RFP Questions
1) Reference Addendum to 52.212-1 Instructions to Offerors, page 22, 1. Part 1-Price Proposal (c)
The instructions state that the provisions of FAR 52.212-3 shall be satisfied by each offeror providing a current printout of their ORCA registration.
Question: Instead of providing an entire current printout will the Government add clause 52.204-7001 Annual Representations and Certifications (52.204-8) Alternate A. which will allow offerors to certify as below?:
(d) The offeror has completed the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. After reviewing the ORCA database information, the offeror verifies by submission of the offer that the representations and certifications currently posted electronically that apply to this solicitation as indicated in paragraph (c) of this provision have been entered or updated within the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201); except for the changes identified below (offeror to insert changes, identifyingchange by clause number, title, date). These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer.
Response: Offerors shall submit their ORCA registration. It can be printed double-sided.
2) Reference Addendum 52.212-1
C. Specific Instructions
1. Part 1-Price Proposal
Question 1: Paragraph (a) Does the Government want the entire solicitation returned with the offeror's response?
Response: Offerors shall submit the ENTIRE solicitation along with the signed amendments to the Contracting Officer 30 June 2009, 2:00 p.m.
Question 2: Paragraph (b) The solicitation shows CLIN 0001 for Phase-In. The Period of Performance in this paragraph does not show a phase-in. Will the Government clarify the information needed to respond to this reference?
Response: Phase-In is considered the base year, 15 – 30 September 2009. Offerors are not expected to propose to a fifteen day phase in, but what is most efficient for the transition. The phase-in period cannot exceed fifteen calendar days.
Question 3: Paragraph (b) Will the Government clarify if the information is a summary of the extended amounts listed by CLIN in the solicitation?
Response: Offerors shall use the SF1449 to provide pricing per CLIN, per option year.
C. Specific Instructions
2. Part II-Past Performance Information
Question 1: Paragraph (a) The instructions read that "Quality and Satisfaction for Contracts "COMPLETED" in the Past Three Years. I have added the quotation marks. Will the Government clarify if both present and past contracts can be cited in response to Part II-Past Performance Information? In other words is Part II-Present\Past Performance?
Response: Past/Present Performance relevancy is defined as three years prior to the issuance of the solicitation. In other words, any past (to include present) performance since 1 Jun 09 can be considered relevant.
