Industry Questions/Comments and Government Responses
61. Industry Question/Comment: Is it permissible to be a subcontractor on a task order that you could potentially bid/compete against as a prime contractor?
Government Response: Yes
62. Industry Question/Comment: Can I submit my bid using the DoD SAFE website?
Government Response: No. See Attachment 5, Section L, L-2., L.
63. Industry Question/Comment: We are trying to sign Attachment 13 using the latest version of Adobe and we’ve tried another PDF software Nuance and cannot insert the signature on page 5 of Attachment 13. Would it be acceptable if we printed page 5 and wet signed it and included it in the package to the clients?
Government Response: The Government downloaded the files from FBO and had no issue with Attachment 13 and importing a signature. The bottom of Attachment 13, Page 5 instructs the signer to Import digital image of signature by clicking the area to the right of "Company Representative Signature." While an offeror may choose to print page 5, wet sign it, and include it in the package to the clients, Section L, L-3, Tab C, 3. a., states hand-written PPQs or modified PPQ forms may not be evaluated.
64. Industry Question/Comment: Is it possible to get the PPQ form, Bonding info forms, and Financial info forms to be issued as word documents? The fillable pdf forms are showing errors when trying to populate the forms. I would also like to request an extension of the due date if possible.
Government Response: The Government downloaded the files from FBO and had no issue with Attachments 7, 7a, 7b, 8, 8a, 8b, or 13. There will be no change to these documents. See Amendment 4, Attachment 17, Question 48 which extended the proposal submission due date and time listed in SF 30, Block 14.
65. Industry Question/Comment: Due to internal policies, our bank is unwilling to send the document directly. Is the information/link included below to access the document acceptable to the Government?
Government Response: No, see Section L, L-3., Tab A., 6. for acceptable methods of delivery for financial institutions.
66. Industry Question/Comment: Regarding the SF 1442 for the FRMACC, we are not able to fill out Sections F through I or Section K using Adobe software because the document has been locked by the Government (i.e., information can only be inserted in the allowed fields). We have printed out these Sections and completed them manually by check-marking the appropriate boxes and will insert them into the hard copies. In order that the hard copies and electronic copy have the same information, would it be acceptable if we scan these Sections completed manually and enclose them as a separate document on the CDs?
Government Response: In accordance with Section L, L-2., G., the content and page size of the electronic copy must be identical to the hard copy proposal. So, if the two are identical, then the answer is yes.
