1.3 LOCATION
The work to be accomplished under the subcontract is at Ascension Island Auxiliary Airfield (AAF). Ascension Island is in the South Atlantic Ocean approximately 5,000 miles southeast of Cape Canaveral, Florida and half-way between Africa and South America.

1.4 SCOPE

1.4.1 Summary of Work

1.4.2 Equipment Availability
The Contractor will be responsible to provide or ensure the availability of all equipment required to perform the work in accordance with the Contract Documents. Access to Station equipment will be very limited given the intense requirements for this project. The Contractor should be prepared to provide all required equipment needed for the various placement processes and ensure that it is suitable for working safely on such slopes.
1.5 QUALITY CONTROL
The Contractor shall use skilled workers, an adequate number of which are thoroughly trained and have a minimum of 3 years experience in the necessary crafts and who are completely familiar with the specified requirements and the methods needed for the proper performance of the work in each section of these specifications. The Contractor shall submit to the Contracting Officer's Representative, during the submittal process, a copy of the Contractor's self-inspection and quality control program and aproject-specific quality control and inspection plan (QC&IP) listing all test and inspection requirements in the contract documents. The QC&IP shall list all tests and inspections by their applicable specification and/or drawing reference. It shall also include those tests and inspections recommended by the manufacturer. Reference specification Section 01 45 00.00 40, QUALITY CONTROL, for additional requirements.
Licenses: The General Contractor and their lower-tiered subcontractors shall be licensed by the State of Florida or have an equivalent out-of-state license in all areas applicable to this contract.
1.6 DRAWINGS
The drawings indicate the general location and arrangement of existing conditions. It is strongly recommended that the Contractor visit the site to determine the complexity of the work and the existing conditions affecting the work. Field measurements may be necessary to determine the size and quantity of materials. Conditions that are obvious/visible or that should be reasonably anticipated by the Contractor on inspection will not be considered under the Differing Site Conditions Provisions of this contract.
Contractor shall check furnished drawings and notify the Government of any discrepancies.
1.7 REMOVAL AND DISPOSAL
Remove and/or relocate those materials or items indicated on the drawings.
Remove and/or relocate those materials necessary for the installation of new material for the correct function of same. Perform removal operations in a safe and suitable manner that will not damage the adjacent areas, or
Section 01 00 00 Page 4 existing utilities. Repair any damage incurred during removal operations at no expense to the Government.
1.8 MATERIALS SUBMITTALS
Reference Section 01 33 00 SUBMITTAL PROCEDURES for material submittals.
Within 15 days after Notice to Proceed, Contractor shall submit a schedule of submissions. Schedule shall indicate approximate dates for submittals to be received by the Contracting Officer's Representative. Schedule shall include all materials requiring submittals. All materials and equipment provided in the performance of this Contract shall be new and currently being manufactured.
1.9 SUPERINTENDENT
Designate a competent superintendent who shall have full authority to act for the Contractor and who shall be the primary contact with the Government until acceptance. Provide name and qualifications of superintendent for review during the submittal process. The Contractor's superintendent shall be at the job site at all times and shall have full authority to act for the Contractor. During the submittal process, provide name and qualifications of superintendent for review.
1.10 TURN-IN OF IDENTIFIED EQUIPMENT, SPARE PARTS, TOOLS, ETC.
Items indicated in construction documents for turn-in to the Government shall be delivered as directed before prefinal inspection. Obtain receipts from Government employees receiving the materials and deliver them to the Government before prefinal inspection. Provide a copy of AF form AF2005 for each applicable item.
1.11 AS-BUILT RECORD DRAWINGS
Contractor shall maintain two sets of Contract drawings at the jobsite at all times. These drawings shall be used as "Progress" As-Builts, and shall be continually updated to show all deviations that have been made from the drawings, including buried or concealed construction and utility features revealed, during the course of construction. Contractor shall record the horizontal and vertical location of all buried utilities that differ from the contract drawings. These Progress As-Built drawings shall be available for review by the Contracting Officer's Representative at any time. Upon completion of the work, submit the marked sets of prints to the Contracting Officer's Representative. Additionally, the Contractor shall submit an electronic copy of drawings in AutoCAD 2007 (.DWG format), on CD, clearly indicating as built conditions. Drawings submitted in Drawing Exchange Format (DXF) will not be accepted. Contractor shall provide all symbol and text files required. Requests for partial payments may not be approved if the marked Progress As-Builts are not kept current, and the request for final payment will not be approved until Progress As-Builts as well as the electronic copy are acceptable to the Contracting Officer's Representative.
1.12 EQUIPMENT LIST
Provide an equipment list to the Government. Indicate the make, model number, serial number and warranty expiration date of equipment installed by Contractor. The Project Engineer will inform the Contractor which equipment should be on the list. After the list is approved, Contractor shall
Section 01 00 00 Page 5 complete GSA Form 274 obtained from the Project Engineer and place it on the equipment, as indicated on the list, before prefinal inspection.
1.13 PREFINAL INSPECTION SPECIAL REQUIREMENTS
Contractor shall request in writing, a minimum of 7 days in advance, for a prefinal inspection. At this inspection, Contractor shall have work accessible for inspection.
1.14 FINAL INSPECTION ONLY
If the Contracting Officer's Representative elects to have only a final inspection, turn in prefinal inspection submittals before the final inspection.
1.15 SCHEDULES
1.15.1 Work Schedules
Work schedules for all on-site activities must be reviewed and approved by the Contracting Officer's Representative prior to start, and all activities coordinated with the Contracting Officer's Representative once work has begun.
Contractor shall allow for a maximum of 3 days where a construction activity is prohibited due to hazardous operations or launch activity. The Government will provide a 24-hour notification, if possible, each time the restrictions are invoked.
Project shall be scheduled to meet the following requirements:
Length of time between the issuance of a Notice to Proceed and the completion of the work shall not exceed 357 days.
On-site construction shall not exceed 297 days. (Coordinate with the Government.)
NOTE: The Contractor shall attend (on-site) weekly project meetings, not to exceed 2 hours per week. Discussions shall address the progress schedule, potential factors of delay, deficiencies, material delivery schedules, Base equipment and operational requirements for next 2 weeks, submittals, and safety issues.
1.15.2 Construction Progress Schedules
Submit for approval an initial schedule including a phasing plan for performance of work within 30 days of Notice to Proceed or as directed by Contracting Officer's Representative. Schedule shall be submitted as a Gantt Chart developed in Microsoft Project 2007. Schedule format shall duplicate the template format. Template provided upon request. Show complete sequence of construction by activity, identifying work of separate stages and other logically grouped activities. Indicate the early and late start, early and late finish, float dates, and duration.
After initial schedule is approved it shall be established as an MSP4 baseline.

