Location Question Answer

What's the purposes of building/facility consolidation? The consolidation at Thule AB is taking place for cost efficiencies and safety.

Is Thule AB on a two-year cycle of receiving increased pounds of cargo?

Historical numbers do look that way, however, it is not constant, cargo received is all dependent on the number and type of ongoing projects.

Is the Medical Operation at Thule AB conducted by Active USAF personnel?

No. Medical requirements are part of the BMC contract, and USAF military members oversee the performance as Contracting Officer Representatives

(COR).

How does emergency Medevac work for USAF Personnel?

If military personnel need to get off Thule AB based for an emergency a request has to be requested to Transportation Command (TRANSCOM).

How long are USAF personnel stationed at Thule AB? One year.

Is the runway always open?

No, there are a required number of hours in the PWS. Additionally the US Government has a set number of times that they can require the contractor to open the airfield after hours. This number is set in the PWS for the upcoming contract.

Why do they have limits on the opening of the runway? Cost limitations.

How deep is the snow in the winter on the airfield? All depends on the storm and the wind. Average annual snow fall is 34.5 inches.

Why did Thule AB go from 10,000 personnel down to 1,000 personnel? Change in the mission. Thule no longer has a flying mission nor missile silos.

Why is there a separate CLIN for drinking water? Because it is a separate funding line.

Will MFA criteria include subcontractor criteria, or will the AF set that? All dependent on what comes from the MFA.

Industry saw there were explicit access documents posted to FBO in mid August, what was that?

This is the placeholder for the technical bidder's library, which will contain redacted documents and will be posted soon. All contractors will be granted access at the same time. Currently no one has access.

How long will the proposal preparation time be for the contractors?

USG was planning on 90-days but this may change based on feedback from industry.

Will the US Government post slides and list of attendees from site visit?

Slides will be posted, and the US Government will consider posting attendee list.

When will the bidder's library be open? To be determined, this will be as soon as possible.

Can more than one person from each interested party have explicit access to the technical bidder's library? Yes, just need to request it.

Is consolidation completed via separate MILCON projects, or is this part of the BMC?

Both. Smaller projects (example: energy efficient lighting) are accomplished via the BMC contract. Larger projects (example: new dorms) are competed within industry.

Is MILCON/Demolition limited to Danish/Greenlandic companies as well? Yes, this is all part of the international agreement.

Wouldn't it be more cost effective to have the BMC do all consolidation projects? No, then it wouldn't be competitive where we get the best value.

Is the BMC contractor forbidden to bid on construction contracts at Thule AB? This is pending and will be called out in the RFP upon final release.

Is the BMC contractor allowed to bid on MILCONS? Yes.

How many CORs are there on the BMC contract? 32 Will bidder's library data have facility information (i.e. square footage)? Yes.

Will facility information include floor coverings?

If the information is available, then it will be posted to the technical bidder's library.
