| N2ITSM - RFP FA2517-15-R-7001 - Industry Questions & Gov't Responses - 25 May 2016 | |||||
| Question # | Reference | Question | Government Response | Change Required (Y/N) | Location of Change |
| 1 | Amendment 0002, Section L, A.1.1 Teaming Arrangements/or Joint Venture (JV) | Reference Section of Amendment 0002 requires that we provide a copy of our Teaming Arrangements with our Proposal. Later in Section L, in 1.2.2, Tab 4, the requirement was changed from Team Arrangements to "RESERVED". This appears to indicate that we are not to put the Teaming Arrangements in Tab 4 of Volume II. Where in our proposal should we include the Teaming Arrangements? | Offerors shall submit their teaming arrangement with the Pricing Volume, Para D.1.1.2, Section B, Tab 6 | Y | Section L Para D.1.1.2, Section B, Tab 6 |
| 2 | Amendment 0002, Section L, 1.2.1 General Instructions. | In the NOTE at the end of 1.2.1 it states: The Continuations of Essential Contractor Services Plan, covers, cover sheets, and cover letters will be counted towards the 44 pages. The Continuation of Essential Contractor Services Plan itself will be 7-8 pages itself in order to provide all the necessary information IAW the FAR. Is the word “not” missing between “will” and “be”? | The Offeror only needs to acknowledge they will be responsible for providing this plan as part of the contract performance and demonstrate they can technically do this in their proposal. The actual plan is not part of the proposal. Proposal page count remains at 44. | Y | Amendment 0003 |
RFP, Section L, Para D 1.2.1, deleted "Continuations of Essential Contractor Services Plan"
Added to Para 5.9.3: Atch 1, Basic PWS, Atch 2 & Network 2 PWS"within 60 calendar days after contract award" deleted "at contract start".
Also added to Atch 3, ODC Mexico PWS, Para 5.9.5.
| 3 | Amendment 0002, Section L, 1.2.2, Sub-Factor 1: g, Staffing Matrix | Current requirement limits the Staffing Matrix (Attch 20) to 5 pages. Based upon the format provided by the Gov’t for the Staffing Matrix it necessitates an 11"x17" page layout to be readable. Per the instruction in the RFP an 11"x17" page counts as 2 pages each. For the purposes of the Staffing Matrix, we recommend that the Staffing Matrix be excluded from this methodology and count one 11"x17" page as one page, or increase the Staffing Matrix page limit to 10 pages. | For the purposes of the Staffing Matrix, an 11"x17" page counts as as one page. Attachment 20 is not part of the 44 page count but it is limited to 5 pages. | Y | See section L C 9 |
| 4 | Proposal Due Date | Due date not currently specified. Can you provide the proposal Due Date, or an estimate of when you are considering that our proposal will be due? | Proposal Delivery date is: 9 June 2016, 01:00 PM | Y | Amendment 0003 |
Added Proposal Due date 9 June 2016, 01:00 PM to SF33 Cover Page 5 Questions and Answers Questions with Answers not released with Amendment 0002. When do you anticipate releasing the Questions and Answers from the last round provided on April 29, 2016? Question and Answers were provided to industry on 20 May 2016. Please check FBO. N
| 6 | N2ITSM,_Amend_0002,_19_May_2016_KH (Section 1.2.1 General Instructions) | We thank the Government for increasing the page count from 40 to 44, however with the inclusion of Continuation of Essential Contractor Services Plan, covers, cover sheets, and cover letters as part of the 44 pages, this change reduces page count for our technical response. The Attachment_1_-_Basic_PWS document (Section 5.9.3) clearly states that the plan be provided at “Contract Start and updates annually thereafter”, as well as for Attachment_2_-Network_OM_PWS and Attachment_3_-ODC_Mexico_PWS. Since those three PWS requirement requests at the contract start date, can the Government reconsider excluding them from the page count? | Please refer to question #2 | N |
| 7 | N2ITSM,_Amend_0002,_19_May_2016_KH (Section 1.2.1 General Instructions) | We thank the Government for increasing the page count from 40 to 44, however with the inclusion of Continuation of Essential Contractor Services Plan, covers, cover sheets, and cover letters as part of the 44 pages, this change reduces page count for our technical response. Since cover page, cover sheets, and cover letters are not part of evaluated content, can those three items be excluded from page count? | The covers, cover sheets, and cover letters will be counted towards the 44 pages. Please refer to Section L, Section D 1.2.1 | N |
| 8 | ATTACHMENT_12___PAST_PERFORMANCE_QUESTIONNAIRE,_AMEND_0002 | Some of our customers have already used or sent in the response using the original Questionnaire. Since the only changes to the PPQ Amendment 002 is the instruction that increases period of performance from 3 years to 5 years, will the Government accept the response from our Past Performance POC using the old form? | Yes - Previous PPQ versions will be considered | N |
| 9 | N2ITSM_RFP_FA2517-15-R-7001_Amendment_0001,_12_May_16 | The proposal due date is TBD. As a Service Disabled Veteran-Owned Small Business (SDVOSB), we honor those who have served, especially on Memorial Day. Can the Government consider replacing the proposal due date of TBD with “No earlier than 3 June 2016” to allow us to observe Memorial Day and not having to work on the holiday? | Please refer to question #4 | N |
10 CMMI certification requirement Attachment 17 – Site Visit Questions Form posted 19 May provides a response to Question 55 regarding CMMI certifications. The rationale for a clarification of the requirement suggests that “2) The Development "CMMI-DEV" model is suitable for a project that develops products or services, e.g. a software development project, which the PWS demonstrates is not the core mission of N2ITSM.” and leans heavily on suggesting that CMMI-SVC is the only certification that meets the requirements of the solicitation and its accompanying PWS’s. This is not a comprehensive approach to meeting the requirements of all Sub-Factors.
