Attachment 20 Draft RFP Questions and Answers

Q1. How could we submit pricing for concrete scope items for the future work as it becomes available through the Design build contractors?

A1. A company could submit a capabilities package to the prime contractors of the SCMACC IDIQs. It would be the prime contractors’ choice whether or not to contact the vendor of certain materials (i.e. concrete) for possible future work.

Q2. What is the minimum bonding capacity for this project?

A2. Please refer to FAR Part 28- Bonds and Insurance and 52.228-15 Performance and Payment Bonds-Construction (Oct 2010) for additional information concerning bonding capacity. Also, refer to Attachment 5, Section L, L-1, Tab A, 6 for additional bonding information.

NOTE: Section L of the RFP has been revised since the posting of the draft solicitation, please refer to the revised RFP document, Attachment 5 SCMACC Section L, Section L-3,

3.1.3. Tab C: Past Performance Documents due to post on or about 29 May 20.

Q3. Page 9 of 10 in Attachment 5, Tab C: Is it expected for the prime design firm to include past performance documents, assuming the D/B team stays within the 6 citations requirement? This is based on the statement, “The offeror shall submit up to six (6) total recent and relevant past performance information citations (government or commercial) for the prime, joint venture members, teaming/partnering (prime contracting/subcontracting) relationships…”

A3. The prime contractor may submit no more than a total of six past performance citations or the prime, joint venture members, and subcontractors, or any combination thereof.

Q4. Attachment 13 – PPQ: If the prime design is expected to submit project experience, the designers cannot submit this attachment to the government representative on a D/B project. As the designer on a D/B project, our contract is with the prime contractor and the government representatives deny the request of a PPQ. Thus, we submit the PPQ to the contractor who will provide an evaluation. Is this acceptable?

A4. If the contractor is your customer, then this would be acceptable.

Q5. Page 9 of 10 in Attachment 5, Tab C: Reference statement: “If an offeror submitted a citation that covers both Subfactors 1 and 2, this citation will be counted as two citations, one for Subfactor 1 and one for Subfactor 2.” Please confirm that if our team submits three citations for projects that were Design/Build and that included the disciplines outlined in the Table 3 – Relevancy Matrix on page 5 of 8 in Attachment 6, that no other projects would be considered by the government.

A5. Correct, no other projects would be considered.

Q6. Page 7 of 10 in Attachment 5, Tab A, 5. Financial Information Request: Please provide Attachment 7b.

A6. There is no Attachment 7b. The attachments were renumbered prior to the draft solicitation being released; however, the “7b” was not revised to state “7a”. This will be corrected within the final solicitation.

Q7. Page 7 of 10 in Attachment 5, Tab A, 6. Bonding Information Request: Please provide Attachment 8b.

A7. There is no Attachment 8b. The attachments were renumbered prior to the draft solicitation being released; however, the “8b” was not revised to state “8a”. This will be corrected within the final solicitation.

Q8. Page 5 of 10 in Attachment 5, K. Volume Organization/Page Limit/Number of Copies & SF 1442: Please confirm offeror’s are to submit 1 original + 2 hard copies and 1 electronic copy.

A8. That is correct; offeror(s) are to submit 1 original + 2 hard copies and 1 electronic copy.

Q9. Page 3 of 10 in Attachment 5, L-2. PROPOSAL PREPARATION AND SUBMISSION INSTRUCTIONS: We request the deadline for questions be moved to 10 days prior to the due date of responses.

A9. The government will amend the final solicitation to allow 20 days after solicitation posting for the submission of questions. However, the decision whether to respond to questions, concerns, and requests for clarification made more than 20 days after the date of solicitation issuance shall be at the sole discretion of the PCO.

Q10. What locations will be allocated the $750M over 8 years?

A10. Projects will be located at Patrick Space Force Base, Cape Canaveral Space Force Station, Kennedy Space Center, and other 45 SW Geographically Separated Units (GSU) in Florida that support these locations over the lifetime of the SCMACC. If necessary for base restoration due to some type of natural or man-made disaster, projects may include MacDill

AFB.

