This Notice of Proposed Contract Action is for informational purposes only and does not constitute a request for proposal. This Notice is not a formal solicitation. The Government does not intend to award a contract on the basis of this Notice, nor otherwise pay for information which is submitted as a result of this Notice.
In accordance with FAR 5.203, the Government hereby publicizes a Notice of Proposed Contract Action for the Perimeter Acquisition Radar Attack Characterization System (PARCS) at Cavalier Space Force Station (SFS), North Dakota. The Perimeter Acquisition Radar Attack Characterization Systems (PARCS) contract consists of operations, maintenance, and support (OM&S).
The Space Operations Command/Space Acquisition Management Directorate (SAM-D) at Peterson Space Force Base intends to solicit competitive proposals to provide non-personal services to operation, maintain, and support the PARCS site at Cavalier Space Force Station, North Dakota. Services encompass base support including management of radar and mission computer maintenance, civil engineering, environmental functions, security, logistics, sensitive and non-sensitive communications. The Contractor shall provide all necessary personnel, administrative, and managerial resources necessary to fulfill Performance Work Statement (PWS) requirements on a continuous, 24-hours-a-day, 7-days-a-week basis to meet Space Force Station operations and maintenance requirements as specified in the Performance Work Statement (PWS). The Contractor shall support Radar Operational Time as specified in the PWS, support system upgrades and modifications, and provide day-to-day support services. The Contractor shall support organizational level maintenance on system upgrades and modifications once they are accepted by the Government.
The current contract expires 30 April 2023. The contemplated contract type for this contract is a hybrid contract consisting of Firm-Fixed Price, Cost Reimbursement, and Individual Job Order Contract Line Item Numbers. The contemplated period of performance is a two (2) month phase-in period, a ten (10) month base period, plus five (5) one-year option periods, with phase-in beginning on or around 1 March 2023 and a contract start date of 1 May 2023.
This solicitation will be conducted using full-and-open competition procedures and is open to all offerors. The North American Industrial Classification System (NAICS) Code is 517919 (All Other Telecommunications) with a $35M small-business size-standard.
The formal PARCS solicitation, and any amendments thereto, will be distributed through the beta.SAM.gov website under Solicitation Number, "FA2518-22-R-0001." The Government intends to issue the formal PARCS solicitation on or about January 2022.