1. CMMI-SVC is well suited for Sub-Factors 1 and 2, however, CMMI-DEV is best suited for Sub-Factors 4 and 5. CMMI – SVC and CMMI-DEV share 16 common core processes but are easily distinguished by 5 key processes specific to CMMI-DEV alone (reference CMMI Consultant dated 22 Oct 2014) These are Product Integration (PI), Requirements Development (RD), Technical Solution (TS), Validation (VAL), and Verification (VER). The BASIC PWS calls out “integrate or integration” 48 times, “Development” 10 times, “solution” (as it pertains to development) 1 time, “validation” 18 times and overall “testing” 10 times.
2. Specific to CMMI-DEV within Sub-Factor 4 is requirement a) “Provide IT Project Management from concept to completion of a project (including charter, project management plan, status reporting, service design, release and deployment, validation and testing and project closure).”
3. Specific to CMMI-DEV within Sub-Factor 5: Continuous Service Improvement (PWS Task and Service Descriptions) Continuous improvement cannot be achieved without developing requirements, integrating current and new products or validating and verifying that improvements have been achieved. Additionally, according to Software Engineering Institute: CMMI for Development, Version 1.3 (2010) the Organizational Performance Management process area enables the organization to manage organizational performance by iteratively analyzing aggregated project data, identifying gaps in performance against the business objectives, and selecting and deploying improvements to close the gaps. In this process area, the term “improvement” includes all incremental and innovative process and technology improvements, including those improvements made to project work environments. “Improvement” refers to all ideas that would change the organization’s processes, technologies, and performance to better meet the organization’s business objectives and associated quality and process performance objectives.
4. CMMI-DEV is pertinent to ongoing N2ITSM efforts:
a. Microsoft System Center Suite (SCSM, SCCM and SCOM) requires XML modification for Orchestrator and Management Packs – primarily for SCSM.
b. In use is PowerShell for scripting – primarily queries for day-to-day management tasks. Also required is command line scripting for all switches, routers, firewall installs.
c. Monitoring tools require customization for configuration files and filtering – using a variety of platforms.
d. SharePoint Designer is used for custom workflows, hot spots, special web parts and various other specialty items.
5. As defined within FA2517-15-R-7001, Page 55 of 88 "Development" means all efforts towards solution of broadly-defined problems. This may encompass research, evaluating technical feasibility, proof of design and test, or engineering of programs not yet approved for acquisition or operation. This is clearly CMMI-DEV.
6. According to Software Engineering Institute: CMMI for Development, Version 1.3 (2010), the purpose of Product Integration (PI) is to assemble the product from the product components, ensure that the product, as integrated, behaves properly (i.e., possesses the required functionality and quality attributes), and deliver the product. This process area addresses the integration of product components into more complex product components or into complete products. The scope of this process area is to achieve complete product integration through progressive assembly of product components, in one stage or in incremental stages, according to a defined integration strategy and procedures. Throughout the process areas, where the terms “product” and “product component” are used, their intended meanings also encompass services, service systems, and their components.
We respectfully request that both CMMI-SVC and CMMI-DEV are appropriate certifications for the N2ITSM solicitation.