Q11. Will there be any new building construction in this program? If so what $ size would the projects be?

A11. There is a possibility that there will be new facilities that will be constructed as a part of this SCMACC. However, the government cannot provide the magnitude of the requirement in terms of physical characteristics and/or estimated price range due to the projects being solicited/awarded at the IDIQ task order level.

Q12. Will any task orders be issued this year?

A12. No task orders will be issued for FY20. The Government anticipates on or about 3 May 2021 as a start date.

Q13. When will the final RFP be issued?

A13. The actual Request for Proposal will be posted on or about 29 May 2020.

Q14. Will the proposal for the final RFP be due on 7/15/2020?

A14. Please refer to the Section 13a of the Standard Form (SF) 1442 for this information.

Q15. What is the projected award date?

A15. The projected award date is tentatively February 2021.

Q16. Will the final RFP come with a new due date for questions?

A16. See A9.

Q17. Can the Government provide in detail what the “Fully Burdened Wage Rate” is to include?

A17. Fully burdened labor rates refer to the full wages plus overhead costs and any other fees you pay directly to an employee who works for your business. The rate takes into consideration salary, taxes and benefits.

Q18. Is there a page limit for the executive summary for example or is it to be considered unlimited pages?

A18. The executive summary document will be limited to 2 pages; however, the remaining contract documents within Tab A and B will be dictated by the documents/attachments themselves. As for Tab C, the page limitations are listed within Section L, L-2., 2.11., Table 1.

Q19. What is the overall Page limit for Tab A.?

A19. Tab A page count/limitations will be dictated by the documents/attachments themselves.

Q20. Attachment 4a indicates that the Government could decide to not exercise the option and provide a 30-day notice to off-ramp. Could the Government provide an example of why an effective contractor would be off-ramped?

A20. See Attachment 4a, Paragraph 2. The Government may, at its sole discretion, choose to off-ramp an IDIQ awardee at any time during the term of the SCMACC IDIQ contract: 1) to replace IDIQ awardees with poor performance (e.g., late performance or being assessed liquidated damages on task orders, overall performance assessment rating of Marginal or

Unsatisfactory in the Contractor Performance Assessment Reporting System (CPARS), unresponsiveness to warranty work, failure to provide responsive customer service, unsafe site conditions, etc.), 2) to replace IDIQ awardees who fail to propose on at least 75% of all task order proposal requests, or 3) if the TBD IDIQ awardee does not accept the Government’s bilateral modification action to make the IDIQ contract effective.

Q21. What indirect costs will be negotiated at the task order level? For example, will the site office, vehicles, etc. required to complete the project outside of the labor rates be included based on the TO requirements for each individual TO?

A21. Correct, the site office, vehicles, etc. required to complete the project outside of the labor rates will be proposed/negotiated based on the TO requirements for each individual TO.

Q22. Reference Attachment 6, Section M page 4. Do each of the four citations submitted need to include all six unique areas individually to pass? Or does our combined experience (all four citations) need to have a total of 6 different unique areas identified collectively? For example, Project #1 included 2 unique areas, Project #2 included 2 unique areas, Project #3 included 1 unique area, and Project #4 included 1 unique area for a total of 6. Would this example satisfy the requirement?

A22. Please refer to Attachment 5 SCMACC Section L, Tab C for guidance concerning the evaluation of unique areas. The scenario below should assist in answering this question.

Scenario: Offeror submits 6 citations. Citation 1 contains HVAC renovation and controls;

Citation 2 contains directional boring, Citation 3 contains Asbestos and hazardous metal management/abatement, low and medium voltage installation, potable and non-potable water system installation and repair. Citations 4 – 6 also contain one of the unique areas.

This offeror has met the requirement of including at least four unique areas in the combined citations so a rating of “Pass” would be assigned.

NOTE: Section L of the RFP has been revised since the posting of the draft solicitation, please refer to the revised RFP document, Attachment 5 SCMACC Section L, Section L-3, 3.3.