Revise and resubmit on a monthly basis. Submit revised schedules with each Application for Payment. Provide copy to Contracting Officer's Representative.
Indicate estimated percentage of completion for each item of work at each submission.
Indicate submittal dates required for shop drawings, product data, samples, and product delivery dates.
1.15.3 Working Hours
Ascension working hours for the Contractor will normally be between 7:30 a.m. and 4:00 p.m. excluding Sundays and Station holidays. If the Contractor desires to work during periods other than above, additional Government inspection forces may be required. Notify the Contracting Officer's Representative 3 days in advance of intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer's Representative determines that they are reasonably available. If such force is reasonably available, the Contracting Officer's Representative may authorize the Contractor to perform work during periods other than normal duty hours/days.

1.16 UTILITIES
Utility outages shall be requested in writing to the Contracting Officer's Representative a minimum for 14 days prior to desired outage. Outages shall be limited to 4 hours maximum at any one time, unless otherwise approved by the Contracting Officer's Representative due to unusual circumstances.
Existing utility services may be interrupted only when approved by the Contracting Officer's Representative. The interruption shall be scheduled at a time of minimum demand on the utility, convenient to the Government.
Outages on weekends, holidays or evenings shall be performed at no additional cost to the Government.
The Contractor shall make all necessary arrangements to schedule and provide connections to existing utilities and to cause minimum interruption to system operation. All temporary utility hook-ups and disconnections shall be made by the Contractor. All connections and disconnections to existing utilities shall be made or approved by Range Operation Support Contractor.
If the Contractor fails to comply with a scheduled outage, the cost to reschedule the outage will be deducted from the final contract payment.
1.17 LAYOUT OF WORK AND ELEVATIONS
Dimensions and elevations indicated in the layout of work shall be verified by the Contractor. Contractor shall provide his own staking and surveying.
Discrepancies between the drawings, specifications, and/or existing
Section 01 00 00 Page 7 conditions shall be referred to the Contracting Officer's Representative in writing, for review, before the affected work is performed. Failure to make notification shall place the responsibility upon the Contractor to carry out the work in a satisfactory and workman-like manner.
1.18 PROTECTION OF EXISTING FACILITY
Protect the facility and its contents at all times from weather or damage.
Repair any damage incurred at no additional cost to the Government.
1.19 ACCESS
Exclusive use of any area will not be allowed because Range Contractors must have access to all areas at all times. System will not be operational at all times. Periodic shutdowns will occur. Schedule outages for individual components to perform the work.
1.19.1 Listing of Personnel
Submit a numbered listing of all personnel who will be working in the area to Contracting Officer's Representative at the pre-performance conference.
This list will be used for access control. Update this list as necessary.
1.19.2 Vehicle Parking
1.19.2.1 Requirements
Job and support vehicles for workers will be parked in designated parking areas within reasonable access to the worksite. All vehicle operators must comply with all traffic laws including mandatory seat belt usage, speed limits and hauling restrictions. Contractor shall be responsible for repairing or replacing any facility/grounds damaged areas.
1.20 DELIVERY AND STORAGE
Equipment and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer's recommendations and as approved by the Contracting Officer's Representative. Damaged or defective items, in the opinion of the Contracting Officer's Representative, shall be replaced.
1.20.1 Storage Facilities
The Contracting Officer's Representative with the approval of the Fire Department may designate an on-base storage site where the Contractor shall provide a temporary weatherproof shelter for storage of Contractor's material. A closed van-type semi-trailer, portable building, or similar structure, all with adequate ventilation, hurricane tie downs, and proper grounding, will be an acceptable shelter if approved by the Contracting Officer's Representative.
Contractor storage and facilities shall comply with NFPA 241.
1.20.2 Post Transport/Delivery Inspection
The Contractor will inspect all materials within 5 days of materials arriving on site. Notification of damage occurring in transit or during
Section 01 00 00 Page 8 unloading must be filed with the Contracting Officer's Representative at this time. If a statement of damage is not filed, the Contractor accepts the materials as undamaged and usable, and assumes responsibility for storage and protection.
1.21 DIGGING/EXCAVATION REQUIREMENTS
