repair cycle assets and depot level repair items for Air Traffic Control and Landing Systems (ATCALS) . Other parts ordered in SBSS and used for maintenance on other equipment are ordered at contractor expense.
Were there major scope changes from the SOW to the PWS? No.
Section L, Sub factor 2 talks only to operation/maintenance of specific items - what about medical, dining, etc?
These items were chosen for this sub factor based on risk associated to personnel and mission. These were also chosen to level the playing field competitively. However, the US Government does expect to see factors in the staffing plan to ensure a bidder understands all other requirements.
Bench stock levels required in 3.1.15.3 of the PWS -how does the successor contractor know there will be enough stock so they will not fail the first week?
The requirement in the current contract is to have the contractor stock up to 2005 levels, there is no specific requirement for what must be stocked. The US Government, successor contractor, and incumbent will also complete an inventory during phase in.
There is no safety evaluation factor, was this intentional?
Yes, Thule AB safety falls under Danish and Greenlandic safety laws. However, the US Government will be completing a responsibility determination where we could disqualify a company with negative safety record.
How is transportation bid?
Transportation is US Government furnished. This includes air/sealift from the US to Thule and air/sealift from Denmark to Thule.
How does the exchange rate play into this contract?
The exchange rate is strictly US Government risk. The contract will be bid and paid in Danish Kroner.
Please explain requirements on Government Furnished Equipment?
Government furnished equipment will be maintained and repaired by the contractor to the levels defined in the PWS. The Government will be responsible for replacement of equipment if required.
What is included in termination liability? Pending.
Will the incumbent remove their parts/inventory/supply system? What about the network system Pending.
Is the US Government looking for teams of companies or a single company to perform the requirement? The US Government does not have a preference.
Is the PWS requirement 3.19.2 mean leased vehicles?
No, this requirement is service required. Vehicles provided will be included in the firm-fixed price.
In the PWS requirement 3.19.4, is the mobile fuel dispensing system GFE or CAP. GFE To operate the taxi is there any specific training or school required?
The US Government is requiring a performance-based service; taxi service to be provided IAW commercial standards.
Is the bus GFE?
The bus is part of the items listed in Appendix 11 (Government-Furnished General and Special Purpose Vehicles). Then intention of this Appendix is to list the vehicles that are provided by the Government to the Contractor for use in the performance of the contract. However, if an item in Appendix 11 needs to be replaced, the new item is considered CAP and is funded by the firm-fixed price in the contract.
What are the PWS 3.19.8 leased vehicles as compared to 3.19.2?
This is a pool of vehicles that can be rented by TDY personnel for use while they are at Thule AB.
Is the lease money collected and provided to the Government?
Yes. The US Government would pay for the service in the contract and the contractor would reimburse for the rental and fuel fees.
Is fuel tracked? Yes, vehicle keys are issued and Fuel Management System (FMS)
What is the date and condition of the Boston Whaler vessel?
1990; conditions of vehicles and water vessels, as available, will be posted in the bidder's technical library
Phase-in period will be 8 months prior to 1 October 2015? Yes.
What's included in Government furnished training?
Course costs only. Travel, per diem, hotel, rental car, etc are all contractor costs.
What medical services will be provided to the contractor? Does the Defense Base Act (DBA) apply?
All medical will be provided at no cost. The laws of Denmark meet the intent of DBA, so DBA is waived for work performed in Denmark and Greenland.
Is there a warehouse for vehicle management?
Yes, there is a vehicle maintenance facility. Currently it sits outside the "Thule Triangle" and is one of the facilities to be replaced by future military construction
(MILCON).
What is the difference between special purpose and general purpose vehicles?
General purpose vehicles are passenger trucks such as Toyota Hilux. Special purpose includes vehicles such as snow plows, cranes, airfield stairs, and fuel trucks.
Is there an authorized stock list (ASL) - required parts list?
No. Spare parts are not Government directed. The US Government contracts for a service and it is up to the contractor to ensure they can meet the requirements. This is all part of the firm-fixed price and is not cost reimbursable.
