RFP Questions and Answers
Q1. 3.3.3.1 states "Handwritten PPQs or modified PPQ forms will not be evaluated" however, Attachment 13 posted on beta.SAM May 29, 2020 is not a fillable PDF form. You can
"edit PDF and "Add Text", but checking the boxes and filling in the circles is easier by hand unless the form is fillable. Please clarify.
A1. The attachment allows for an individual to enter an “x” mark within the circles/boxes.
The government will not be providing the forms in any other formats other than the way they were posted on beta.SAM.gov.
Q2. Subfactor 1 and Subfactor 2 indicates that a project submitted can either be active or completed. If an active project is submitted, what percentage completion must it be? While one subparagraph indicates at least 65% of documented performance during the three years. This does not confirm that the project must be 65% complete. For instance on one of our design-build projects, the design is complete but construction has not started. Would this be an acceptable project since it is active?
A2. At least 65% of the project must be completed at the time of proposal submission.
Q3. Per the Government's response to Question 56 (Attachment 20 SMACC Q&A), many of the attachments (i.e. attachments 7, 7a, 8, 8a, 9, 11, 12, & 13) were to be provided as fillable PDF documents. However, the attachments provided with this solicitation are not fillable. Please provide.
A3. To edit the document- select edit PDF, add text, enter the information required then save document.
Q4. Are the RFI responses to the Draft RFP questions provided in Attachment 20 incorporated as part of the formal SMACC solicitation?
A4. Yes, the responses from the draft RFP are incorporated into the SCMACC solicitation to provide potential offerors with those questions previously asked and answered.
Q5. Please reconsider the decision to require hard copies of the proposal. Electronic copies uploaded via SAFE will not only reduce offeror costs, but will also minimize the solicitation's impact on the environment.
A5. The requirement will remain as stated within Section L.
Q6. Requests for our clients to complete a 21-page past performance questionnaire for projects that have completed CPARS evaluations are being met with resistance and are placing a heavy burden on busy contracting officials. To assist in the completion of this form, please provide
Attachment 13 Past Performance Questionnaire in a format that is easily fillable by the client
ASAP, or consider removing the requirement from the solicitation if CPARS evaluations are on file in the government's PPIRS system for projects included in the proposal.
A6. The attachment can be completed by individuals in its current format; therefore, the attachment will remain as a part of the solicitation requirement to be evaluated.
Q7. Section F "Contractor Self-Assessment Past Performance Relevancy Rating" on Attachment
13 does not match the relevancy rating in the RFP. Attachment 13 states that a project is considered "very relevant" if over "$500K which involves civil, electrical, mechanical, structural, and architectural disciplines." In the RFP, a project is considered very relevant if over
"$500K which involves at least four of the six disciplines: civil, electrical, mechanical, structural, environmental, and architectural disciplines." Please clarify what constitutes a "very relevant" project for evaluation purposes.
A7. Attachment 13-subfactors 1 and 2 has been revised to mirror Section M for the relevancy rating, as stated within Table 3- Relevancy Matrix.
Q8. On the SF 1442 – 13.b. it shows a bid bond is required. Yet in Section L, it is not listed as required. Please clarify if a Bid Bond is required with the proposal.
A8. The solicitation has been amended to incorporate FAR 52.228-1 Bid Guarantee which states the amount that the bid guarantee amount.
Q9. Section L (page 5 of 10) Executive Summary shows in chart as having no page limit. We noticed that in the Draft Q&A’s #18 it says the Executive Summary has a 2-page limit. Please confirm the page limit amount.
A9. Attachment 5- Section L, Table 1 (page 5) has been revised to accurately state the page limit for the Executive Summary section.
Q10. Just want to confirm there is no site visit/pre-proposal conference scheduled.
A10. There is no site visit/pre-proposal conference scheduled, due to there being no seed project for the SCMACC IDIQ.
Q11. The due time is 10:00 a.m. - For Fed-Ex, the first shipment time they offer is for their
Priority Overnight service and that time is 10:30 a.m. We would like to ask if you would consider moving the due time to 12:00 p.m.
A11. The proposal submission time has been revised from 10:00 am EST to 2:00 pm EST; the date will remain the same- July 15, 2020.
Q12. Want to confirm that a project done by a “Civilian/Industry” Client (as referenced on your
PPQ), is as relevant as a federal client.
A12. Yes, a project done by a “Civilian/Industry” client is as relevant as a federal client.
Q13. Please clarify, in Section M – Table 3. The Very Relevant column states that for Sub-factor 1 - when you have at least 4 of the 6 items it qualifies as “Very relevant” as well as for
Sub-factor 2 when you have at least 3 of the 6. But on the PPQ page 4 – you want us to do an assessment where the “very relevant” qualifications are not the same. Would you consider updating the PPQ chart to match the RFP?
A13. See A7.
Q14. Section L-2.7 states “the electronic copies of the proposals shall be submitted in formats readable by MS Office 2016”:
Question 1a – The version of MS our company has is 2013. Do you know if that would be
“unreadable”?
A14: Answer 1a. The government systems run on Microsoft 2016; therefore, this is the version that is required. Older versions may not allow the government to open/view documents properly.
Question 2a – Since we will be inserting signed documents such as a cover letter and the SF
1442, as well as inserting CPARS, will it be acceptable to turn in the electronic version (that will be on a CD) as a .pdf document?
A14: Answer 2a. Please refer to Attachment 5 SCMACC Section L, L-2, paragraph 2.7. for how to submit copies of the proposal.
Q15. Are 11 x 17 pages allowed? If yes, will they count as 1 or 2 pages?
A15. Please refer to Attachment 5 SCMACC Section L, L-2, paragraph 2.9.1. for page sizes and format.
