SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

AMENDMENT CLARIFICATION

As a result of this Amendment:

1.) Attachment 1, SXHT 12-1017 Technical Specification, is deleted in its entirety and replaced with SXHT 12-1017 Technical Specification, Revision 1.

2.) Attachment 3, Bid Schedule Revision 1, is deleted in its entirety and replaced with Bid Schedule, Revision 2.

3.) The date for proposal submission remains unchanged at 1:00pm Wednesday, July 6, 2011.

4.) The following answers are provided in response to technical questions received:

1. QUESTION: Specification call for the metal wall panels to have a 3-coat Kynar finish. The 3 coat Kynar finish requires a large minimum quantity purchase due to manufacturing procedures. Will the Government consider a 2 coat Kynar finish in lieu of a 3-coat finish since the 2 coat finish is generally accepted in the industry?

ANSWER: Bid Schedule line item A0087 has been revised: Use 2 – coat Kynar finish.

2. QUESTION: Specifications do not state a gauge for the metal wall panels. Please indicate desired thickness of metal wall panels.

ANSWER: Bid Schedule line item A0087 has been revised: Use 22 gauge for the metal wall panels.

3. QUESTION: The specified thickness of the SBS interply and cap sheet are not produced. Please revise thickness. Bid Form Line Items A0057, A0060, A0098 and A0099 are for both interply and cap sheet. Line Items A0090, A0091, A0092, A0094, A0095, A0097 are for SBS Interply.

ANSWER: Bid Schedule line items A0057, A0060, A0098, A0099, A0090, A0091, A0092, A0094, A0095 and A0097 have been revised, use minimum 140 mil thick base/interply SBS sheet, minimum 138 mil thick highly reflective SBS cap sheet, and minimum 180 mil thick granular coated SBS cap sheet as applicable.

4. QUESTION: Line Item A0075 is call for a vapor barrier referencing specification section 072216.23 Paragraph 2.4 and 2.7.1.

(1) There are two specifications Numbered 072216.23 page 384 & page 411 which specification should be used when pricing the project.

(2) 2.3.1 calls for a Type IV asphalt-impregnated felt, I assume this is the vapor barrier that needs to be priced for this section, (It is not 2.4 and 2.7.1), I also assume that any deck application needs to be considered.

(Concrete, Metal, Plywood, Tectum)

(3) 2.4 refers to adhesive, I assume that the vapor barrier needs to be fully adhered to the deck using this description.

(4) 2.7.1 is not in either specification section. I assume is needs to be deleted. Are these assumptions correct?

ANSWER:

(1) Use specification section 072216.23 beginning page 384. Delete specification section 072216.23 beginning page 411.

(2) Use Type IV asphalt-impregnated felt where called for as a vapor barrier and as recommended by manufacturer for concrete, metal, plywood, tectum, and cured gypsum decks.

(3) Fully secure vapor barrier to deck with adhesive as recommended by manufacturer for concrete, metal, plywood, tectum, and cured gypsum decks.

(4) Specifications have been revised to delete reference to Specification Section 072216.23 paragraph

2.7.1.

5. QUESTION: Line Item A0078 is referring to Asphalt Shingles the warranty in the specification is calling for a twenty Year NDL warranty, these type of warranty normally are in reference to Metal, TPO, BUR roofing not shingles. Is there a manufacturer's that you have used in the past that will offer this warranty, we are unaware of one. Normally shingle warranties refer the material not the weather tightness. The installer normally will offer a installer warranty. Please let me know how you wish me to offer this line item.

ANSWER: Bid Schedule line item A0078 has been revised: Provide manufacturer’s 10 year non-prorated warranty against defects. Provide manufacturer’s 15 year 130 MPH wind warranty. Provide Contractor’s one year warranty covering materials and workmanship.

6. QUESTION: Line Item A0085 is referring to underlayment under a metal roofing system (074113), but is requesting granular surface underlayment. It is standard roofing practice to not use a granular underlayment under a metal roofing system due to fact it can scratch the underside and cause rusting and material failure. We recommend a smooth or no granular surface material. Please advise.

(Please note that A0077 under the shingle roof is calling for a smooth surface underlayment, normally granular surface is used but smooth can be used as well, just an FYI)

ANSWER: Use manufacturer’s recommended smooth underlayment.

7. QUESTION: Line Item A0083 Concerning exposed fastener metal roofing system, the specification section it references is 074113, this specification section is designed and written around a concealed fastener roofing system. The first concern is the NDL Weather tightness, no manufacturer will offer a 20 year or NDL weather tightness warranty on exposed fastener. Do you wish to add additional specification section or are we to use the section 074113 and just ignore the things that do not apply.

ANSWER: Specification has been revised to delete requirement for manufacturers NDL weather tightness warranty. Use relevant portions of Specification Section 074113 and manufacturers recommended procedures and materials.

8. QUESTION: Line Item A0083 & A0084 Specification Section 074113 is requiring a Wind Uplift Rider (Page 461 1.9.1), I have contacted 3 National roof manufacturer's and none have heard of or know of anyone that offers a Wind rider. (Wind Riders can be offered or requested on TPO, BUR, EPDM, or PVC) If Patrick AFB has received Wind Riders on metal roofing in past can you tell us the Manufacturer that offers this rider.

ANSWER: Specification has been revised to delete requirement for Wind Uplift Rider for metal roofing as described on page 461 (paragraph 1.9.1) of the Specifications.