If a Danish firm were to win this contract, do any MFA rules apply to subcontractors? (i.e. do subcontractors have to be Danish)
The requirement is for the award of the contract to be to a Danish company (Danish MFA is working this criteria). The individuals working at Thule AB must be US or Danish citizens. The employees at Thule fall under Danish labor laws (except for the exclusions of the airfield manager and weather personnel).
These are the only requirements that the Government know of until the MFA criteria gives more guidance.
What is Quality Assurance Surveillance Plan
(QASP)?
This is the Government's inspection plan - it used to be called a Performance Plan (PP).
Who is the US Government POC office for management of this contract?
21 Contracting Squadron (21 CONS) at Peterson AFB and 21 CONS, Detachment 1 in Copenhagen.
How will project CLINs be utilized?
The BMC contractor (as part of the base contract requirements) will be required to prepare project documentation for work that needs to be accomplished.
When the US Government receives project funding, we reserve the right to non-competitively award projects under a specific dollar threshold (contained in the PWS) directly to the BMC contractor. The project CLIN will be utilized for these non-competitive projects to be sole-sourced and negotiated with the BMC.
What are the thresholds for technically acceptable, is there a %?
Section M has all the details for the sub factors under technical. An offeror must pass all sub factors at 100% in order to be technically acceptable.
What labor can be utilized for this contract? Must it be Danish/Greenlandic, or can the contractor bring in US labor?
Per the agreements only Danish and US citizens may work in the Thule Defense Area. However, workforce must follow Danish/Greenlandic labor laws. If a company wants to sponsor a worker from the US to come in and do work, they must get a Danish work Visa through the normal Visa process.
Will drawings and specifications be released? Yes, those will be in the bidder's technical library.
How will you secure that equipment will be functioning as of 30 Sep 2015?
The incumbent is on contract to maintain the vehicles and equipment up until the end of their contract. We have various on-site Contracting Officer Representatives (COR) who review documentation and evaluate performance to ensure contract requirements are met every month. It is also a part of our team's effort to emphasize the CORs review these particular areas even closer in the later years.
How does the contractor plan for changes to US Air Force staffing and volume after Thule Consolidation?
Overtime as consolidation efforts are completed, any decreases/increases in BMC workload will be individually negotiated. We expect bidder's to propose on the existing conditions today.
What is the reason for a shorter contract of 1 year and options of 1 year.
This is the typical way this contract has operated for the past 30 years. The US Government also evaluated a multi-year contract option. There are specific requirements a contract must meet in order to use Operation and Maintenance funding in a multi-year contract, and the Thule BMC did not meet those requirements
What does maximum objectivity mean under Lowest Price Technically Acceptable (LPTA)?
Section M details what and how proposals will be evaluated. LPTA levels the playing field rather than another source selection method. This acquisition also will have multiple levels of review to ensure objectivity is maintained.
Would a partnership with a US company with lots of experience give a Danish firm an advantage?
There is no requirement for a US/Danish partnership. Sub factor #7 will look at experience and an offeror must pass all sub factors to be considered technically acceptable.
Does sub factor #7 require experience working at an Air Force Base? No, see Sections L and M of Draft RFP.
Can you rank one proposal's technical approach over another?
No. Technical evaluations are objective and evaluated against the requirements in Section M. Technical proposals will not be evaluated against other proposals.
All technically acceptable proposals will be ranked by price.
Will LPTA be the source selection approach or will the US Government change this?
Yes, LPTA will be the approach and no there is no plan for it to change at this time.
How does the employee Collective Bargaining Agreement (CBA) work with negotiations of prices/salaries?
The majority of the current Danish/Greenlandic employees are unionized and have established salaries per the union.
Will you accept a contract in Danish Kroner (DKK). Yes. The Government will only accept a contract in DKK.
Will it be a requirement to use US personnel for those cleared positions (airfield manager/weather)?
No, it is not a requirement to use US personnel. However, the systems, training, certification, etc is very US unique and therefore it was previously impossible to find that positional skill mix within the Danish workforce to successfully accomplish the requirement.
Please explain the experience sub factor. See Sections L and M of Draft RFP.