Tab C: Past Performance Documents due to post on or about 29 May 20.

Q23. Our team previously worked on a submittal very similar to this one for Peterson AFB.

When we sent the PPQ request’s to clients we got some push back as to why they needed to complete the form when a CPARS was completed for the project. If the Client doesn’t submit a completed PPQ we request that it not be counted against the contractor, as it is beyond our control whether the Client submits the PPQ within the required timeframe. We understand the importance of validating a firms past experience. Would CPARS be accepted in lieu of PPQs?

A23. As stated in Section M, paragraph C, c. the government plans on retrieving CPARS data for all past performance. PPQs are required and will be used as supplementary information/data.

Q24. In Attachment 5- SMACC Section L, Subsection L-2 G, it says that proposals shall be submitted in electronic and hard copy format. Would the government consider revising this section to electronic upload or email of proposals instead of shipping binders and CDs/DVDs?

A24. The government’s requirement will remain as stated in Section L-2, G.

Q25. In Attachment 5- SCMACC Section L, Client Authorization Letters are discussed on page

9. Please confirm that these are not needed when the example projects were performed by the prime offeror as a prime contractor for the federal government.

A25. Please refer to Attachment 5, Section L-1, Tab A, 9.

Q26. Page 1, Block 10, of the SF1442 refers to an orientation seminar scheduled for 2021. Is that a typographical error?

A26. No, that was not typographical error, the final RFP will have the tentative date for the orientation seminar scheduled for 2021.

Q27. Page 8 of 50, Section C, refers to the locations of work, but does not mention MacDill AFB. However, on Page 36 of 50 there are additional requirements provided for MacDill AFB and Attachment 18 provides the general design guidelines for MacDill AFB. Is work at MacDill AFB contemplated for this contract?

A27. Yes, MacDill AFB will be a part of this contract. All Section B (CLINs) and Section C have been revised to include MacDill AFB.

Q28. Attachment 14 provides a Contractor Assessment and Performance Reporting (CAsPR) Questionnaire form, which states “This form must be filled out by each Civil Engineering Squadron (CES)/Department of Public Works (DPW) and submitted to the local contracting organization. This form is confusing in its reference to CES and DPW, and it is not listed as a required document in Section L-2, Proposal Preparation and Submission Instructions, Table 1, Page 5 of 10. Please clarify the intent of this form.

A28. Attachment 14 CAsPR has been removed. Attachment 14 will become a “reserved” document. You may disregard this attachment.

Q29. In the draft Patrick SCMACC, an offeror has to present fully-burdened hourly labor rates for 4 different positions. Each rate is for a 2 year period and an 8 year period. This means we are locked in to these rates for an extended period of time without any incremental yearly increases. It is recommended that yearly rates be submitted for each two year period and each eight year period. This will permit incremental yearly increases and not be locked in for one rate for these period of time.

A29. Offerors will propose fully-burdened hourly labor rates for a Project Manager, Project Superintendent, Health and Safety Manager, and Quality Control Officer for the two (2) year base ordering period and eight (8) one-year option ordering period to be incorporated into the base contract. Fully-burdened hourly labor rates for the six (6) month extension of services option ordering period will be the same as the fully-burdened hourly labor rates for the eight

(8) one-year ordering period. Attachment 11 has been revised to include additional columns for years 3 – 10.

Q30. Attachment 13, Past Performance Questionnaire, is composed of four (4) different sections. Section 1 is to be completed by the offeror. Sections 2 through 4 are to be completed by the customer. Attachment 13 is twenty-one (21) pages long. Sections 2 through 4 to be completed by the customer is fifteen (15) pages long. Most customers will not take the time to adequately complete a 15 page questionnaire. In the real world it is extremely difficult for an offeror to get a customer to complete even a one (1) page questionnaire. Since CPARS evaluations are required by Paragraph 4 of Tab C: Past Performance Documents, it is requested that Sections 2 through 4 of Attachment 13 be eliminated.