Contractor shall obtain AF Form 103, Base Civil Engineering Work Clearance Request, and Form ERTS 12-004, Ascension AAF Notification of Intention to Excavate, from The Government. The Contractor shall prepare and properly complete both forms, including coordination, before beginning any work involving digging/excavation and location of buried structures and utility lines. The Government shall be the first and the last to coordinate on these forms. Ten to 15 working days will be allowed for coordination on AF Form 103 and ERTS 12-004. Contact COMM before digging begins.
1.21.1 Location of Buried Structures and Utility Lines
Accurately locate and stake structures and utility lines indicated. On-site personnel will be available to assist in locating existing structures and utility lines. Requests for such assistance will be made through the Government. Provide a drawing indicating the full extent of digging/excavation such as width, depth and length of trench or hole.
1.21.2 Excavation, Trenching and Backfilling
Open only those trenches for which material is ready to be placed. As soon as approved by the Government, trenches shall be backfilled and tamped as required by the drawings and specifications.
1.22 GOVERNMENT-FURNISHED MATERIALS

1.23 SALVAGEABLE MATERIALS
Identify with the Contracting Officer's Representative all salvageable materials to be turned over to the Government.
1.24 GENERAL SAFETY REQUIREMENTS
The Contractor is required to follow all OSHA regulations. The Contractor may not expose Government property, the public and workers of the Government or of any other contractor to hazards which they may create. The Contractor shall submit for approval to the Contracting Office and to the Wing Ground Safety Office (45 SW/SEG) an Accident Prevention Plan which details how Government property, the public and workers from other employers will be protected. This plan shall not include details of the Contractor's internal safety program for the protection of their workers since that is an issue between the Contractor and OSHA.
1.24.1 Safeguards for Construction, Alteration, and Demolition Operations
Provide safeguards for construction, alteration and demolition operations as required per NFPA 241, Latest Edition. All storage and storage locations shall be coordinated and approved by the Contracting Officer's Representative and Fire Department. All work shall comply with the latest
Section 01 00 00 Page 9 edition of the Unified Facilities Criteria, UFC 3-600-01 and the National Fire Protection Association Standards and the applicable Air Force Technical Letters, AFETL.
1.24.2 Traffic Safety
Keep fire and exit lanes clear of vehicles and materials at all times. The Contractor shall comply with Florida Department of Transportation Standard Specifications for Road and Bridge Construction, latest edition and Roadway and Traffic Design Standards for Design, Construction, Maintenance and Utility Operations on the State Highway System, latest edition, regulations in regard to safety, barrier, and marking requirements for road construction.
1.24.3 Electrical Work Safety
All permanent and temporary electrical work, installed or used in accomplishment of this contract, will be in compliance with the applicable sections of the latest National Electrical Code or National Electrical Safety Code, as appropriate. Supervisor and workers must be properly trained on lockout/tagout procedures.
Except for testing, de-energize all electrical equipment and circuits through a scheduled power outage before any work is started. Request exceptions, in writing, from the Contracting Officer's Representative 5 days in advance of the actual work to be performed. Provided the exception is approved by the Contracting Officer's Representative, work and/or testing may proceed when proper electrical personnel protective support equipment is provided and worn by Contractor personnel. Lockout/tagout log must be maintained at the site at all times.
1.24.4 Fire/Explosives Safety
The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work. All structures occupied by the Contractor or lower-tiered subcontractors shall be equipped with smoke detectors.
1.24.4.1 Fire Prevention
A weld/burn permit must be obtained from the Station Fire Department through the Contracting Officer's Representative before any welding, cutting, or burning operations are allowed. Submit requests to the Contracting Officer's Representative at least 24 hours prior to start of the operation.
Do not start cutting, welding, or open-flamed operations without permit or approval and a fire watch where required. Post the telephone number of the fire department on job site. Do not store equipment and flammable material in the facility. Field welding may require a fire watch, if deemed necessary by Fire Protection personnel. Contractor shall provide fire extinguisher on site before performing cutting or welding operations.
1.24.4.2 Smoking/Open Flames
Smoking, any open flames, non-explosion-proof electrical equipment/tools, and spark-producing devices are strictly prohibited in all areas where explosive vapor from adhesives, dopes, varnishes, lacquers, thinners or paints may be present and when these materials are used.