9. QUESTION: Line item A0120, B0120, C0120, D0120, & E0120 and line item A0121, B0121, C0121, D0121, & E0121 has 0 for the quantity. Line item A0136, B0136, C0136, D0136, & E0136 has the unit as SF. I think the unit should be an EA. Line item A0122, B0122, C0122, D0122 & E0122 are the same but different material and it is an EA. Please let me know.

ANSWER: Specification has been revised to delete Bid Item line number A0120 (AND OPTION YEARS) AND A0136 (AND OPTION YEARS). Change unit on A0136 (AND OPTION YEARS) to EA.

10. QUESTION: On the Bid Schedule, item A0064, section 07 22 16.22 Roof Board Insulation references SPEC: 07 22 16.22 paragraph 2.4 and 2.7.1. Paragraph 2.4 is in the SPEC, however 2.7.1 is NOT. Please advise.

ANSWER: Specification has been revised to delete reference to Specification Section 072216.22 paragraph 2.7.1.

11. QUESTION: On Division 2, it reads to include only removal and disposal on line items. In Division 7 it reads to include removal, disposal and installation on line items A0054 thru A0165, we just want to confirm that this is correct?

ANSWER: Correct

12. QUESTION: Line 0087 is calling for 18 gauge aluminum-zinc per delivery order 200 sqft.

(1) The manufacturers are telling me there is a minimum sqft 5,000 sqft to 6,000 sqft per order Please advise.

(2) (074213 Page 495, 2.1.3) 3 coat finish is high in and very expensive, 2 coat is normal and easier to get. Is 2 coat acceptable?

(3) (074213 page 494, 1.10) 20 NDL Warranty is not normally offered on wall panels, if a manufacturer is currently offering 20 NDL on 18 gauge wall panels please advise to which is offering this.

(4) (074213 Page 2.1.2) "Profile gauge thickness and depth indicated" The Line 0087 & 0088 indicates 18 gauge but no profile is mentioned. This is very important to the price and availability of the product.

Please give some direction on the profile of the panel for both exposed and concealed.

ANSWERS:

(1) Specification has been revised to Increase minimum quantity on Bid item line number 0087 to 500 SF.

Decrease metal thickness to 22 gauge. Delete Bid item line number 0088.

(2) See answer to Question 1.

(3) Delete 20 year NDL Warranty requirement.

(4) Use box-rib style 36 inch wide panels with 2.5 inch trapezoidal ribs or equal.

13. QUESTION: In reference to A0003, which system is to be bid?

ANSWER: Bid Schedule line item A0003 has been revised: All types of roofing listed are to removed under this “demolition” Bid Item line number. This Bid Line item Number also includes removal of any type of rigid roof insulation up to an average of 6 inches thick across entire roof section to be removed.

14. QUESTION: In reference to A0013, what is the size or average size?

ANSWER: Bid Schedule item line number A0013 changed to read “Metal pitch pans including grout and sealant. (up to 6”x 6” x 4” tall).”

15. QUESTION: In reference to A0056, what is the size or average size?

ANSWER: Bid Schedule item line number A0056 changed to read “Replace pitch pan filler. Use grout filler and 1” of 1-Part self-leveling pourable sealer to slope pan filler for adequate moisture run-off (up to 8”x 8” x 4” tall).”

16. QUESTION: In reference to A0068 & A0070, how is insulation to be secured?

ANSWER: Bid Schedule line item A0068 an A0070 have been revised: Adhere all layers either asphalt or adhesive per Bid Schedule Item Line Number description.

17. QUESTION: In reference to A0109, what size or average size of the pitch pan is to be used?

ANSWER: Bid Schedule line item A0109 has been revised: 4-inches deep, up to 8” square.

18. QUESTION: In reference to A0117, what is the size of coping is to be bid?

ANSWER: Bid Schedule line item A0117 has been revised: 12” width with 4” vertical side flanges secured with continuous cleats.

19. QUESTION: In reference to A0142, what size or width?

ANSWER: Bid Schedule line item A0142 has been revised: Use 10” tall section of copper sheet metal bent up to 5 times to form profile and cleat retainers. Bends shall be machine formed and up to 180 degrees. This specification will be revised in an amendment to follow.

20. QUESTION: Division 02-41-00; is demolition only, no install unless noted, correct?

ANSWER: Correct.

21. QUESTION: 03-52-00; all of these items are to be removed and replaced?

22. QUESTION: Division 05 & 06; all items fabricated & installed no demolition?

23. QUESTION: Division 7; all of these items are to include remove and dispose, fab and install new, correct?

24. QUESTION: Are we to include all cost such as supervision, equipment, OH, profit, landfill, etc.... per each clin?

ANSWER: CLIN pricing shall be net costs to provide service or product specified with no additional fees, surcharges, or expenditures.

25. QUESTION: Does only past performance for the government count?

ANSWER: As stated on page 36, Section (a.) Volume I – Past Performance, paragraph (i) in the solicitation, “RELEVANT includes performance of efforts involving roofing contracts over $50,000 that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation whether or not it was government work or commercial work.”

26. QUESTION: You mention three contacts: the PCO, the ACO and the Government program manager – are all three needed or will one suffice?

ANSWER: Provide all applicable information.

27. QUESTION: Do we have to complete your past performance question, or may we submit recently completed questionnaires that we have on hand?

ANSWER: Offerors should have respondents complete the past performance questionnaire attached to the solicitation. This questionnaire should be submitted directly from the respondent to the Contracting Officer. As stated on page 36, Section (i), “If your firm has provided relevant and recent past/present performance documentation to Patrick AFB, FL in response to other solicitations within the last six (6) months, a letter referencing the RFP number(s) and title(s) can be provided in lieu of providing Volume I.”