A30. Sections 2 through 4 of the attachment are necessary in providing a means of establishing a past performance rating as past performance is an evaluation criteria and is significantly more important than price. The Government is allowing a 45-day period for proposal preparation, which allows ample time for the completion of this document.

Q31. Attachment 14, Contractor Assessment and Performance Reporting (CAsPR) Questionnaire, is attached as a file to the draft solicitation, but it is not mentioned or referenced in Section L.

A31. Please refer to the answer to question 28 above.

Q32. Tab C: Past performance Documents, page 9 of Section L, requires that recent and relevant past performance information citations for unique areas be submitted. The citation information for unique areas is presented in Attachment 12 and an example is presented below. Section M requires that an offeror must have at least six (6) of the different unique areas checked in at least four (4) of the citations submitted to PASS the evaluation.

Requiring at least six (6) of the different unique areas to be checked is too restrictive. Based on the unique areas listed, it appears that the government desires offerors that basically have performed mostly renovation type projects. For instance, if an offeror submits a new construction building as a citation, the citation could not check six (6) different unique areas that are listed.

It is suggested that the requirement of six (6) different unique areas to be checked be reduced to three (3) or eliminate this requirement in its entirety. It appears that Attachments 13 and 14 would provide ample information for the government’s evaluation purposes.

A32. Requiring six unique different areas is necessary in providing a means of establishing a past performance rating as past performance is an evaluation criteria and is significantly more important than price.

Q33. Attachment 14, Contractor Assessment and Performance Reporting Questionnaire indicates that the form must be filled out by each Civil Engineering Squadron (CES)/Department of Public Works (DPW). A good number of our projects were for entities other than CES or DPW. Can the form be completed by other entities? An example of an entity would be the U. S.

Army Corps of Engineers. Questionnaire of this type are normally completed by the Resident Engineers for the Corps of Engineers.

A33. Please refer to the answer to question 28 above.

Q34. The last paragraph of TAB C: Past Performance Documents on Page 9 of 10 of Section L, states the citations must encompass work performed during the past three (3) years. Can the three years be changed to permit citations of work during the past six (6) years? With a period of 6 years, small businesses could provide more diverse and relevant type projects. Limiting the time frame to 3 years is really restrictive in presenting the diversity of a small business contractor’s capabilities.

A34. The Government considers a 3-year period to be sufficient to permit citations of work.

Q35. Will the government accept DoD SAFE submission of proposals, in lieu of hard copies and

CD-ROMS?

A35. No, refer to Section L-2 for the proposal preparation and submission instructions which details what is required, i.e. hard copies and CD-R/DVD-R.

Q36. The SF1442 is titled "Draft Solicitation - FA252120R0009." This implies that a final solicitation will be forthcoming. When can a final solicitation and attachments be expected to be issued?

A36. The RFP will be posted on or about 29 May 2020.

Q37. In the Draft Solicitation, Sections A, D, and H are blank. Is it the government's intent to leave these sections empty?

A37. Yes, it is the government’s intent to leave those sections blank.

Q38. In Attachment 11, the offeror provides two sets of rates, one for the initial two years, a second set for the next 8 years of option ordering periods. Is there any standard escalation percentage to apply to rates year over year, or is the single NTE rate applied to the entire 8 year ordering period?

A38. Please refer to the answer for question 29 above.

Q39. Of the six past performance citations evaluated for relevancy in Phases One and Two, can all six be design-build projects? For Subfactor 1 (Disciplines), the Table 3 implies that projects are construction-only, and design-build projects are evaluated under Subfactor 2 (Design-Build).

A39. Yes. Offeror shall specify if the citation submitted is for Subfactor 1, Subfactor 2, or both. If an offeror submitted a citation that covers both Subfactors 1 and 2, this citation will be counted as two citations, one for Subfactor 1 and one for Subfactor 2.

Q40. For the evaluation of Unique Areas, the "Pass" criteria is "At least six (6) of the different unique areas listed below were included in at least four (4) of the citations submitted." Does this mean at least four citations must each contain six areas, or that at least six areas can be found in total across four or more citations?