1.24.4.3 Flammable Materials
Do not store flammable material of any kind inside any facility without approval of the Contracting Officer's Representative. Keep packages containing paints, dopes, varnishes, lacquers, thinners or other volatile painting materials tightly closed when not in actual use; store in accordance with current recommendations of the National Fire Protection Association. Keep containers of paints, dopes, varnishes, lacquers, thinners, and other flammable materials in a well-ventilated location, free of excessive heat, smoke, sparks, and flames. Remove paint scrapings and paint-saturated debris from the premises daily. Place all paint- or solvent-soiled cloths, paper towels, rags, and cloth waste in properly labeled United Nations Class 1A2 or 1H2 (UN1A2 or UN1H2) steel or plastic drums for solid waste. Use UN1A1 or UN1H1 drums for liquid paints and related materials. Do not mix liquid and solid waste. Do not mix non-hazardous waste with hazardous waste.
1.24.4.4 Powder-Actuated Tools
Powder-actuated tools are not allowed on this Contract.
1.24.5 Elevated Work Area Safety
1.24.5.1 Hoisting Equipment
All hoisting equipment, to include suspended scaffolds and support rigging must have a minimum 4:1 Safety Factor and be currently inspected and certified. Before hoisting of materials and/or personnel is started, the hoist/scaffold and all slings, cables, shackles, etc., shall be load tested to two times the maximum total load to be hoisted. The hoist/scaffold shall be tested in the presence of the Contracting Officer's Representative. The hoisting area must be roped off or adequately barricaded to 20 feet on all sides beneath the elevated work area and signs installed to keep personnel and equipment out of the hazardous area. Spreader bars will be used wherever necessary to prevent hoisting cables from contacting equipment.
1.24.6 Confined Space Entry
This project does not require access to confined spaces. Contractor is responsible to assure the safety of his workers and shall follow all OSHA regulations when entering confined spaces. Refer to OSHA 29 CFR 1910.120 and 29 CFR 1926.21. See ANSI Z117.1, "Safety Requirements for Confined Spaces." Provide all equipment and monitoring for employees. Contractor shall notify Fire/Security prior to entering any confined spaces. Workers must be trained in confined space entry.
1.25 ENVIRONMENTAL REQUIREMENTS
It is the Contractor's responsibility to ensure all work to be accomplished will be in compliance with Federal, Final Governing Standards, Air Force, and local environmental regulations.
1.25.1 Storage and Protection
Contractor shall be responsible for the storage and protection of all materials, equipment, and wastes, whether incorporated into the job or not.

