Amendment 4
Questions & Answers
1. Question: Reference: RFP Paragraph L-8B. The 7th sentence of the referenced paragraph states: “Citations for TOs issued under General Services Administration (GSA) or any other IDIQ contracts shall cite the GSA/IDIQ contract number and the individual TO number with associated information on that TO versus the main GSA/IDIQ contract.” The verbiage, “Citations for TOs…” is causing confusion since it may imply more than one TO is permitted per citation. On 27 Jul 09, we asked this question: In our One-on-One discussions with the 21CONS on [XX] July 2009, we asked Ms Steed if the past performance citations would be Task Order, or Contract based. She replied that they would be Task Order based. Question: Will we be permitted to show our Prime qualifications and relevancy for Overall Contract Management, Subcontracting, & Cost by submitting a citation for our base N2A2S contract work? On 3 August 2009, 21 CONS replied: Response: No, the citation would have to be at the TO level, not at the IDIQ level. We seek confirmation that this guidance is still correct. Based on this answer, we understand that a single IDIQ contract composed of multiple task orders with an aggregate value of $9M or more would not qualify to meet the $9M relevancy requirement for Contract Management. We further understand that only a single task order with a value of $9M or greater would qualify for the relevancy requirement. Is our understanding correct?
Answer: Yes, to both questions above. See revision to RFP, Section L-8B.
2. Question: MW/MD PWS, page 21, paragraph 1.3.7.1.1 – reference to FAA, FNA, and FSA. Given the new JCIDS guidance in CJCSI 3170.01G (dated 1 March 2009), FAA, FNA, and FSA have been superseded.
Answer: See revision to MW/MD PWS, page 21.
3. Question: The Government identified a large number of "Quick Look Reports" as deliverables with the various PWS paragraphs of the OPIR section of the MW/MD PWS. It is the Government’s intent that the successful offeror provide that number of "Quick Look Reports" each year of the task order?
Answer: See revisions to MW/MD PWS, page 5, 6, 7, 8.