A40. Please refer to the answer to question 22 above.

Q41. The 3 year window for past performance would exclude relevant projects applicable to this FOPR. Would the government consider extending the past performance time period to 5 years?

A41. Please refer to the answer of question 34 above.

Q42. In Solicitation Section L - Instructions, Conditions, and Notices to Offerors, Tab C: Past Performance Documents, the "recency" period is limited to the "past three years." We request this recency look back period be extended to the "past seven years."

A42. Please refer to the answer of question 34 above.

Q43. Is it a requirement to list design team members or trade subcontractors as part of the proposal? We see that design and/or design/build may be utilized, however, the Proposal requirements don’t list that as one.

A43. Please refer to Attachment 5 SCMACC Section L-1, I.

Q44. Is this a follow-on to a previous contract? If so, please provide historical information regarding incumbent contractors and task order history.

A44. This is a new requirement.

Q45. Has the contracting office considered requiring only electronic delivery of proposals? This would reduce the cost of preparing proposals for all bidders, and saves thousands of pieces of paper from needless printing.

A45. The Government has considered using only electronic copies, but ultimately decided that paper copies provided a better resource. Please refer to Section L, L-2, G and TABLE 1.

NOTE: Section L of the RFP will have been revised upon posting of the solicitation, please refer to the actual RFP document, Attachment 5 SCMACC Section L, L-2, paragraph 2.7. due to post on or about 29 May 20.

Q46. There is no Attachment 7b or 8b in the Draft RFP.

A46. There is no Attachment 7/8b. The attachments were renumbered prior to the draft solicitation being released; however, the “7/8b” was not revised to state “7/8a”. This will be corrected within the final solicitation.

Q47. Also regarding Attachments 7 and 8, can you please confirm that a digital signature is acceptable? The bank and bonding POCs will likely sign this way rather than scan and send, and if this is not acceptable we will need to instruct them to sign a printed version.

A47. A digital signature is acceptable.

Q48. Regarding Attachments 7 and 8, the requirements for submission seem excessive compared to similar solicitations. Our bonding agent is familiar with writing letters that state our current capacity and any additional details that we request for a specific solicitation. Same with our bank, related to our financial info. These forms add complexity and makes the process more difficult for all parties.

A48. The Government considers all requested documents necessary to determine contractor responsibility.

Q49. Please define “past performance information citations" in the RFP for evaluation clarification. We have not seen it commonly used in federal construction RFPs.

A49. Please refer to Attachment 6 Section M of the solicitation for evaluation clarification.

Q50. Attachment 11 for the fully burdened wage rates indicates “Fully-burdened hourly labor rates for the six (6) month extension of services option ordering period will be the same as the fully-burdened hourly rate for the eight (8) year option ordering period. Holding the same hourly rate for an Eight (8) year period seems too long. Would the owner consider yearly escalation for these rates?

A50. Please refer to the answer to question 29 above.

Q51. We recommend simplifying the past performance section of the Solicitation. The current wording may potentially lead to a lot of confusion and RFIs during the formal Solicitation process.

A51. The Government considers the current wording appropriate for the type of evaluation criteria.

Q52. Section L, section L-2, paragraph K, the page limitation for Tab A Contract Documents seems to be an error as it is limited to a total of 3 pages for the entire tab. Can you please revise?

A52. The number “3” will be removed from the page limit column. The remaining contract documents page limitations within Tab A will be dictated by the documents/attachments themselves.

Q53. Section L, section L-2, Tab A – Contract Documents, 5. Financial Information Request.

Q53a. The first sentence states, “Offerors shall provide a letter from the offeror’s financial institution(s) authorizing the PCO to verify the offeror’s financial responsibility.” Please confirm this “letter” is completion of the Attachment 7 form and not a separate and distinct document?

A53a. The requirement is to complete Attachment 7; there is no other separate and distinct document.