Hazardous Materials and Petroleum Product Containers shall be stored on an impervious surface with proper containment. Incompatible materials shall be segregated and have separate containment systems. No materials or wastes shall be discharged onto land or to the storm sewers, sanitary sewers, etc., without prior approval from the Environmental Technician.
1.25.2 Hazardous Materials/Wastes
Hazardous waste disposal is provided by the ROS contractor. The water line construction contractor is responsible for providing suitable containers and documentation characterizing the waste.
The Contractor shall follow all requirements found in any and all USAF (including OPLAN 19-14), Federal, Final Governing Standards, and local regulations pertaining to the handling, treatment, disposal, management, etc. of any hazardous wastes and/or materials used or discovered in the performance of this contract including, but not limited to, the obligations in the 40 CFR. Contractor shall ensure that all personnel have been properly trained in accordance with 29 CFR, which includes a Hazard Communication program and, if applicable, hazardous waste and DOT transportation of hazardous materials training. All hazardous waste will be turned over to the Range Operation Support Contractor for disposal.
Waste will be segregated by waste streams to ensure proper characterization.
Waste will be stored in closed non-leaking DOT containers. Containers will be labeled, marked, and dated in accordance with 40 CFR and 49 CFR regulations. Waste containers will be managed and inspected weekly to avoid releases to the environment. The Contracting Officer's Representative will assign an area for interim storage of waste containing drums.
The Contractor shall notify the Contracting Officer's Representative and Environmental Technician immediately if any contaminated soil, ground water or suspect hazardous debris is encountered during excavation, demolition or construction of the project.
The Contractor shall provide the Contracting Officer's Representative current training certificates for all applicable Federally required training for all Contractor personnel performing work under the scope of this contract.
The Contractor shall be liable to the Government for all costs incurred to clean up, manage, and dispose of any spilled material/waste resulting from the Contractor's action. The Contractor shall notify the Contracting Officer's Representative and Environmental Technician of all spills of hazardous material or waste.
Contractor shall provide a completed authorization request (AF Form 3952) (including container type and quantity for each container) for each hazardous material to be incorporated into the project, including up-to-date Safety Data Sheets (SDS) and the estimated quantities of those materials.
Copies of SDS of all hazardous material used at the site must be maintained at the construction site at all times. Contractor shall maintain an inventory and SDS's of all hazardous materials at Contractor storage areas.
Hazardous Material (HAZMAT) encompasses all items (including medical supply items) covered under the Emergency Planning Community Right-to-Know Act Toxic Release Inventory (EPCRA TRI) reporting requirements, the OSHA Hazard