Will the interested parties list be updated on FBO?
No as of 15 Mar 2013, the US Government is no longer utilizing the interested parties list. However, the US Government will post an attendee list from all the industry day attendees.
What is of the most value to the US Government in this solicitation?
The 7 sub factors are the most important requirements to ensure the mission is sustained. Furthermore, competition and reduced cost are also of value to the US Government.
What is the mission at Thule?
The 12th Space Warning Squadron maintains and operates the Phased Array Warning System at Thule Air Base. Their mission is to provide critical, real-time missile warning, missile defense, and attack assessment against North America as well as detect, track and identify earth-orbiting objects in support of USSTRATCOM’s space control mission. The second mission at Thule is the Air Force Satellite Control Network (AFSCN), which is a worldwide network of antennas that provides support to national security space satellites. There are 15 antennas located at 8 sites in the AFSCN, Thule being one of those sites.
Their mission is to expertly perform telemetry, tracking and commanding operations support of U.S. and allied satellite programs in support of national defense. This BMC contract is the lifeline support for those operators.
Sub factor 1 has no page limit, was that intentional? Yes Is there a requirement for resumes? No.
Is there any issue with attempting to keep the majority of the workforce and accommodate most the employees already at Thule AB? No.
Will future questions be accepted?
Yes, but only in writing and on the official form on FBO. Answers will be posted to FBO for all offerors to see.
Where will workload data be posted? This will be posted to FBO technical bidder's library.
Does the US Government have a preference for a Joint Venture versus a prime/subcontractor relationship? No.
Where will the 7 sub factors be listed? These are in Section L and M in the Draft RFP.
Will the US Government evaluated technical or price first?
The US Government will evaluate all proposal's prices based on the three criteria listed in the RFP (balance, affordability, and reasonableness), then we will evaluate all proposals for technical acceptability. Then, all technically acceptable proposals will be ranked by price.
Will there be transparency in the technical criteria, or will it be subjective?
It will be objective. Each proposal will be evaluated against section M (not against another contractor's proposal).
Labor costs will be industry regulated, but what about other items like food or fuel?
Food will be a cost reimbursable line item as the US Government understands this is a highly fluctuating commodity. Fuel to run the operation is Government furnished. Petroleum, oil and lubricants will be contractor furnished and is expected to be part of the firm-fixed price.
Does the current contract utilize the same labor indices?
Yes, the indices come from Denmark statistics and the plan is to utilize the same on the new contract.
During the phase-in period (1 Feb - 30 Sep) is the new contractor expected to come in without any equipment?
Yes. Phase-in is a transitional period for the contractor to accomplish inventories, a baseline survey of the base infrastructure, interfacing and watching operations, preparing for the sealift season, etc (section 3.33 of the Draft PWS). The new contractor will not be held to the performance of any other PWS requirements until performance starts on 1 Oct 2015.
Will the US Government provide the condition of all equipment?
Yes. The US Government intends on providing a list and condition of equipment . This information will be contained in the Bidder's Library.
Is the risk of liability/durability of all Real Property Installed Equipment (RPIE) be taken on by the contractor?
The US Government will provide information on the RPIE status and maintenance over the past few years, so the offerors can evaluate and plan for maintenance. If RPIE has a total failure that is outside the maintenance requirements listed in the PWS, it is the requirement for the contractor to notify the Air Force and then it is Air Force responsibility to replace.
Should the proposal be based on the way the base is structured today, or the way it is planned for after consolidation? Based on how the base is structured today.
When reductions are made to the base infrastructure, will the US Government plan on making reductions to the contract? Yes, and that will be a bilateral negotiation for each reduction.
Will the BMC contractor be allowed to bid on the new construction contracts? Pending.
Is there a limit of how much BMC work can be subcontracted out?
We do not have a limit on what would have to be performed by the prime, but we are not sure if this is going to be part of the MFA criteria?
Can subcontractors come from Denmark, Greenland, the US, and the Faroe Islands?
The requirement is for the award of the contract to be to a Danish company (Danish MFA is working this criteria). The individuals working at Thule AB must be US or Danish citizens. The employees at Thule fall under Danish labor laws (except for the exclusions of the airfield manager and weather personnel).
