Federal Business Opportuniti es

Notice details Participation in this acquisition is restricted to Danish or Greenlandic firms only ... Non-Danish or non-Greenlandic firms interested in subcontracting or joint ventures opportunities are encouraged to contact potential Danish or Greenlandic prime contractors that may be interested in participating in this requirement

Please elaborate on the limitations that will apply to non- Danish or non-Greenlandic participation in such a joint venture or subcontracting agreement (how many percentages of a joint venture is allowed to be non-Danish/Greenlandic, and to what extent will subcontracting with a non-Danish or non-Greenlandic firm be accepted before the prime contract holder can no longer be considered a Danish or Greenlandic company)?

17-Jun-13 The US Government is awaiting an answer from the Danish Ministry of Foreign Affairs (MFA); question submitted from the US Government to the Danish MFA on 17 April 2013. Answer to this question will be posted to FBO for all interested parties as soon as the information is received.

Draft RFP Section L, para L-7, B 1.e., page L-4

Alternate proposals will not be accepted.

Will the USAF consider changing its position and accept alternate proposals in case the offeror, as an example during the One-on-One meeting, can explain how it might be possible for the USG to achieve considerable savings in case alternate proposals are accepted?

17-Jun-13 No

Draft RFP Section B, Item

WASTE DISPOSAL

FFP

Price necessary to operate the Thule AB landfill in PWS section 3.14.39.2 Period of Performance is 1 Oct 2015 – 30 Sep 2016

PWS section 3.11 itemized separately as Item 1006, so remove from list in Item 1001.

15-Jul-13 Concur, the RFP will be amended.

Draft RFP Section B, Item

Order and deliver SBSS/ES- S direct mission support supplies and equipment.

Should refer to PWS section 3.14.36, since section 3.14.39.2 entails "Maintain doors, containers and vault equipment".

15-Jul-13 New draft PWS has paragraph 3.14.39.2 which is "Operate the Landfill" and has the language "BMC shall make payment of the annual service fee of DKK 1,750,000 to the Greenlandic Self Government; CLIN X002 of each fiscal year for Waste Disposal."

Draft PWS 3.4.1 Operate, maintain and repair all RP and RPIE.

What does SBSS/ES-S and DLR repair supplies comprise? 15-Jul-13 SBSS/ES-S is the system and software that the Air Force uses to obtain, account for and track repair parts and equipment.

This is how the Base Maintenance Contractor will order necessary parts through Peterson AFB.

DLR (Depot Level Repairable) is a type of part that is required to have a like item to return to supply when a new one is ordered. A "one for one" exchange. These items are not condemnable at the unit level because the depot is responsible to see if they can repair the part at their level before it is disposed of if necessary. These are items that are generally, but not always, prepositioned in the supply points located within the unit.

Draft PWS 3.14.5 Operate, maintain and repair all RP and RPIE.

Much of the power generation equipment in M-Plant and J- Plant and other facilities is old and some of the Original Equipment Manufacturers do not exist anymore.

If during the service period; original parts, or suitable substitutes for such parts, to a larger piece of equipment are no longer available on reasonable commercial terms on the market and it becomes necessary to replace the entire larger piece of equipment, which could not have been foreseen by the Contractor at the time of bidding and thus not be included in the price.

Please advise how such cases will be dealt with?

15-Jul-13 M-Plant generators: parts/material are available from several sources and should not be a problem to secure.

J-plant engines (Enterprise and Fairbanks Morse): parts/material are not readily available. There is a new 7Mw generator facility proposed to be complete (located near the current J-Plant) in FY16. This plant will de-commission the entire existing J-Plant. This plant is not intended to be capable of back feeding and supplying power to Main Base. It will provide backup power to the EWR Site alone. Information on the new plant and equipment will be posted to the bidder's technical library as it is available.

Other facilities/infrastructure (Real Property and Real Property Installed Equipment): when equipment is approaching the end of its useful life, the base maintenance contractor is requried to identify it and program for replacement using the requried Civil Engineering three-year plan. If the equipment is programmed for replacement ahead of time (three years) and it reaches its useful life, the US Government is then responsible for the cost of replacing this item/s. Please note, the contractor has the responsibility of programming these items for replacement whether that is entire system (i.e. chill water system to include chillers, pipes, pumps etc), part of a system (i.e. two 500 ton Chillers), or a single part (i.e. chill water pump).

Replacement parts: some original manufacturers may no longer exist however, there are suitable substitutes that may be used with minor modifications. The US Government would expect the contractor to exhaust all repair possibilities if the equipment would need repair before the end of its useful life. Every effort must be made to keep the equipment running to the end of its useful life.

Draft PWS 3.14.5 Operate, maintain and repair all RP and RPIE.

Please inform to what extend the below information will be made available to the bidders and when?

For the diesel engines, turbo-chargers, alternators, MV and LV switchgear, power transformers, boilers, pumps, control system and other major equipment:

1. Make, type, serial numbers, year of construction/manufacturing

2. Accumulated running hours (where relevant)

3. Copy of manufacturers O&M manuals, drawings, P&I diagrams, single line diagrams etc.

4. Maintenance history (maintenance reports, spare parts consumption lists, thermo- graphic scan etc.)

5. Condition assessment reports, performance reports, estimated remaining lifetime

6. Production and consumption reports for power, water and heating; with key figures such as; KWh, running hours, load factor, specific fuel oil consumption, specific lube oil consumption, make-up water consumption, water production etc.

15-Jul-13 Information for items 1-2 and 4-6 for most major mission critical equipment will be provided in the bidder's technical library.

Information for item 3 can be gathered by potential bidders during the site visit.

PWS 3.14.5 Environmental Compliance Is it possible that a list of original equipment manufacturers and current suppliers of equipment, parts and materials to the major RPIE will be made available to the bidders?

15-Jul-13 Original equipment manfactuer inforamtion will be provided for most major mission critical equipment in the bidder's technical library. Current suppliers will not be provided, as this is a performance based contract and the winning contractor may use any number of suppliers as long as the requirements in the PWS are met.

Draft PWS 3.20 Additional Invoicing Instructions

How will the baseline status for land fields, hazardous waste disposal areas etc. at TAB be determined to avoid that a new incoming contractor will be held responsible for environmental issues from the past?

15-Jul-13 The US Government will maintain and reference the Final Site Inspection Report, Thule AB, Greenland, Revision 1, April 2013, as the initial environmental baseline for the BMC. The contractor would be responsible for any new environmental occurrences after the start date of the new contract. This report will be posted to the bidder's library.