Communication Standard, all Class I and II Ozone Depleting Substances (ODS), and materials which can reasonably be anticipated to generate a hazardous waste. It does not include munitions. Reference FAR Part 23.301 definition in the latest version of FED-STD-313D, Tables I & II. This includes any item or chemical which is a "health hazard" or "physical hazard" as defined by OSHA in 29 CFR 1910.1200, which includes the following:
a. Chemicals which are carcinogens, toxic or highly toxic agents, reproductive toxins, irritants, corrosives, sensitizes, hepatotoxins, nephrotoxins, neurotoxins, agents which act on the hematopoietic system, and agents which damage the lungs, skin, eyes, or mucous membranes.
b. Chemicals which are combustible liquids, compressed gases, explosives, flammable liquids, flammable solids, organic peroxides, oxidizers, pyrophorics, unstable (reactive) or water reactive; and
c. Chemicals which in the course of normal handling, use, or storage operations may produce or release dusts, gases, fumes, vapors, mists, or smoke which may have any of the above characteristics.
It also includes any item or chemical which is reportable or potentially reportable or notifiable as inventory under the reporting requirements of the Hazardous Chemical Reporting (40 CFR 370), or as an environmental release under the reporting requirements of the Toxic Chemical Release Reporting: Community Right to Know (40 CFR 372-SUBPART D), which includes the following:
Chemicals which can cause harm to people, plants, or animals when released by spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping, or disposing into the environment.
A hazardous material is anything that you can spread, squirt, brush on, shake, pour, squeeze, or otherwise apply as part of your activities. Typical examples are: adhesives, sealants, oils, grease, detergents, cleaners, disinfectants, drain opener, spray/brush paints & thinners, insecticides, herbicides, fungicides, sakrete, lab chemicals, form release agents or bottles of ink (not pen refills) etc.
1.25.3 Environmental Awareness
Contractor personnel shall be familiar with the environmental requirements for the project and ensure all requirements are met as stipulated in the project. Environmental training will be available on Station. It is the Contractor's responsibility to ensure that all work to be accomplished will be in compliance with the Island's Finial Governing Standards and local regulations.
The contractor is not permitted to bring any pesticides or herbicides on 45 SW installations without prior written approval from the 45 SW Environmental Sections.
1.25.4 Stormwater Protection
The Contractor shall establish/construct storm drainage features at the earliest stages of construction, and throughout construction, grade the
Section 01 00 00 Page 13 construction area to provide positive surface water runoff away from construction activity and/or provide temporary ditches, swales, and other drainage features and equipment, as required, preventing erosion. Excavated slopes and backfill surfaces shall be protected to prevent erosion and sloughing.
Structural practices will include the following:
Silt fences Diversion dikes Drainage swales Check dams Sediment basins Pipe slope drains Subsurface drains
1.26 ASBESTOS REMOVAL AND DISPOSAL
ACM has not been identified in the contract area.
Removal of ACM will be through the use of a separate Asbestos Removal Contractor. Removal of the ACM is included in the Contract as shown on the plans and in the specifications. COntractor shall comply with all Federal, State, and Local Regulations and the 45 SW Plan 32-1052 concerning the removal and disposal of asbestos-containing materials and the protection of all personnel working in and around the work site. All asbestors abatement Contractors and their employees must have current Florida Asbestos Abatement Contractor Licenses to perform the work. Florida does not have reciprocity with any other state; therefore, no other license except for a current Florida license is acceptable. Workers must renew their licenses each year, and the license must be current for the duration of the project.
1.26.1 Scope and General Responsibilities
ACM is hazardous and requires special handling and disposal procedures. If the Contractor suspects the presence of any ACM not identified as such by this contract, but is required to be disturbed to perform the contract work, inform the Contracting Officer's Representative at once. Resolution of the situation will be in accordance with the changes clause of the Contract.
1.26.2 Liability
The Contractor shall be liable to the Government for all ACM-related costs incurred from the Contractor's actions that do not comply with the requirements of this paragraph.
1.27 TOXIC PAINTS/MATERIALS
Lead-based paint has not been identified in the contract work area.
Lead-based paint removal can create potential health hazards for workers.
All applicable provisions of standards and requirements listed in this specification and Occupational Safety and Health Administration requirements 29 CFR 1926.55, 29 CFR 1926.62, and 29 CFR 1926.1127 shall be observed by the Contractor. Contractor shall submit a Lead-Based Paint Compliance Plan to the Contracting Officer's Representative for approval by the Bio-environmental Engineer, 45 SW ADOS/SGGB, Patrick AFB, FL 32925, in
Section 01 00 00 Page 14 accordance with 29 CFR 1926.62 or 29 CFR 1926.1127 as applicable.
Contractor's Lead-Based Paint Compliance Plan must be approved prior to starting work. All work shall comply with the 45 SW Lead Plan and other references identified in this section. If the Contractor suspects the presence of toxic paint/materials not shown on the drawings or must disturb toxic paint/materials which are not part of the Contract, the Contractor shall immediately inform the Contracting Officer's Representative. The Contracting Officer's Representative will determine whether removal of the questionable material is required and who will accomplish the removal.
1.28 TREATED WOOD PRODUCTS
Wood products that have been treated using arsenic, such as Yella-Wood, will not be used.
1.29 OZONE DEPLETING CHEMICAL LIMITATION
In accordance with the National Defense Authorization Act for Fiscal Year 1993, Title III, Section 326 (Public Law 102-484), the Contractor shall not make use of, nor provide to the Government, any chemical, solvent, material, or any system making use of materials, classified as a Class I Ozone Depleting Chemical (ODC). Class I ODC's include chlorofluorocarbons (CFC's - 11, -12, -113, -114, -115, -13, -111, -112, -211, -213, -214, -215, -126, - 217 and -502), carbon tetrachloride, methyl chloroform, methyl bromide, and Halons 1211, 1301, 1202, and 1011. Contractor shall also comply with the requirements identified in Section 608 of the "Clean Air Act."
Contractors working with Class I ODC refrigerants shall comply with all requirements identified in Section 603 of the Clear Air Act.
Refrigerant must be recovered from all non-salvageable air conditioning and refrigeration equipment in accordance with DOD 6050.9 prior to turn-in.
Refrigerant recovery must be performed by a certified refrigerant recovery technician. The Contractor will provide refrigerant recovery equipment including cylinders. The cylinders will remain on-station.
Refrigerant should not be extracted from usable self-contained air conditioning wall units or refrigerators. The Contractor must turn-in all materials to the Contracting Officer's Representative.
1.29.1 Affirmative Procurement
The Contractor and all Contractors involved in this project must comply with Air Force Affirmative Procurement (AP) requirements. Affirmative Procurement is the purchase of environmentally friendly products and services (e.g., products made from recycled or recovered materials). Federal agencies, their contractors and subcontractors are required to maximize the purchase materials on the list of "EPA Designated Guideline Items" with the minimum recycled or recovered materials content whenever practicable according to RCRA 6002 and Executive Order 13101.