These are the only requirements that the Government know of until the MFA criteria gives more guidance.
What is the Question/Answer timeline?
Questions and pursuing Answers submitted in regards to the draft Performance Work Statement (PWS) or draft Request For Proposal (RFP) will be posted on this site weekly, on or about the Friday of the week the questions are received.
Does the US Government have the opportunity to extend the current contract? Can you cancel the tender?
The US Government does have the ability to extend the current contract by 6 months. After that it would take an approval from Air Force level and will only be considered if the acquisition timeline has slipped.
Is there a potential for alternate proposals if there is a smarter way to do business? What would the procedure be?
No alternate proposals will be allowed. The Government will entertain any ideas from industry on any way to do "smarter business". If there are suggestions for changes to the PWS requirements, please send those ASAP.
If an AFI standard is in the PWS for final RFP, then all offerors will have to bid to this? Yes
What is the procedure for initial and final proposals?
Initial proposals will be due. The US Government will evaluate technical acceptability and price. If there is something that needs clarification, evaluation notices may be necessary. Then, if necessary, final proposals will be requested.
How will technical proposals be evaluated?
Each proposal will be evaluated against section M (not against another contractor's proposal).
Are any sub factors more important than others? No.
What is financial responsibility? FAR Part 9 describes what the US Government will review.
Is financial responsibility determination required prior to preparing a proposal? No, at this time there is no pre-approval required.
If a company does not pass one sub factor, can they try to pass again?
No, unless evaluation notices/clarifications are issued, there will be no request for revised proposals.
What is the collective bargaining agreement clause listed in Section L #7, page L-9?
The US Government needs to revise this language in the final RFP. This was intended to be that they contractor follow and pay per the labor unions.
What will happen if Denmark changes from DKK to the Euro during this next contract? This would be a bilateral negotiation if it happens.
The US Government mentioned performance-based contracting, but the new PWS looks to be less performance-based than the old SOW.
The US Government acknowledges that we have added new standards to some areas of the Draft PWS. The US Government encourages offerors to review and provide feedback on any specific areas that seem to be too stringent or cost drivers. We are still working the Draft PWS and approvals, so there is a possibility that this will change.
When is the last date that the US Government will take questions for the Draft PWS and Draft RFP?
The last date for comments regarding the Draft PWS and Draft RFP will be 2 Aug 13 Close of Business CEST.
What is subsistence as a cost reimbursable CLIN?
The idea is to use the value listed in Section B as the target value and reduce the risk of the cost fluctuation on the contractor. This is not a cost reimbursable based on how many people eat in the dining hall, but is cost reimbursable based on the amount of food purchased.
Is there an intention on collecting additional dining hall meal usage? No.
Should there be different costs for laundry and dry cleaning for military versus civilians? What should be included in the actual costs (labor/power/supplies)?
No, there should not be a price difference for military versus civilians. Actual costs should include any BMC expenses - i.e. labor, materials, supplies, etc.
Government furnished supplies/services such as fuel and real property should not be included.
Will the airlift (passengers/cargo) schedule be the same as today? Yes
What is the intention of PWS 3.1.15 - funds utilization report?
The intention is to have the costs broken down for each major requirement section of the PWS to have better visibility into costs. In the final PWS the US Government intends on having a sample format.
CBA will be renegotiated in Spring 2014, so what rates should be included in the proposals?
The US Government will include language the RFP addressing rate changes after initial proposals.
New contract will be more performance based, but AFI's are listed in the draft RFP?
Performance based as much as possible, certain aspects are still required per tech experts. The Government is trying to get to industry standards, may have specific AFI paragraph levels.
Default text in draft PWS, will there be another Draft PWS before final RFP?
The Government will attempt to update when we can, if we have authority to do so.
Diplomatic Note & participation, what is the timeline on criteria?
The MFA is actively working, along w/the State Department. Unfortunately we do not have an estimated timeline. Hopefully within the next 30 days but no guarantee. The Government wants to have this prior to site visit.
