Questions & Answers
1. Question: MW/MD PWS. Para 1.3.1 (pg 4-9). Does the scope of the OPIR requirement include those efforts currently contracted outside of CAASETA in A5FS and A5FG in support of the OPIR and the SBIRS/MD programs? Response needed to accurately determine the scope of the PWS.
Answer: No, the scope of the OPIR Requirement does not include those efforts currently contracted outside of CAASETA in A5FS and A5FG in support of the OPIR and SBIRS/MD programs. The scope of the OPIR requirement includes those efforts detailed in the current PWS.
2. Question: Reference: Volume II, MILSATCOM Awardable Task Order (ATO) PWS Paragraph 6.3. The reference requires a SCIF to accommodate 20 people and store/process material. Please clarify whether this is office space for 20 people including desks, chairs, computers, telephones, and other relevant accoutrements. Will SIPRNET be required in this SCIF or other classified communications nodes. If so, will those nodes require the contractor to provide separate computers for each individual (one for classified processing, another for unclassified processing)? What, if any equipment, will be provided by the Government?
Answer: A SCIF is required to support meetings, working groups, and the processing and storage of classified material. The Government does not require SIPRNET connectivity in the SCIF and leaves the configuration of the SCIF up to the offeror. For the offeror's reference, within Building 1 SIPRNET is accessible within the SCIFs. The Government will not be providing any equipment for the offeror's SCIF.
3. Question: Reference: Volume II, MILSATCOM Awardable Task Order (ATO) PWS, Page 8 of 17, Paragraphs 1.3.4.7 and 1.3.4.8. These two subsections appear to be misplaced. There are no bold headings.
Answer: The placement is correct as these requirements directly support the functionality of the C-SSE.
4. Question: MILSATCOM PWS, Para 1.4, pg 14. PWS states, “Contractor shall host MILSATCOM working groups and provide support for technical interchange meetings for up to 75 people conducted at Secret level.” Please clarify intent is for a conference room that can hold up 75 people is to be provided at a contractor facility.
Answer: The contractor must be able to host MILSATCOM working groups and provide support for technical interchange meetings for up to 75 people conducted at a Secret level at the contractor’s facility.
5. Question: MILSATCOM PWS, Para 6.3. “The Contractor shall provide a Sensitive Compartmented Information Facility (SCIF) to accommodate 20 people and store/process material.” At contractor facilities, SIPRNet (Secret Internet Protocol Router Network) workstations are rarely installed in sensitive compartmented information facilities. SIPRNet is an Automated Information System that processes collateral secret U.S. Government information. SIPRNet workstations are usually installed in Defense Security Service-approved closed areas. JWICS (Joint Worldwide Intelligence Communications System) workstations or stand-alone workstations are Automated Information Systems that process TOP SECRET sensitive compartmented information. JWICS and stand-alone workstations are usually installed in Intelligence Community-approved sensitive compartmented information facilities. Is the contractor required to provide a SCIF or a CLOSED AREA that will accommodate 20 SIPRNet users?
Answer: The requirement is for a SCIF, an accredited room, group of rooms, facility where SCI may be stored, used, discussed and/or electronically processed. This is not a network requirement, rather a facility requirement.
6. Question: : MILSATCOM PWS, Para 6.3. If the contractor is required to provide a closed area that will accommodate 20 SIPRNet users, how many people does the SCIF need to accommodate?
Answer: See response above, Question 5.
7. Question: MILSATCOM PWS, Para 6.3. Please clarify “store material” is the requirement to store TOP SECRET Sensitive Compartmented Information (TS/SCI) in a SCIF and GSA-approved security containers (i.e., “safes”).
Answer: The requirement is to store classified material in a SCIF which is up to a TS/SCI level. The storage requirements for this material are clearly laid out in DoD security documents available on the Internet.
8. Question: MILSATCOM PWS, Para 6.3. Please clarify “process material” is the requirement to process TOP SECRET Sensitive Compartmented Information (TS/SCI) in a SCIF and on JWICS or accredited and certified stand-alone workstation(s).
Answer: The requirement is to process classified material in a SCIF which is up to a TS/SCI level. There is no requirement stated for JWICS. For questions regarding accreditation or certification requirements for IT equipment in the SCIF, recommend DoD security documents be referenced.
9. Question: MILSATCOM PWS, Para 1.6, pg 15. RFP states: “Develop and maintain a TIC containing soft copies of all program documentation material, software, and deliverables up to and including Secret information.” Please clarify is the TIC is to be maintained at a contractor facility. If yes, please provide information on the GFE (computers/safes/file cabinets), file space requirements, and floor space requirements of the TIC. Information is needed to ensure proper facilities are made available and costed.
Answer: The TIC is to be maintained at a contractor facility. There is no GFE, file space requirements, and/or floor space requirements associated with this requirement.
10. Question: Reference: L-9H, page 43. The Funding Profile is a requirement under H.1, which states that the Funding Profile must be organized by type of funds and by GFY (government fiscal year). GFY runs 10/01 - 9/30, so the question is whether or not the Cost Summary by Cost Elements table (table L-9 on pages 42-43) also has to be organized by GFY.
Answer: The Funding Profile is for the benefit of the requirements activity and the Contracting Officer for their annual budget and funding processes. Offeros will provide rates that comform to the offeror's accounting period i.e. calendar year, GFY, or other annual period. Offerors’ fiscal year rates should be provided to allow for the Government's confirmation with DCMA or DCAA, if determined necessary. Offerors should demonstrate the weighting of the company rates to the GFY period of performance, or to the sample task order period of performance, if it differs from the contractor's fiscal year.