Q53b. This paragraph includes the sentence “Offerors shall complete page one (1) of Attachment 7, Financial Information Request. Once completed, the offerors shall provide Attachment 7 in its entirety to their financial institution, instructing them to complete page two

(2) and return the entire completed document directly to the PCO listed…” Attachment 7 is a four-page form and directions have only been provided for completion of the first two pages which conflicts with the information included on page one, paragraph 2 of this same form.

Please clarify if the financial institution needs to complete pages 3 and 4 in addition to page 2.

Q55. Section L, section L-2, Tab B – Price Document requires fully-burdened rates to be provided for four personnel positions. It is stated that one rate will apply to the two-year base and the other rate will apply to the eight, one-year option ordering period. Eight years seems like an extremely long time to propose a single rate for each of these positions. Can this be revised to a shorter interval (e.g. two years as required for the base period)?

Q56. The draft solicitation requires completion of several attachments which were provided only in .pdf format. When the final solicitation is issued, can Attachments 7 to 14 be provided in Microsoft Word?

A56. The documents are provided as fillable PDF documents. This is necessary to ensure the integrity of the original document.

Q57. Section L, section L-2, Tab C – Past Performance Documents, 3a PPQ Section 1. The last sentence states “Hand-written PPQs or modified PPQ forms will not be evaluated.” Can Attachment 13 be provided in Microsoft Word to support completion of the original format? Is it acceptable for offerors to expand the select response fields provided to include all relevant information?

A57. Please refer to the answer to question 56 above.

Q58. Section M, section C. Proposal Evaluation Methodology, Table 2 – Unique Areas requires “At least six (6) of the different unique areas listed below were included in at least four (4) of the citations submitted” in order to achieve a “Pass” rating. When reviewing the listed unique areas, it seems unreasonable to expect a single task order valued at a minimum of $500,000 to encompass at least 6 of these areas. Can the number of different unique areas required for at least four citations be lowered to a more reasonable level?

• Asbestos and hazardous metal management/abatement

• HVAC renovation and controls

• Utility installation and repair requiring trenching and horizontal directional drilling

• Low and medium voltage installation

• Potable and non-potable water system installation and repair

A59. Correct, Ascension Island will not be included in the SCMACC. Attachment 1- 45 CES Specifications has been revised, removing Ascension Island from the specification.

Q60. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.5, please verify Florida General Contractor’s license requirement. Florida GC license not required on Federal Property per State of Florida GC licensing guidelines. If work to be performed outside of Federal property, ONLY a Florida GC license will suffice for permitting and other purposes. Florida does not reciprocate with any state on GC licenses so a Florida Certified General Contractor’s license would be the only acceptable license for work outside of Federal property on this Florida based MACC.

Q61. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.9, states to submit superintendent qualifications for approval. Please provide minimum acceptable qualifications i.e., 10 years in a similar position.

Q62. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.11, will AutoCAD (.dwg) as-built drawings be required for all projects on this MACC regardless of size or complexity of task order? Requiring AutoCAD on even small repairs and revisions will drive up task order costs.

A62. Correct, all task orders awarded through SCMACC will require AutoCAD as-built drawings.

Q63. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.15.1, please verify that time periods noted in this paragraph are not for each task order that may be issued under this MACC.

A63. “Working hours will normally range between the hours of 7:30 AM and 4:00 PM (0730- 1600) excluding Saturdays, Sundays and Federal Holidays. If work must be done during periods other than above, additional Government inspection and Range Support personnel may be required. Notification must be given to the Contracting Officer five working days in advance of intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer determines that they are reasonably available. If such support is reasonably available, the Contracting Officer may authorize work to be performed during periods other than normal duty hours/days. Work beyond normal hours/days may be required for major utility outages. It is the government's discretion to request copies of contractor inspection records for periods worked on holidays and weekends (FAR 52.246-12 Inspection of Construction).

No construction work shall take place over the Christmas/New Year holiday period. This period will start one full work day before the Federal Christmas holiday and end the first work day after the Federal New Year Holiday. The Contractor may request to work during this time at the discretion of the Contracting Officer, however no base support will be available.”

