Industry Questions/Comments and Government Responses
67. Industry Question/Comment: We are requesting a correction to Attachment 7
Financial Information Request and Attachment 8 Bonding Information Request forms to include a signature prompt. We cannot currently sign the digital .pdf formats.
Government Response: See Amendment 4.
68. Industry Question/Comment: We are teamed to pursue this opportunity and would like to take the chance to ask the USACE if they will accept USB’s in lieu of CD’s / DVD’s for the electronic required response.
Government Response: No, in accordance with Section L, L-2., G., offeror’s proposal shall be submitted electronically using CD-R or DVD-Rs. Therefore, submitting USB’s in lieu of CD’s/DVD’s will not be acceptable.
69. Industry Question/Comment: Due to pending bad weather on Thursday, please clarify:
1-If there is a reporting delay or a Mission Essential only reporting on Thursday due to the weather, what are the delivery options for the proposals? Security Delay: 2-If there is a security delay on Thursday morning (as there was this morning), what are the delivery options for the proposals? Delivery option/extension: 3-In the event of any of the above delays, will there be any leniency/change regarding time of delivery of the proposals?
Government Response: This acquisition is considered mission essential. Per Section L., L- 2., L., “All proposals shall be received prior to the time and date specified in SF 1442 Section A, Block 13.a…Any delay based on base access, to include delivery carrier services, may not be accepted as a reason for late receipt of the proposal by the Government.” See Amendment 7 Block 11 and Block 14.