Contractors must maximize the purchase of AP approved items; that is, items that meet the minimum recycled or recovered material content guideline. Section 01 00 00 Page 15 the project. Contractors must also provide Contracting a written justification for all items purchased that are on the EPA CPG list and are not AP approved. The Contractor shall provide this report during the submittal process.
1.30 EXISTING CONDITIONS
Dimensions of existing facilities/structures are for reference only. Field verify all dimensions prior to performing the work.
1.31 PATCHING GOVERNMENT-OWNED FACILITIES
Government-owned structures, facilities, streets, curbs, walks, etc., that are damaged or removed due to required excavations or other construction work shall be patched, repaired or replaced, and be left in their original state of repair by the Contractor, to the satisfaction of the Contracting Officer's Representative.
1.32 CONTROL AND DISPOSAL OF SOLID WASTE AND DEBRIS
Includes control and disposal of waste and debris resulting from the performance of the Contract. Conduct handling and disposal in a manner that will prevent contamination of the job site and any other areas. On completion of the Contract, leave the area in a clean and natural state.
Remove all signs of temporary construction activities.
The Contractor shall package, segregate, and identify hazardous wastes.
Double-bagged asbestos will be placed in contractor supplied tri-wall hazardous waste containers manufactured by Weyerhauser, or equivalent.
Asbestos and all other hazardous wastes are to be disposed by the Government. Non-hazardous, non-asbestos containing debris is disposed at Area 5000 construction debris landfill. The Contractor will maintain and submit monthly records of the weight and volume of debris disposed in the Area 5000 Demolition and Construction Debris Landfill.
Dispose of all paint and sandblast debris and media in accordance with
1.25.2. Contractor shall supply all disposal containers.
1.32.1 Toxic Paints and Material Waste Management
Collect lead-contaminated waste scrap, debris, bags, containers equipment and lead contaminated clothing that may produce airborne concentrations of lead particles. Waste will be segregated by type to ensure proper characterization, i.e., paint chips and vacuumed material, scrap and debris, lead contaminated clothing. Label containers in accordance with 29 CFR
1926.62 and 40 CFR 262.
Place waste materials in U.S. Department of Transportation 49 CFR 178 approved 55-gallon drums. Properly label each drum to identify the type of waste, 49 CFR 172, and the date the drum was filled. For hazardous waste, the collection drum requires marking/labeling in accordance with 40 CFR 262 during the accumulation/collection timeframe. The Contracting Officer's Representative will assign an area for interim storage of waste-containing drums. Do not store hazardous waste drums in interim storage longer than 90 calendar days from the date affixed to each drum.

Handle and transport lead or lead-contaminated material classified as hazardous waste in accordance with 40 CFR 260, 40 CFR 261, 40 CFR 263, 40 CFR 264, and 40 CFR 265. Comply with land disposal restriction notification requirements as required by 40 CFR 268.
All potentially hazardous waste material that has been segregated, packaged, and labeled as specified above will be turned over to the Station's environmental Technician. All waste material, whether hazardous or non-hazardous, shall be disposed in accordance with laws and provisions and Federal, Final Governing Standards, or local regulations.
1.32.2 Used Oil
Used oil will be stored in closed non-leaking DOT drums. All drums will be labeled with the words "Used Oil." Full containers of used oil shall be turned in to the Station's Environmental Technician. Used oil must not be mixed with any other wastes. Used oil will be managed to prevent the addition of water and avoid releases to the environment.
1.33 UTILITIES
Utilities will be provided to the Contractor at no cost.
1.34 BREAKDOWN OF PRICES
Submit a schedule of prices at the pre-award conference. The schedule of prices shall consist of a detailed breakdown of the contract price, as bid, giving quantities for each of the various kinds of work; the unit prices;
and the total prices therefore. The detailed breakdown shall be segregated under each of the construction categories stated in this contract. Payments will not be considered until the schedule of prices is acceptable to the Contracting Officer's Representative.