Yes, either CMMI-SVC or CMMI-DEV are acceptable. Y See section L D 1.2.2 Tab 5 Sub-factor 1
| 11 | RFP Section L, B.6; Certifications | In the Consolidated Questions Document from 20 May, the Government indicated that “ISO 9001 and CCMI Level 2 Certificates must be submitted with the initial proposal submission.” Could the Government please confirm that copies of the ISO and CMMI certifications can be included in an Appendix and are excluded from the 44 page limit for the Technical Volume? | Certifications are requested as part of the technical capability response sub-factor 1: Program Management and Staffing Plan. Certifications, Industrial Security Facility Database, and Staffing Matrix are excluded from page count. | N | |
| 12 | Attachment 20, Staffing Matrix | The Staffing Matrix (Attachment 20), as issued by the Government, is 13 columns wide. When printed out on an 11x17 sheet of paper, the font size either compresses very small (to fit all columns on one page width), or, at 10 pt Arial, spreads out across three pages. Would the Government allow offerors to use 6 point type in Arial Narrow on this matrix and resize column sizes to enable us to fit the matrix onto one 11x17 width of paper? | Yes, the Contractor may change the font/size to Arial Narrow 6 point and resize columns to accommodate a one page 11x17. Attachment 20 is not part of the 44 page count but it is limited to 5 pages. | Y | AMENDMENT 0003 |
See section L C 8 and 9
| 13 | Attachment 20, Staffing Matrix | Instructions for the Staffing Matrix (Attachment 20) indicate that offerors shall break out each Labor Category (LCat) by service area and subtask. In some cases, one LCat could be associated with many service areas and subtasks, and therefore offerors could need dozens of lines for just one LCat. For this reason, and to be compliant with instructions on completing this Matrix, would the Government consider making Attachment 20 have unlimited page count? | No, Attachment 20 is not part of the 44 page count but it is limited to 5 pages. | N |
| 14 | Attachment 16, Pricing | Several of the tabs on Attachment 16, Pricing, are many columns wide. When printed out onto an 11x17 sheet of paper, the font size either compresses very small (to fit all columns on one page width), or, at 10 pt Arial, spreads out past one page. Would the Government allow offerors to use Arial Narrow in 6 point type on these spreadsheets and resize column sizes to enable us to fit each tab/spreadsheet onto one 11x17 sheet of paper? | Yes, see response to question # 12 | N |
| 15 | Attachment 20, Staffing Matrix | The printed size of the Staffing Matrix will make it difficulet to insert into the Technical Volume. Does the Government want offerors to embed the Staffing Matrix (Attachment 20) into the Technical Volume, or include it in the proposal as a separate document? | Yes, Attachment 20 shall be incorporated into the Technical Capability Volume,Tab 5 Technical Capability, Sub-factor 1: Program Management and Staffing Plan, G. | N |
| 16 | Section L.C (p. 73), and Q&A document | Tables and charts read more clearly when in Arial Narrow. Would the Government permit offerors to use Arial Narrow 10 point font in tables and charts? | Yes, see response to question # 12 | N |
| 17 | Section L.C (p.73): | It is difficult to create clear, legible graphics using a large font. Due to the effort to include substantial and clear information in graphics, would the Government allow offerors to use Arial Narrow 8 point font in graphics? | Yes, see response to question # 12 | N |
18 Attachment 16, L.D.1.1.3, M.C.2.1.3 Instructions in Sections L and M do not specifically include the 6 month extension, but the pricing spreadsheet (Attachment 16) does include the 6 month extension in the formula. Could the Government please clarify if the 6 month extension is included in the Total Evaluated Price? Contractor need not to provide pricing as it is automatically calculated as half of the last year. The 6 month extension is part of the Total Evaluated Price. See Section M C.2.1.3.a and C.2.1.3.b N
19 Service Contract Labor Does Service Contract Labor Standards apply to this contract? It is mentioned in the RFP but the FAR clause in not contained in the document.
No, the service contract labor standard does not apply to the contract. N
20 Attachment 20 Size/Font In the N2ITSM_Industry_Site_Visit_Consolidated_Questions_20_May_16.xlsx document the response to question 133 requires all type be no smaller than Arial 10 Point font, and the response to question 96 limits the size of the completed Staffing Matrix Attachment 20 to 5 pages. The Staffing Matrix contains 13 columns of information and the format requires individual staffing entries per PWS, task and subtask. To be compliant and provide complete and legible information, the matrix will have to be submitted on 11x17 sheets and, since each 11x17 page counts as 2 pages, the fully completed Staffing Matrix will exceed the 5 page limit. We request the Government increase the page limit for the Staffing Matrix to 10 pages. See response to questions # 3 N
| 21 | RFP Due Date | Due to the large size and detailed formatting requirements of the N2ITSM proposal, after the RFP Amendment #3 is released, it will take us (and most companies) at least three (3) business days to amend our proposal and then four (4) additional business days to print, package and ship the final proposal to the government destination. Will the government establish a new proposal submittal date that gives industry adequate and sufficient time to edit, print, package and ship their proposals? | ||
| Please refer to question #4 | N | |||
| 22 | Due Date | The answer to question 152 revised the page limit for the past performance volume to a total of 25 pages for the submission of five PPIS. Without knowing the format and spacing of the PPIS printouts from the PPI tool we cannot be certain the past performance citations we upload to the PPI tool will remain within the five page limit. Will the government please increase the past performance volume page limit to at least 40 pages? | No, the number of pages remains the same | N |