Q64. In Attachment 1- 45 CES Specifications, 01 00 00 para 1.24, please clarify whether OSHA regulations as stated in this paragraph take precedence or should the requirements of EM 385-1-1 take precedence. EM 385-1-1 is the guidance used on most military bases and federal facilities.

A64. OSHA regulations shall take precedence.

Q65. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.24.4.4, please verify that powder actuated tools will not be permitted on this contract to include their use in the installation of wall track at concrete floors. Proper use of powder actuated tools allow a project to proceed at a faster rate.

A65. They can be authorized if the required documents have been submitted by the contractor and approved by 45 CES.

Q66. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.26, please verify statement that asbestos containing materials have not been identified in contract areas.

A66. If asbestos containing material existed in task orders issued under the SCMACC, it will be specified in SOW, plans and specifications attached to it. You should expect to encounter asbestos containing material when completing interior and demolition work near older facilities.

Q67. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.27, please verify statement that lead based paint has not been identified in contract areas.

A67. If lead based paints existed in task orders issued under the SCMACC, it will be specified in SOW, plans and specifications attached to it. You should expect to encounter lead-based paint when completing interior and demolition work near older facilities.

Q68. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.28, please verify that non-arsenic treated wood including that manufactured by Yella-Wood using micronized copper preservative, is permitted.

A68. Correct, this is permitted. Specifications do not allow wood treated by arsenic.

Q69. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.29, please confirm that contractor is responsible for providing refrigerant recovery cylinders that are to remain on station under control of Base personnel. Will these cylinders become property of the USAF at completion?

A69. Correct, by federal law, hazardous waste cannot be transferred; cylinders will be disposed of by 45 SW Hazardous Waste Manager.

Q70. In Attachment 1- 45 CES Specifications, 01 00 00 para. 1.32, please verify that asbestos and all other hazardous wastes are to be disposed of by the government, as stated in this paragraph.

A70. This section is Ascension specific, a revised 01 00 00 will be provided later.

Specifications will read that asbestos is to be removed by contractor and dumped in an authorized asbestos disposal site with documentation proof provided back to the government.

Q71. In Attachment 1- 45 CES Specifications, 01 11 00.00 30 para. 1.10.1.1, please verify whether utility outages will require 14 or 30 days’ notice. A notice of 14 days would be preferred and more practical.

A71. 14 days (or 10 business days) are normally required; however, there may be occasions when the government will determine that a 30 day notice necessary for a utility outage request.

The days required for an outage notice will be determined at the TO level.

Q72. In Attachment 1- 45 CES Specifications, 01 11 00.00 30 para. 1.11.5, please verify that all waste materials must be removed daily from site. Does this statement mean that 20 or 30 CY construction & debris dumpsters are not permitted to remain overnight on site? It would be more practical if this statement indicated that work area waste materials must be cleaned up daily and placed in contractor provided dumpster or removed from site.

A72. At the end of the workday, waste must be placed in an approved, contractor-provided dumpster or hauled off and deposited at a disposal site off of U.S. Government property.

Q73. In Attachment 1- 45 CES Specifications, 01 11 00.00 30 para. 3.1.2, how does contractor obtain proper clearance in JPAS in order to complete AF Form 2586?

A73. The company would have to apply for a clearance for each individual. Once the individual’s clearance is granted, the Government can pull the individual in JPAS and approve the AF Form 2586.

Q74. In Attachment 1- 45 CES Specifications, 01 11 00.00 30 para. 3.6.1, please verify that open trenches must comply with OSHA regulations as noted and not requirements of EM385-1-

A77. The SCMACC work being performed will consist of multiple disciplines in general construction categories and at some point the work being performed may require a designer.

Labor rates for labor categories not provided at time of award will be negotiated at the task order level. However, the government is requiring fully-burdened hourly labor rates for the specified labor categories listed within Attachment 5 Section L, Tab B: Price Document and Attachment 11.