Contract drawings, maps, and specifications will be furnished to the Contractor either hard copy or electronic at the Government's discretion.
Reference publications will not be furnished.
Contractor shall immediately check furnished drawings and notify the Contracting Officer of any discrepancies.
The drawings indicate the general location and arrangement of existing conditions. Field measurements may be necessary to determine the size and quantity of materials. Conditions which are obvious/visible or which should be reasonably anticipated by the Contractor on inspection will not be considered under the Differing Site Conditions clause of this contract.
1.5.1 Layout of Work and Elevations
Dimensions and elevations indicated in the layout of work shall be verified by the Contractor. Discrepancies between the drawings, specifications and/or existing conditions shall be referred to the Contracting Officer in writing, for review, before the affected work is performed. Failure to make notification shall place the responsibility upon the Contractor to carry out the work in a satisfactory and workmanlike manner.
1.6 WORK SCHEDULING
Work Schedules for all on-site activities must be reviewed and approved by the Contracting Officer prior to start of the project; and all activities coordinated with the Contracting Officer once work has begun. Due to the critical nature of the work location, all work pertaining to this contract shall be completed [without disrupting] [with minimal disruption to] the operation of [_____].
Contractor shall allow for non-access days where construction activity is prohibited due to hazardous operations or launch activity. When possible, the Government will provide 24 hour notification each time the restrictions are invoked.
1.6.1 Requirements
Working hours will normally range between the hours of 7:30 AM and 4:00 PM (0730-1600) excluding Saturdays, Sundays and Federal Holidays. If work must be done during periods other than above, additional Government inspection and Range Support personnel may be required. Notification must be given to the Contracting Officer five working days in advance of intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer determines that they are reasonably available.
If such support is reasonably available, the Contracting Officer may authorize work to be performed during periods other than normal duty hours/days. Work beyond normal hours/days may be required for major utility outages. It is to the government's discretion to request copies of contractor inspection records for periods worked on holidays and weekends (FAR 52.246-12 Inspection of Construction).
No construction work shall take place over the Christmas/New Year holiday period. This period will start one full work day before the Federal Christmas holiday and end the first work day after the Federal New Year

Holiday. The Contractor may request to work during this time at the discretion of the Contracting Officer, however no base support will be available.
1.7 OCCUPANCY OF PREMISES/ACCESS REQUIREMENTS
Building(s) [will] [will not] be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area. [Contractor shall post warning signs in accordance with OSHA requirements].
Before work is started, the Contractor shall submit a Premises/Access Plan to the Contracting Officer or Representative for approval. The plan shall include a sequence of procedures, means of access, space plan for storage of materials and equipment, and use of approaches, corridors, and stairways.
This plan must comply with NFPA 101 requirements that all exits and exit access must be maintained at all times. Base Fire Department is required to approve any deviations which affect the exiting or exit access from the building.
1.7.1 Facility Contents
1.7.1.1 Responsibilities
The schedule of work shall be closely coordinated with the Contracting Officer. Unless otherwise stated, remove all furniture, equipment, curtains, drapes, pictures, blackboards, etc., as required to perform the work. Any movable or fixed furniture, equipment, carpet, etc., remaining in the work area shall be covered and protected from damage. All relocated items shall also be protected from damage throughout the construction period. After completion of work and prior to final acceptance, replace removed items in their original location.

1.7.1.2 Maintain Clean Work Areas
All work areas shall be kept clean at all times. Contractor shall prevent introduction of dirt or dust into areas adjacent to the work areas. All materials, tools and equipment shall be thoroughly cleaned prior to being brought into the work areas or adjacent areas.
1.7.1.3 Damage to Existing Equipment
Any damage must be reported to the Contracting Officer immediately. Damage to existing materials, equipments, systems, or properties occurring from Contractor activities or neglect, shall, at the sole discretion of the

Contracting Officer, be repaired or replaced by the Contractor at no cost to the Federal Government.
1.7.1.4 New Material and Construction Equipment
Only material and construction equipment designated for performance of contract work may be stored at the construction site or located in Government-controlled warehouses or shop facilities.
1.7.2 Construction Area Access and Control
1.7.2.1 Access and Control Requirements
Exclusive use or control of any area will not be allowed as the Government must have access to all areas at all times. All work must be scheduled around operational constraints.
1.7.3 Vehicle Parking
1.7.3.1 Requirements
Job and support vehicles for workers will be parked in designated parking areas within reasonable access to the worksite. All vehicle operators must comply with all traffic laws including mandatory seat belt usage, speed limits and hauling restrictions. Contractor shall be responsible for repairing or replacing any facility/grounds damaged areas.
1.8 STORAGE, TRANSPORTATION AND PROTECTION
1.8.1 Storage
At Government discretion, Contractor may be assigned a storage area upon submitting written Storage Area Request to the Contracting Officer.
Contractor's Storage Area Request shall indicate dimensions of trailer, size of storage area, and utilities required. All trailers shall be in good and safe condition. Storage space is normally co-located with construction site, at the Contracting Officer's discretion. Storage areas may require fence and screening as required by Government. Contractor shall secure storage areas during inclement weather situation.
[Contractor is to submit a Work Order Management System (WOMS) through 45 SW Civil Engineering Squadron (45 CES) to request a telephone number and line for their office trailer. Commercial Internet service is available through local Internet service provider at contractor cost. ]
