Industry Questions/Comments and Government Responses
1. Industry Question/Comment: Would you be able to let me know what the number of selectees is expected to be for this contract?
Government Response: Please see Attachment 6 – Section M, Evaluation Factors for Award, D., 1. for intended number of awards.
2. Industry Question/Comment: Are you accepting additional general contractors for this rebid? If so, we would enjoy learning more about these projects, and would like to submit our qualifications.
Government Response: The Front Range Multiple Award Construction Contract (FRMACC) is a new requirement, not a rebid. The Government posted the draft RFP to FBO on 9 May 2019 in order to give industry ample time to review the Government’s intent for this requirement. For proposal submission, the Government expects to receive proposals from prime contractors, joint ventures and teaming partner arrangements. All other contractors/subcontractors wising to be involved in this acquisition can contact any of the vendors on FBOs interested parties list.
3. Industry Question/Comment: After reviewing the solicitation documents on FBO, it appears there is an error on some of the attachments. The RFP as well as Attachments 1 through 6 all open fine; however, Attachments 7 through 13 all display the following message on a blank white page when trying to open them:
“The document you are trying to load requires Adobe Reader 8 or higher. You may not have the Adobe Reader installed or your viewing environment may not be properly configured to use Adobe Reader. For information on how to install Adobe Reader and configure your viewing environment please see http://www.adobe.com/go/pdf_forms_configure.”
We have attempted to open the documents on different computers within our office, as well as using different PDF-viewing programs, but receive the same message on the same Attachments. Can you please send us the documents or post again on FBO?
Government Response: The Government experienced no issues opening these attachments using ADOBE ACROBAT PRO DC. Recommend reviewing your company’s software requirement package/settings.

4. Industry Question/Comment: We are interesting in obtaining information about the anticipated Solicitation Release for the subject project. Can you please provide us an update at your earliest convenience?
Government Response: The Government released RFP FA251719RA016 on FBO on 19 September 2019. Please continue to monitor FBO for any future changes/updates.
5. Industry Question/Comment: It is our understanding from RFP Sections L and M that a Past Performance Questionnaire (PPQ) is required for all projects submitted for the Past Performance factor to be evaluated. On projects for which a final CPARS has been completed, our clients are not interested/willing to complete additional PPQs or in some cases have been instructed to refer all past performance inquiries to the CPARS system. To avoid having limited response, we request that offerors be allowed to submit CPARS and formerly completed PPQs in leu of requesting another PPQ.
Government Response: The PPQ provides more detailed information on the specific project that may not be provided in the CPARS evaluation (Attachment 14 and Government Response) or a previously completed PPQ. In accordance with Section L para L-3, Tab C, 3.c., failure to provide the PPQs or failure to provide fully completed PPQs may impact an offeror’s past performance evaluation rating. .
6. Industry Question/Comment: This inquiry is in reference to Solicitation Number FA251719RA016, Front Range Multiple Award Construction Contract (FRMACC).
We are unable to view the PDF Attachment 10 Sample Client Authorization Letter provided with the solicitation dated 19 September 2019. The file will open but only displays blank pages. Would it be possible to reissue the PDF attachment or provide it as a fillable Word document?
Government Response: The Government experienced no issues opening this attachment using ADOBE ACROBAT PRO DC and viewing the displayed information. Recommend reviewing your company’s software requirement package/settings.
