The following have been modified:
ADDENDUM TO 52.212-1
ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.” This solicitation is limited to service disable veteran-owned small businesses only.
PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) separate volumes; Volume I – Price Proposal, and Volume II – Past Performance Information.
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional price information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
C. Each volume of the proposal shall be separately bound in a three-ring, loose-leaf binder which shall permit the volume to lie flat when open. Staples shall not be used. All binders shall allow for easy removal and replacement of pages. A cover sheet shall be bound in each book, clearly marked with the offeror’s name, volume number and title, solicitation identification and the copy number (for example: Company A, Vol I, RFP FA2517-09-R-6015, Transient Alert Services & AGE Maintenance, copy 2 of 10). The same identifying data shall be placed on the spine and front of each binder. The original shall be clearly marked “original.”
D. Each citation is limited to three pages. Page limitations shall be treated as maximums. The total page count will be based on the printed proposal submission. If exceeded, the excess pages will not be read, nor considered in the evaluation of the proposal. Blank pages, title pages, tables of contents, glossaries, definitions, cross-reference matrices, tabs, and dividers do not count against the page limitation.
E. Text page size, not including foldouts, shall be 8.5 x 11 inches with at least one-inch margins around the page perimeter. Normal page header and footer information may be included in the margins. Pages shall be printed as double-sided where possible. (Do not print on both sides if the next page would be a fold-out or tab break.) Each printed side of information on a page of paper shall count as one page. The background color of each page of the original proposal submission shall be white or ivory only. Foldouts used for charts, illustrations, or diagrams shall not exceed 11 x 17 inches with at least 1.5-inch margins around the page perimeter. Normal page header and footer information may be included in the margins. For page count purposes, each printed side of a foldout page shall count as two pages each. Foldouts shall not be used for text.
F. Narrative text shall be Times New Roman or Arial with a size no smaller than 12-point with normal proportional spacing. Text line shall not be less than single-spaced. Text within tables shall be Times New Roman or Arial with a size no smaller than 10-point. Text within graphics shall be Times New Roman or Arial with a size no smaller than 8-point. Use only a single font type—either Times New Roman or Arial—throughout the proposal; do not mix font types in the proposal.
G. Each volume and tab shall be written on a stand‑alone basis, with cross referencing to other volumes and tabs allowed only to the extent specifically authorized in the Instructions to Offerors. Information required for proposal evaluation not found in its designated volume may be assumed to have been omitted from the proposal.
H. The offeror shall submit a complete copy of the proposal, including all proposal volumes and attachments, in electronic format, using non-re-writable compact disks (CD-R). The content and page size of electronic copies shall be identical to the hard copies. If there is a variance, the printed document will take precedence. All files must be uncompressed. The offeror shall submit any final proposal revisions resulting from any discussions and updates on CD-Rs. Ensure the electronic documents stored on CD-R disks can be opened. The electronic copy of the proposal shall be submitted in a format readable by Office Professional 2003 applications (e.g. Microsoft (MS) Word 2003, MS Excel 2003, MS-Project 2003, and MS-Power Point 2003) and/or Adobe Acrobat Reader (postscript data file (PDF) format is acceptable). The proposal may be submitted in PDF format. Electronic copies of spreadsheets shall be provided in MS Excel to allow Government evaluation and review of equations. All spreadsheets shall be submitted in “active” format with all formulas intact, summations enabled, links maintained, and clarifying notes visible.
I. If the Government opens discussions and requests the offeror submit proposal revisions, during or after discussions, any changed pages that are submitted shall be a different color from the original proposal pages, and shall have changed information clearly marked by a vertical line in the right margin of the page identifying the changed content. The date of the revision and revision number shall be reflected on each changed page (preferably on, or next to, the vertical change line). Make spreadsheet revisions obvious by highlighting cells that changed. Page limitations may also be placed on responses to evaluation notices (ENs). The Government will identify specified page limits for EN responses in the letters forwarding the ENs to the offeror.
